Article 51-3. Goods fully produced in the territory of the Republic of Kazakhstan by the Law on Industrial Policy

1. The goods produced entirely in the territory of the Republic of Kazakhstan are:

1) natural resources (minerals and mineral resources, water, land resources) extracted from the bowels of the Republic of Kazakhstan, on its territory or in its territorial sea (other inland bodies of water) or from its bottom or from atmospheric air on the territory of the Republic of Kazakhstan;

2) agricultural products produced in the Republic of Kazakhstan;

3) scrap and waste of non-ferrous and ferrous metals collected or formed on the territory of the Republic of Kazakhstan.

2. Information on licenses or contracts for the extraction of solid minerals in accordance with the legislation of the Republic of Kazakhstan on subsoil and subsurface use, with the exception of common minerals, scrap and waste of non-ferrous and ferrous metals collected or formed on the territory of the Republic of Kazakhstan, is submitted for inclusion in the register by the authorized body in the field of solid minerals.

3. Information on contracts for the extraction of hydrocarbons or uranium in accordance with the legislation of the Republic of Kazakhstan on subsoil and subsoil use is submitted for inclusion in the register by the authorized body in the field of hydrocarbons.

4. Information on licenses or contracts for the extraction of common minerals in accordance with the legislation of the Republic of Kazakhstan on subsoil and subsoil use is submitted for inclusion in the register by local executive bodies of the region, the city of republican significance, the capital.

5. Information on agricultural products produced in the territory of the Republic of Kazakhstan is submitted for inclusion in the register by the authorized body in the field of development of the agro-industrial complex.

6. Information on permits for the collection (procurement), storage, processing and sale of scrap and waste of non-ferrous and ferrous metals in accordance with the Law of the Republic of Kazakhstan "On Permits and Notifications" is submitted for inclusion in the register by local executive authorities.

7. Information on goods fully produced in the territory of the Republic of Kazakhstan is entered into the register by the authorized body in the field of state stimulation of industry on the basis of information provided in accordance with paragraphs 2, 3, 4, 5 and 6 of this Article.

This Law establishes the fundamental principles of industrial policy and regulates public relations that arise during the formation and implementation of industrial policy.
