On measures to streamline social state guarantees

Decree of the President of the Republic of Kazakhstan dated January 23, 1996 No. 2788, which has the force of Law.

In accordance with Article 1 of the Law of the Republic of Kazakhstan dated December 10, 1993 "On the temporary delegation of additional powers to the President of the Republic of Kazakhstan and heads of local administrations", I hereby decree:

     I. Invalidate them:

     Article 17 of the Law of the Kazakh SSR dated June 17, 1991 "On pension provision for citizens of the Kazakh SSR" (Bulletin of the Supreme Soviet of the Kazakh SSR, 1991, No. 25, art. 328);

     Resolution of the Supreme Council of the Republic of Kazakhstan dated January 17, 1992 "On approval of the Regulations on Pensions for special services to the Republic of Kazakhstan" (Bulletin of the Supreme Council of the Republic of Kazakhstan, 1992, No. 5, Article 109; No. 8, Article 159; 1994, No. 16-17, Article 214).

     II. Persons who have been awarded pensions for special services to the Republic of Kazakhstan are paid a special state allowance to pay for the maintenance of their homes, for utilities (central heating, cold and hot water supply, sewerage, electricity, gas, waste disposal, elevator maintenance), fuel, as well as for travel once a year by rail, air, by intercity road transport.

     III. Large families with four or more minor children living together (including children studying in higher and secondary specialized educational institutions, after they reach the age of majority until they graduate from educational institutions), to pay for the maintenance of housing and utilities (centralized heating, cold and hot water supply, sewerage, electricity, gas supply, waste disposal, elevator maintenance) a special state allowance is paid.

     IV. To the Government of the Republic of Kazakhstan:

     to bring the decisions of the Government of the Republic of Kazakhstan into

     compliance with this Decree;

     ensure review and cancellation by ministries, government agencies

     committees and other central executive bodies of the Republic

     Kazakhstan their regulations and instructions contradicting

     this Decree.

     V. This Decree comes into force on January 1, 1996.
