About some issues of the special economic zone "Park of Innovative Technologies"

Resolution of the Government of the Republic of Kazakhstan dated June 22, 2026 No. 538

In accordance with subparagraph 2) of Article 10 of the Law of the Republic of Kazakhstan "On Special Economic and Industrial Zones", the Government of the Republic of Kazakhstan DECIDES:

     1. Rename the special economic zone "Park of Innovative Technologies" to the special economic zone "Almaty Innovation & Financial Zone" (hereinafter – the SEZ "Almaty Innovation & Financial Zone").

     2. To extend the period of operation of the SEZ "Almaty Innovation & Financial Zone" until December 31, 2049, subject to achieving the target indicators approved by this resolution.

     3. Approve the attached documents:

     1) Regulations on the SEZ "Almaty Innovation & Financial Zone";

     2) target indicators of the SEZ "Almaty Innovation & Financial Zone".

     4. This resolution shall enter into force from the date of its signing.

Regulations on the special economic zone "Almaty Innovation & Financial Zone"

Chapter 1. General provisions

     1. The Special Economic Zone "Almaty Innovation & Financial Zone" (hereinafter referred to as the FEZ) is located on the territory of the city of Almaty within the boundaries set out in the annex to these Regulations.

     The territory of the FEZ is 256.05 hectares and is an integral part of the territory of the Republic of Kazakhstan.

     2. The FEZ is created in order to:

     1) accelerated development of modern high-performance, competitive industries, the formation of a qualitatively new level of service provision, attracting investment, introducing new technologies in the economy and the region, as well as increasing employment;

     2) the development of manufacturing industries and the production of high-value-added products;

     3) using an advantageous geographical location for the development of transport and logistics;

     4) technological development of industries, including information and communication technologies, telecommunications and communications, electronics and instrumentation, renewable energy sources, resource conservation and efficient use of natural resources, as well as technologies in the field of creation and application of materials for various purposes, extraction, transportation and processing of oil and gas.

     3. The activities of the FEZ are regulated by the Constitution of the Republic of Kazakhstan, the Law of the Republic of Kazakhstan "On Special Economic and Industrial Zones" (hereinafter referred to as the Law) and other legislation of the Republic of Kazakhstan.

     If an international treaty ratified by the Republic of Kazakhstan establishes rules other than those contained in the legislation on special economic zones, the rules of the international treaty shall apply.

     4. A special legal regime is being established on the territory of the FEZ.

Chapter 2. Management of the special economic zone "Almaty Innovation & Financial Zone"

     5. The management of the FEZ is carried out in accordance with the Law.

Chapter 3. Taxation in the territory of the special economic zone "Almaty Innovation & Financial Zone"

     6. Taxation on the territory of the FEZ is regulated by the tax legislation of the Republic of Kazakhstan.

Chapter 4. Customs regulation

     7. The customs procedure of the free customs zone is in effect on the territory of the FEZ or its part.

     8. The territory of the FEZ, where the customs procedure of the free customs zone is applied, is a customs control zone. The territory of the FEZ should be equipped for the purpose of customs control. The requirements for the arrangement of the territory of the FEZ, including the requirements for fencing and equipping the perimeter of such territory with a video surveillance system, are established by the authorized body in the field of customs affairs.

Chapter 5. The procedure for the stay of foreign citizens in the territory of the special economic zone "Almaty Innovation & Financial Zone"

     9. The procedure for entry, exit, transit and stay of foreign citizens and stateless persons, as well as their vehicles, established by the legislation of the Republic of Kazakhstan and international agreements ratified by the Republic of Kazakhstan, is in force on the territory of the FEZ.

Chapter 6. Final provisions

     10. The conditions set forth in these Regulations may be amended by a decree of the Government of the Republic of Kazakhstan.

     11. The FEZ is abolished on the grounds prescribed by Law.

     12. When the FEZ was abolished due to the expiration of the period for which it was created, the Akimat of Almaty:

     1) no later than three months before the expiration of the specified period, publish in the mass media an announcement about the upcoming abolition of the FEZ, the procedure and deadlines for accepting applications and claims related to its abolition;

     2) provides explanations to legal entities and individuals operating on the territory of the FEZ, the procedure for the reissue of goods located on its territory under a different customs procedure;

     3) within one month after the abolition of the FEZ, submit to the President of the Republic of Kazakhstan and to the Government of the Republic of Kazakhstan a report on the results of the activities of the FEZ.

     13. In case of early abolition of the FEZ by a decree of the Government of the Republic of Kazakhstan, the procedure must be completed no later than within six months in compliance with the procedures provided for in paragraph 12 of these Regulations.

     14. The activities of the FEZ, which are not regulated by this Regulation, are carried out in accordance with the current legislation of the Republic of Kazakhstan.
