I DECREE: 1. To approve the attached draft Program of Action within the framework of Partnership for the Future between the Republic of Kazakhstan and the Federal Republic of Germany. 2. Marat Mukhanbetkazievich Tazhin, Minister of Foreign Affairs of the Republic of Kazakhstan, to sign on behalf of the Republic of Kazakhstan an Action Program within the framework of Partnership for the Future between the Republic of Kazakhstan and the Federal Republic of Germany. 3. This Decree shall enter into force from the date of signing.

ACTION PROGRAM within the framework of partnership for the future between the Republic of Kazakhstan and the Federal Republic of Germany
The Republic of Kazakhstan and the Federal Republic of Germany, hereinafter referred to as the "Parties", using the momentum given to Kazakh-German relations by the Joint Statement on Partnership for the Future dated September 3, 2008, and thereby seeking to contribute to the implementation of the Strategy for a New Partnership between the European Union and Central Asia dated June 22, 2007, and The State Program of the Republic of Kazakhstan "The Way to Europe" dated August 29, 2008, intends to implement the following projects as priorities:
1. Political relations
Regular political consultations at the leadership level of the Ministries of Foreign Affairs, effectively using the opportunities opened up in connection with the presidency of the Republic of Kazakhstan in the Organization for Security and Co-operation in Europe in 2010; Conclusion of a new Cooperation Agreement in the field of development Assistance as an international legal framework for future bilateral and regional cooperation projects; Implementation in Kazakhstan programs of German political foundations to promote the development of democracy, the rule of law and the market economy; Implementation of the 3rd project within the framework of the OSCE training program at the OSCE Center for Research on OSCE Activities (CORE) for 6 employees of the Ministry of Foreign Affairs of the Republic of Kazakhstan together with 12 employees of the Ministry of Foreign Affairs of Lithuania. Both sides take half of the costs incurred by Kazakhstan; Holding a workshop to further develop public awareness in connection with Kazakhstan's OSCE chairmanship.
2. The rule of law
Advising on the legislative process, the implementation of legislation, the training of judges and the strengthening of the institute of advocacy in order to improve the legal framework for the economic development of the region; Establishing cooperation between the Ministries of Justice of both Sides in the following areas: exchange of experience on the application of generally recognized norms of international law and international treaties in the field of human rights, including in places of detention freedom, as well as the study of European experience in the execution of criminal penalties; exchange of experts, taking measures to ensure mutual internships, organizing and financing international conferences and round tables for cooperation in the development of regulatory legal acts and analysis of legislation of the Republic of Kazakhstan; Offering Kazakhstani judges, prosecutors and employees of judicial authorities to conduct internships and internships in organizations of the German legal system; Active participation of both Sides in activities aimed at strengthening the rule of law system in the OSCE area in order to implement the relevant decision of the OSCE Ministerial Council in Helsinki in 2008 and within the framework of the European Union's Rule of Law Initiative for Central Asia; Conducting trainings and seminars to strengthen the institution of the Ombudsman and his legal capacity, training and selection of justice officials, in particular, judges and prosecutors, as well as for the exchange of best practices in the implementation of the concept of legal policy, including judicial reform in the Republic of Kazakhstan.
3. Economics
Holding annual meetings of the bilateral Intergovernmental Working Group on Trade and Economic Cooperation. The next meeting is scheduled to take place on June 22, 2009 in Kazakhstan. The Intergovernmental working group is designed, including in the periods between individual meetings, to stimulate the development of Kazakh-German economic relations and, above all, to promote specific entrepreneurial projects that need government assistance. In addition, the Intergovernmental Working Group will discuss issues related to the implementation of joint innovation and investment projects within the framework of the Joint Statement of Intent on Cooperation to Form an Innovation and Investment Partnership for the period up to 2011 between the Ministry of Industry and Trade of the Republic of Kazakhstan and the Federal Ministry of Economics and Technology of the Federal Republic of Germany, signed on September 3, 2008. in the city of Astana; Creation of conditions for the transformation of the Representative Office of the German Economy in Kazakhstan into a bilateral Kazakh-German Chamber of Commerce; Cooperation between the Chambers of Commerce of the Republic of Kazakhstan and the Federal Republic of Germany in the field of active assistance to the activities of the representative office of the Chamber of Commerce of the Republic of Kazakhstan in Berlin in order to fully realize the economic interests of both countries; Strengthening cooperation in the field of advanced training of managers in the field of economics with the support of the German Federal Government and the Ministry of Economy and Budget Planning of the Republic of Kazakhstan. The Federal Ministry of Economics and Technology of the Federal Republic of Germany will consider the Kazakh side's wish to increase the number of managers from Kazakhstan undergoing internships at German enterprises.; The implementation of a Joint Statement on cooperation between institutions involved in the organization and implementation of a Management Training Program in order to further improve the effectiveness of this Program. Consideration of the opening of the InWEnt regional office for Central Asian countries in Astana is nearing completion; Cooperation between the national statistical offices of both Sides in statistical fields, including in the field of foreign trade statistics, taking into account the "mirror statistics". To this end, since 2009, joint statistical cooperation projects have been implemented between the Agency of the Republic of Kazakhstan for Statistics and the Federal Statistical Office of the Federal Republic of Germany on the basis of joint financing; Joint holding of the second Kazakh-German Energy Policy Forum in Astana in order to increase the intensity of bilateral relations in the field of energy policy; Promotion of regional economic cooperation. by creating favorable conditions for the growth of foreign trade; To develop and strengthen close ties between government agencies responsible for the support and development of small and medium-sized businesses, as well as the exchange of experience in regulating business activities in both countries through the organization of joint seminars, the exchange of statistical information, as well as the results of scientific research on this topic; Advising on the creation of effective structures to promote the economy.
4. Environment and climate
Implementation of the project "Transboundary Water Resources Management in Central Asia" within the framework of the "Water Initiative for Central Asia" of the Federal Minister of Foreign Affairs of the Federal Republic of Germany ("Berlin Process"). At the same time, projects for accelerated achievement of goals in Kazakhstan are also envisaged.; Projects within the framework of the International Initiative of the German Federal Government for Climate Protection, implemented in the field of renewable energy sources and energy efficiency, as well as adaptation to climate change, encouraging the creation and conservation of natural carbon storage facilities; Implementation of individual components within the framework of the project "Regional Research Network - Water in Central Asia", designed as an element of "Water Initiatives for Central Asia" to optimize scientific cooperation in the water sector. The goal is, among other things, to create a publicly accessible database on water resources and develop representative models reflecting the availability of regional water resources; an exhibition showing the achievements of the German economy in the field of environmental and climate protection technologies in the Republic of Kazakhstan; a regional program to improve the use of natural resources, for example, pasture lands., soils and agricultural plots; Support in the reconstruction of the Shardara hydroelectric power station.
5. Education and scientific research
Early ratification by both Sides of the Intergovernmental Agreement on further cooperation in the development of the Kazakh-German University in Almaty; Creation of educational programs at the Kazakh-German University for specialties in the field of environmental protection and resource efficiency (energy, water), ensuring sustainable development in the field of environmental education and human consciousness. In view of the expansion of the University in the future, the Parties announced their intention to begin negotiations on a Protocol in the very near future in accordance with the provision of Article 9 of the Agreement between the Government of the Republic of Kazakhstan and the Government of the Federal Republic of Germany on further cooperation in the development of the Kazakh-German University in Almaty; The opening of a representative office of JSC "Center for International Programs" implementing the Bolashak program in Germany. At the first stage of its activity, the Representative Office of the German Academic Exchange Service DAAD is ready to provide consulting support.; In the second quarter of 2009, expert meetings were held with representatives of the Conference of Rectors of German Higher Education Institutions, the German Academic Exchange Service DAAD and the Federal Ministry of Education and Scientific Research to further deepen Kazakh-German interuniversity relations and support the Kazakh higher education system in implementing reforms modeled on the Bologna Process; Advising on reforms in the vocational education sector, as well as supporting agricultural education through the exchange of students, undergraduates, teachers and knowledge transfer; Expanding partnerships and cooperation within the framework of the Schools: Partners of the Future (PASCH) initiative through assistance in technical equipment, teacher training and student exchange; Cooperation with the University of Central Asia on the E-Learning project.
6. Culture
The Year of Kazakhstan in Germany in 2009, which includes events in the fields of economics, culture, politics and science. The Year of Kazakhstan was opened by the Heads of the two states; In 2010, by holding events in the field of culture, politics, economics, science and innovation, Germany intends to present itself in Kazakhstan as a modern and future-oriented country; Holding a workshop on photography conducted by the Goethe Institute; Further cooperation based on Agreement between the Government of the Republic of Kazakhstan and the Government of the Federal Republic of Germany on Cultural Cooperation dated December 16, 1994.
7. Youth
Within the framework of the Joint Protocol on Cooperation in the field of youth policy for 2008 - 2009 between the Ministry of Education and Science of the Republic of Kazakhstan and the Federal Ministry for Family Affairs, the Elderly, Women and Youth of the Federal Republic of Germany dated March 27, 2008, assistance is provided in holding up to 15 events annually -meetings of youth groups and experts on assistance for children and youth. Currently, approximately 10 youth organizations, specialized associations and local youth departments are participating in the Kazakh-German exchange. Within the framework of the exchange, special importance is given to the issues of interaction between public non-governmental organizations and government agencies providing assistance to children and youth at the national, regional and local levels in both countries; The holding of the first Kazakh-German conference in Berlin in October 2009 with the participation of organizations responsible for the implementation of youth programs in order to expand the exchange by attracting new participants.
8. The German minority
Regular Kazakh-German intergovernmental consultations on German minority issues. By bilateral agreement, the next round of consultations will be held in Germany; Further cooperation based on Agreement between the Government of the Republic of Kazakhstan and the Government of the Federal Republic of Germany on cooperation with the support of citizens of the Republic of Kazakhstan of German nationality dated May 31, 1996; Involvement of the German minority as a bridge between the two countries, including through the implementation of partnership projects of the Federal Ministry of the Interior of the Federal Republic of Germany; Facilitating meetings of the German side with the youth of the German minority; Scholarship programs of the German side for the Kazakh-German University; Cooperation in assistance to social assistance offices in the cities of Astana, Karaganda, Kostanay and Kokshetau, including through the transfer of know-how from the German side in order to introduce a modern system of care for people in need of assistance.
9. Healthcare
Development of cooperation between healthcare organizations of both countries to improve the quality of medical education by sending medical personnel to exchange experience for internships in healthcare organizations. This cooperation will be carried out on the basis of direct agreements between the healthcare organizations of both countries; Regional cooperation in Central Asia in the field of healthcare; To consider the possibility of opening postgraduate master's degree courses in the field of "Management of healthcare institutions" at the Kazakh-German University, designed for experienced practitioners.
10. Labor relations and social protection
Development and expansion of bilateral cooperation in the field of labor and social protection; Exchange of information in the field of labor management, labor protection, social and pension insurance, as well as in the field of vocational training, social protection of persons with disabilities and other groups in unequal situations.
11. Food and agriculture
Implementation of the Kazakh-German Agrarian and Political Dialogue project, which will contribute to providing advisory support to the Republic of Kazakhstan on the development of the agricultural sector through the introduction of new technologies and knowledge transfer in the field of agricultural production; A joint exhibition of German agricultural machinery manufacturers in Astana; Signing of an Agreement between the Ministry of Agriculture of the Republic of Kazakhstan and the Federal Ministry of Education and Research of the Federal Republic of Germany on cooperation in the field of water management.
12. Migration
Continuation of expert consultations on visa issues and readmission; Conclusion of a bilateral readmission agreement to facilitate the introduction of visa facilitation.
13. Security
Continuation of the implementation of activities within the framework of the annual program of military relations between the Ministry of Defense of the Republic of Kazakhstan and the Federal Ministry of Defense of the Federal Republic of Germany; Continuation of cooperation in the field of training military personnel of the Armed Forces of the Republic of Kazakhstan in military educational institutions of the Federal Republic of Germany; Continued cooperation on implementation Agreements between the Government of the Republic of Kazakhstan and the Government of the Federal Republic of Germany on the transit of military equipment and personnel through the territory of the Republic of Kazakhstan in connection with the participation of the Armed Forces of the Federal Republic of Germany in efforts to stabilize and rebuild the Islamic Republic of Afghanistan.
Changes and additions may be made to this Program, if necessary, by agreement of the Parties.
Done in Berlin on May 7, 2009 in Kazakh, German and Russian languages in two copies. In case of disagreement in the interpretation of the Program provisions, the Parties will refer to the text in Russian.
