On the establishment of the special economic zone “Industrial and trade and logistics complex ‘Alatau’”

Resolution of the Government of the Republic of Kazakhstan dated April 21, 2026, No. 301

In accordance with subparagraph 2) of Article 10 of the Law of the Republic of Kazakhstan “On Special Economic and Industrial Zones,” the Government of the Republic of Kazakhstan DECIDES:

     1. Create a special economic zone “Industrial Trade and Logistics Complex ‘Alatau’” (hereinafter referred to as the SEZ “ITLC ‘Alatau’”) for the period until December 31, 2051.

     2. Approve the following attached documents:

     1) Regulations on the SEZ “ITLC ‘Alatau’”;

     2) Target indicators for the SEZ “ITLC ‘Alatau’”.

3. This resolution shall enter into force on the date of its signing.

Regulations on the Special Economic Zone “Industrial Trade and Logistics Complex ‘Alatau’”

Chapter 1. General Provisions

1. The Special Economic Zone “Industrial Trade and Logistics Complex ‘Alatau’” (hereinafter referred to as the SEZ) is located in the Korday District of the Zhambyl Region, within the boundaries specified in the annex to this Regulation.

The SEZ covers an area of 165 hectares and is an integral part of the territory of the Republic of Kazakhstan.

2. The SEZ is established for the following purposes:

1) accelerated development of modern, high‑productivity, and competitive production facilities, attracting investment, introducing new technologies into the region’s economic sectors, and increasing employment;

2) development of manufacturing industries, including the production of chemical, petrochemical, metallurgical, and non‑metallic mineral products, metalworking products, rubber and plastic goods, as well as other products with high added value;

3) development of the agro‑industrial complex, including the deep processing of agricultural products, food processing, storage, packaging, and logistics of agricultural cargo.

4) the development of modern trade, logistics, and distribution centers, including warehouse, customs, transport, and multimodal logistics, cargo storage and consolidation, as well as the development of cross‑border trade;

5) the development of the mechanical engineering industry, including the production of equipment, components, units, and assemblies, as well as the localization of industrial assembly production;

6) the development of the electrical and electronics industries, including the production of electrical equipment, electronic components, devices, automation systems, and digital solutions.

7) the formation of industrial, trade, and service infrastructure that ensures the sustainable operation of the SEZ and the implementation of investment projects.

3. The activities of the SEZ are regulated by the Constitution of the Republic of Kazakhstan, the Law of the Republic of Kazakhstan “On Special Economic and Industrial Zones” (hereinafter referred to as the Law), and other legislation of the Republic of Kazakhstan.

4. A special legal regime is established on the territory of the SEZ.

Chapter 2. Management of the Special Economic Zone “Industrial Trade and Logistics Complex ‘Alatau’”

5. The management of the SEZ is carried out in accordance with the Law.

Chapter 3. Taxation in the territory of the special economic zone “Industrial and Logistics Complex ‘Alatau’”

6. Taxation in the territory of the SEZ is regulated by the tax legislation of the Republic of Kazakhstan.

Chapter 4. Customs regulation

7. The customs procedure of a free customs zone applies in the territory of the SEZ or part thereof.

     8. The territory of the FEZ, where the customs procedure of the free customs zone is applied, is a customs control zone. The territory of the FEZ should be equipped for the purpose of customs control. The requirements for the arrangement of the territory of the FEZ, including the requirements for fencing and equipping the perimeter of such territory with a video surveillance system, are established by the authorized body in the field of customs affairs.

Chapter 5. The procedure for the stay of foreign citizens in the territory of the special economic zone "Industrial trade and Logistics complex "Alatau"

9. The territory of the free economic zone is subject to the procedure for the entry, exit, transit and stay of foreign citizens and stateless persons, as well as their vehicles, established by the legislation of the Republic of Kazakhstan and international agreements ratified by the Republic of Kazakhstan.

Chapter 6. Final Provisions

10. The conditions established in this Regulation may be amended by a decree of the Government of the Republic of Kazakhstan.

11. The free economic zone may be abolished on the grounds provided for in the Law.

12. When the FEZ was abolished due to the expiration of the term for which it was created, the Akimat of Zhambyl region:

     1) no later than three months before the expiration of the specified period, publish in the mass media an announcement about the upcoming abolition of the FEZ, the procedure and deadlines for accepting applications and claims related to its abolition;

     2) provides explanations to legal entities and individuals operating on the territory of the FEZ, the procedure for the reissue of goods located on its territory under a different customs procedure;

3) within one month after the abolition of the FEZ, submits to the President
