Article 15. Crossing of the State border at sea, rivers, lakes and other bodies of water of the Law on the State Border of the Republic of Kazakhstan
1. Kazakh and foreign (surface and underwater) vessels, warships, and ice vehicles cross the State Border at sea, rivers, lakes, and other bodies of water in accordance with the laws of the Republic of Kazakhstan and international treaties ratified by the Republic of Kazakhstan.
2. Foreign underwater vessels (vehicles) cross the State Border and proceed in territorial waters on the surface and with the flag raised.
3. Navigation on border rivers, lakes and other bodies of water crossing the State Border without entering the ports of the Republic of Kazakhstan and neighboring states is regulated by an international treaty with a neighboring state, ratified by the Republic of Kazakhstan.
4. Kazakh and foreign (surface and underwater) vessels, foreign warships, and means of transportation on ice when crossing the State Border and traveling in internal and territorial waters with or without entering ports (roads) of the Republic of Kazakhstan, as well as when traveling from ports (roads) of the Republic of Kazakhstan to the State Border they are obliged at the request of the Border Guard Service of the National Security Committee of the Republic of Kazakhstan:
1) show your flag if it is not raised;
2) change course if it leads to a restricted or temporarily dangerous area for navigation, as well as to a safety zone established around an artificial island, installation or structure, or entails another violation of the navigation regime;
3) inform about the purposes of entry into internal or territorial waters, the reasons for deviation from the traffic pattern;
4) stop and receive an inspection team for inspection (inspection of ship's premises), submit ship's and navigation documents, documents of crew members and passengers, documents for cargo or goods;
5) change course and proceed to the port of the Republic of Kazakhstan or another specified point;
6) fulfill other requirements stipulated by the laws of the Republic of Kazakhstan and international treaties.
The provisions of sub-paragraphs 4) and 5) of paragraph 4 of this article do not apply to foreign warships and foreign government vessels used for non-commercial purposes.
5. Kazakh and foreign vessels specified in paragraph 4 of this Article are prohibited:
1) entry into ports (roads) of the Republic of Kazakhstan, where checkpoints are not open;
2) deviation from established traffic patterns, entry into an area prohibited for navigation or temporarily dangerous for navigation, as well as into a safety zone established around an artificial island, installation or structure, if such area or zone is announced in notices to seafarers.;
3) stopping, disembarking (boarding) people, unloading (loading) any cargo and goods (with the exception of bunkering vessels standing in the outer roads of ports, with prior notification to the Border Guard Service of the National Security Committee of the Republic of Kazakhstan), launching or boarding any floating vehicles, lifting into the air, landing or accepting on board any aircraft, including an unmanned aerial vehicle, conducting fishing, research, exploration or other activities without the permission of an authorized body or in violation of the terms of such permission.
6. Foreign warships and other foreign government vessels used for non-commercial purposes cross the State Border to enter internal and territorial waters with the prior permission of the Border Guard Service of the National Security Committee of the Republic of Kazakhstan, requested through diplomatic channels no later than thirty calendar days prior to the date of the intended entry.

This Law regulates public relations in the field of protection of the State border of the Republic of Kazakhstan.
