Group 71 Natural or cultured pearls, precious or semi-precious stones, precious metals, metals clad with precious metals, and articles made from them; costume jewelry; coins
Notes: 1.- Subject to the provisions of note 1a to section VI and the exceptions listed below, this chapter includes all products consisting wholly or partly of: (a) natural or cultured pearls or precious or semi-precious stones (natural, artificial or reconstructed); or (b) precious metals or metals clad with precious metals. 2.- (a) Headings 71.13, 71.14 and 71.15 do not include articles in which precious metal or metal clad with precious metal is present only as secondary components, such as small fittings or minor finishes (for example, monograms, rims and edges), and the provisions of paragraph (b) of the note 1 does not apply to these products (*) .

(b) Heading 71.16 does not include articles containing precious metals or metals clad with precious metals (other than small components). 3.- This chapter does not include: (a) precious metal amalgams or precious metals in a colloidal state (heading 28.43); (b) sterile materials for surgical sutures, dental fillings or other products of Chapter 30; (c) products of Chapter 32 (for example, gloss); (d) catalysts on carriers (heading 38.15); (e) articles of heading 42.02 or 42.03 (see note 2B to chapter 42); (f) articles of heading 43.03 or 43.04; (g) goods of section XI (textiles and textile products); (h) shoes, hats or other articles of Chapter 64 or 65; (i) umbrellas, canes or other articles of Chapter 66; (k) abrasive materials of heading 68.04 or 68.05 or of chapter 82 containing crumbs or powder of precious or semi-precious stones (natural or artificial); articles included in Chapter 82, with a working part made of precious or semi-precious stones (natural, artificial or reconstructed); mechanisms, mechanical devices, electrical goods, or parts thereof, section XVI. However, articles and parts thereof consisting entirely of precious or semi-precious stones (natural, artificial or reconstructed) are included in this group, with the exception of loose machined sapphires and diamonds for pickup needles (heading 85.22); (l) articles of Chapter 90, 91 or 92 (scientific instruments, watches of all kinds, musical instruments); (m) weapons or parts thereof (Chapter 93); (h) articles specified in Note 2 to Chapter 95; (o) articles of Group 96, in accordance with Note 4 to group 96; or

(p) original sculptures or statuettes (heading 97.03), collectibles (heading 97.05) or antiques over one hundred years old (heading 97.06), other than natural or cultured pearls or precious or semi-precious stones. 4.- (a) The term "precious metal" means silver, gold and platinum. (b) The term "platinum" means platinum, iridium, osmium, palladium, rhodium and ruthenium. (c) The term "precious or semi-precious stones" does not apply to the materials specified in note 2b to chapter 96. 5.- In this group, any alloy (including an agglomerated mixture and an intermetallic compound) containing a precious metal should be considered a precious metal alloy if its proportion in the alloy is at least 2% by weight. Precious metal alloys should be classified according to the following rules: (a) an alloy containing 2% by weight.% or more of platinum, - as a platinum alloy; (b) an alloy containing 2 wt.% or more of gold, but without platinum or containing less than 2% by weight, as a gold alloy; (c) other alloys containing 2% by weight% or more of silver, as silver alloys. 6.- Unless otherwise specified in the context, any reference in the Nomenclature to precious metals or to any specific precious metal includes a reference to alloys of precious metals or a specific metal in accordance with the rules specified above in note 5. However, this does not apply to metals clad with precious metals, base metals or non-metals, electroplated with precious metals. 7.- Throughout the Nomenclature, the term "precious metal clad metal" means a metal-based material on one or more surfaces of which a precious metal coating has been applied by soldering, welding, hot rolling or similar mechanical means. Unless otherwise specified in the context, this term also means base metal encrusted with precious metal. 8.- Subject to the provisions of note 1a to section VI, goods conforming to the description of heading 71.12 must be included in this heading and in no other heading of the Nomenclature. 9.- For the purposes of heading 71.13, the term "jewelry" means: (a) any small items of personal jewelry (with or without precious stones) (for example, rings, bracelets, necklaces, brooches, earrings, watch chains, key chains, pendants, tie pins, cufflinks, religious or other medals and badges); and (b) items for personal use, usually carried in pockets, handbags, or on the body (for example, cigarette cases, compact cases, chain purses, pillboxes). 10.- For the purposes of heading 71.14, the term "goldsmiths' or silversmiths' wares" means jewelry, tableware, toiletry, smoking accessories and other household, institutional or religious items. 11.- B Heading 71.17 the term "costume jewelry" means jewelry, as defined above in note 9a to this chapter (other than buttons or other articles of heading 96.06 or combs, hairpins and hairpins of heading 96.15), without natural or cultured pearls, precious or semi-precious stones (natural, artificial or reconstructed), without precious metals or metals clad with precious metals (excluding electroplating or secondary parts made of precious metals or metals, clad with precious metals).
Notes to subheadings: 1.- For the purposes of subheadings 7106.10, 7108.11, 7110.11, 7110.21, 7110.31 and 7110.41, the term "powder" and the expression "in powder form" mean products containing 90% by weight.% or more of which is sieved through a sieve with a mesh size of 0.5 mm. 2.- Notwithstanding the provisions of note 4b to this chapter in subheadings 7110.11 and 7110.19, the term "platinum" does not mean iridium, osmium, palladium, rhodium or ruthenium. 3.- In heading 71.10, each alloy is classified according to the metal that predominates by weight, whether platinum, palladium, rhodium, iridium, osmium or ruthenium.
