About the Paryz Business Social Responsibility Competition
Decree of the President of the Republic of Kazakhstan dated January 23, 2008 No. 523.
In order to form and promote the principles of corporate social responsibility by private business entities of Kazakhstan and encourage them to implement the best practices in this area, I HEREBY DECREE:
1. To establish, starting in 2008, an annual competition on the social responsibility of business "Paryz".
2. To form a Commission for awarding the titles of laureates of the competition on social responsibility of business "Paryz".
3. Approve the attached documents:
1) the rules of the competition on social responsibility of business "Paryz";
2) regulations on the Commission for awarding the titles of laureates of the competition on social responsibility of business "Paryz".
4. Control over the implementation of this Decree is entrusted to the Administration of the President of the Republic of Kazakhstan.
5. The decree comes into effect from the date of its official publication.

The rules of the competition on social responsibility of business "Paryz"
Chapter 1. General provisions

1. The Paryz Business Social Responsibility Competition (hereinafter referred to as the competition) is aimed at the formation and enhancement by private business entities of their corporate social responsibility to society in order to further improve the well-being of the population.
Objectives of the competition:
1) encouraging private business entities to address social issues both for their employees and for society as a whole;
2) demonstration and wide dissemination of the positive experience available in this field.
The competition, which can be attended by private business entities (hereinafter referred to as applicants), is held throughout the Republic of Kazakhstan.
Organizations in which the shares and the share of state participation in the authorized capital amount to more than 50 percent are not allowed to participate in the competition.

2. Based on the decision of the Commission for Determining the Winners in the competition (hereinafter referred to as the Commission), the titles of laureates are awarded annually in the following categories::
1) small and medium-sized businesses;
2) a large business entity.

3. Applicants must submit their social programs aimed at improving the well-being of society in general and employees of a private enterprise in particular, confirming their corporate social responsibility.
The programs and their projects include activities that are carried out by applicants independently and/or in partnership with civil society institutions and local executive bodies and are aimed at achieving positive changes in the social sphere.
Social responsibility should enhance competitiveness.
Chapter 2. The order of the competition

4. The organizers of the competition are the Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan, local executive bodies, the Ministry of Ecology and Natural Resources of the Republic of Kazakhstan, the National Chamber of Entrepreneurs of the Republic of Kazakhstan and the Federation of Trade Unions of the Republic of Kazakhstan (hereinafter – the organizers).

4-1. The competition is held annually at the regional and national levels in the nominations specified in paragraph 13 of these rules.
Participation in the regional and national stages of the competition is free of charge.

5. Applicants draw up and submit materials on paper and electronic media to local executive bodies of regions, cities of republican significance and the capital in accordance with these rules.

6. Applicants who are eligible to participate in the competition are:
1) have been operating for at least three years;
2) are not in the liquidation stage, are not declared bankrupt;
3) have not eliminated any violations of the labor legislation of the Republic of Kazakhstan, including overdue arrears of wages and other payments to employees;
4) have no collective labor disputes with employees;
5) carry out social and charitable activities in the territory of the Republic of Kazakhstan, which should not be aimed at supporting political, trade union and religious organizations;
6) reliable information was provided in the application for participation in the competition, as well as documents were submitted in full.

7. The organizers provide:
1) equal conditions for all applicants;
2) confidentiality of information representing a trade secret;
3) non-disclosure of information about the results of the competition before the date of their official announcement.
8. Terms of the contest:
1) January – announcement of the start of the competition;
2) until July 1, applications are accepted by local executive bodies annually.;
3) by October 1, annually, local executive bodies send to the Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan preliminary conclusions of regional commissions, commissions of cities of republican significance and the capital on social partnership and regulation of social and labor relations, applications of applicants for participation in the competition in one copy.;
4) December – summing up, awarding the winners.

9. Local executive body:
1) develops and approves the action plan for the competition;
2) forms an expert working group to evaluate applicants' applications, which includes representatives of the Chamber of Entrepreneurs of regions, cities of republican significance and the capital, territorial associations of trade unions;
3) organizes informing organizations about the order of the competition;
4) honors the winners of the regional stage of the competition.

10. To participate in the competition, applicants send materials to local executive authorities in two copies, which include:
1) a completed application in accordance with the appendix to these rules;
2) the applicant's report, which is a self-assessment of the level of his activity and specific results on corporate social responsibility.
The applicant's report should include:
the history of a legal entity or individual;
organizational structure;
other additional information;
3) an appendix to the report (a copy of the collective agreement and other documents);
4) a questionnaire filled out in accordance with the form established by the Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan and posted on its Internet resource.

11. The criteria characterizing the applicant's capabilities and performance are determined by the organizers of the competition.
11-1. The local executive body requests information from the relevant state bodies confirming the accuracy of the information provided by the applicants in the applications for participation in the competition, and verifies the applicants for compliance with the requirements specified in paragraph 6 of these rules.
If non-compliance with the requirements for applicants is identified, a written notification of the rejection of the application for participation in the competition is sent.

11-2. Expert working groups, based on the criteria specified in paragraph 11 of these rules, evaluate applicants' applications and prepare expert opinions.

11-3. Regional commissions, commissions of cities of republican significance and the capital for social partnership and regulation of social and labor relations, based on the conclusions of expert working groups, form a preliminary conclusion and determine the winners of the regional stage of the competition.
Local executive bodies send preliminary conclusions of regional commissions, commissions of cities of republican significance and the capital on social partnership and regulation of social and labor relations, applications of applicants for participation in the competition to the Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan.

12. After reviewing the preliminary conclusions of regional commissions, commissions of cities of republican significance and the capital on social partnership and regulation of social and labor relations, the Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan forms a final conclusion and submits it with the materials of applicants for consideration by the Commission.

13. Based on the submitted materials, the Commission determines the winners and decides on awarding the titles of laureates of the competition in the following nominations:
1) "The best socially responsible enterprise".
This nomination examines the activities of applicants who implement social programs aimed at supporting their own staff, social adaptation of people with disabilities, and improving the well-being of society as a whole (organization of wages and social benefits, professional training and retraining systems, employment of the largest number of people with disabilities, and so on).;
2) "The best company in the field of occupational safety".
This nomination examines the activities of applicants who create working conditions that allow employees to maintain their health during their work;
3) "The best collective agreement".
This nomination examines collective agreements that significantly improve and strengthen the labor and social rights of employees provided for by the legislation of the Republic of Kazakhstan.;
4) "For his contribution to the environment."
This nomination examines the activities of applicants who have significantly distinguished themselves in the implementation of environmental protection (environmental) programs, activities and projects aimed at improving the environment, recycling and waste disposal.
A special award "The Best social Project of the Year" is being established in the competition.
This special award examines social projects implemented by businesses that promote employment and/or improve the living conditions of socially vulnerable and low-income segments of the population.

13-1. The Grand Prix is the highest award of the competition awarded to the applicant who has achieved the highest results in work and implementation of the principles of corporate social and environmental responsibility.
The Grand Prix is awarded in the categories of "Large business entity" and "Small and medium-sized business entity".

14. The laureates of the competition are awarded with a corresponding diploma, an emblem and a distinctive sign (statuette).
15. The award ceremony for the winners of the competition is held annually in a solemn atmosphere.
16. The publication in the mass media of the announcement of the competition, the achievements of its applicants in solving social issues, the procedure for awarding the winners of the competition, as well as the list of laureates is carried out with the assistance of the Ministry of Culture and Information of the Republic of Kazakhstan.

16-1. Local executive bodies of regions, cities of republican significance and the capital provide local media coverage of the process of holding the regional stage of the competition and publish a list of applicants recommended for participation in the republican stage of the competition.

16-2. The organizers and local executive bodies of the regions, cities of republican significance and the capital will organize the dissemination of the best experience of social responsibility using the example of the winners of the competition.

17. The winners of the contest receive the right to use the logo of the contest for advertising purposes within three years after the award of this title. It is not allowed to be re-nominated for the title of laureate of the competition within two years after receiving this title in a certain nomination.

Regulations on the Commission for Awarding the titles of Laureates of the Paryz Business Social Responsibility Competition
Chapter 1. General provisions

1. The Commission for awarding the titles of laureates of the Paryz Business Social Responsibility Competition (hereinafter referred to as the Commission) is formed from among the heads of central government agencies, republican associations of employees and republican associations of employers.
The official composition of the Commission is approved by the President of the Republic of Kazakhstan.

2. In its activities, the Commission is guided by the Constitution, laws of the Republic of Kazakhstan, acts of the President of the Republic of Kazakhstan and other regulatory legal acts of the Republic of Kazakhstan, as well as these regulations.
Chapter 2. Tasks and rights of the Commission

3. The objectives of the Commission are:
1) consideration of the materials of the applicants for the title of the winner of the contest on social responsibility of business "Paryz" (hereinafter referred to as the applicants);
2) evaluation and selection of applicants;
3) determination of the winners of the competition (hereinafter referred to as the laureates of the competition).
4. The Commission has the right to:
1) interact with government agencies and other organizations, as well as public associations;
2) to request and receive from the organizers of the competition additional materials necessary for the implementation of the tasks of the Commission;
3) other rights necessary for the implementation of the tasks assigned to the Commission.
Chapter 3. Organization of the Commission's activities

5. The Commission consists of:
1) Chairman of the Commission;
2) Deputy Chairman of the Commission;
3) Secretary of the Commission;
4) members of the Commission.
6. The Chairman of the Commission directs its activities, chairs its meetings, plans its work, and exercises general control over the implementation of its decisions. During the absence of the Chairman of the Commission, his functions are performed by a deputy.
The emblem, diploma and distinctive sign (statuette) provided for by the competition are approved by the Chairman of the Commission.
7. The Secretary of the Commission submits to the members of the Commission for consideration the documents and materials prepared by the working body.
8. The working body of the Commission is the Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan.
The following functions are assigned to the working body of the Commission:
1) informing about the terms and conditions of the competitions through the mass media and the official websites of the organizers of the competition;
2) consideration of preliminary conclusions of regional commissions, commissions of cities of republican significance and the capital on social partnership and regulation of social and labor relations, formation of the final conclusion and submission of it and materials of applicants for consideration by the Commission;
3) preparation and organization of Commission meetings;
4) organization of the award ceremony for the winners of the competition;
5) promoting the dissemination of the experience of the laureates of the competition.

9. The Working Body annually determines and approves the action plan for the relevant year for the organization and holding of the competition.

10. Meetings of the Commission are held as necessary, but at least once every six months. A meeting of the Commission is considered competent with the participation of at least two thirds of the total number of its members.
11. The decision to award the titles of the laureates of the competition is made by the Commission by holding an open vote and is considered accepted if a majority of votes from the total number of Commission members are cast in favor of it. In case of equality of votes, the decision voted for by the Chairman is considered adopted. The decision is drawn up by the minutes of the meeting and signed by all the present members of the Commission.
The Commission's decision is published in the mass media.
12. The information contained in the competition materials and obtained during the evaluation is confidential and cannot be used for purposes other than evaluating the applicant without his written consent.
13. The decision to terminate the Commission's activities is made by the President of the Republic of Kazakhstan.
