 In accordance with subparagraph 5) of Article 5 of the Law of the Republic of Kazakhstan "On Science and Technology Policy", the Government of the Republic of Kazakhstan DECIDES:

     1. To approve the attached Development Program of the non–profit joint stock Company "Kazakh National Agrarian Research University" for 2026-2030.

     2. This resolution shall enter into force from the date of its signing.

      The program was developed in fulfillment of the objectives set out in the strategic documents on the socio-economic development of the country, and is aimed at transforming into an international agricultural research university.

     KazNAIU has more than 95 years of history. The Almaty Veterinary Institute was opened in 1929, and the Kazakh Agricultural Institute in 1930. In 1996, the Kazakh State Agrarian University was established on the basis of these two universities. In 2001, by Decree of the President of the Republic of Kazakhstan dated July 5, 2001 No. 648, the university was awarded the special status of a national higher educational institution, and by Decree of the Government of the Republic of Kazakhstan dated October 23, 2020 No. 707, the status of a research university was awarded and its development program for 2020-2024 was approved.

     In order to strengthen the integration of agricultural education, science and production into the university's management, 5 subjects of agricultural science of the Ministry of Agriculture of the Republic of Kazakhstan were transferred to the trust management in September 2023: the Kazakh Research Institute of Agriculture and Crop Production (KazNIIZiR), the Kazakh Research Institute of Animal Husbandry and Feed Production (KAZNIIZHIK), the Kazakh Research Institute of Fruit and Vegetable Production (KazNIIPO)"Kazakh Scientific Research Institute of Processing and Food Industry (KazNIIPPP), experimental farm (hereinafter - OH) "Merkensky".

     The goal of the Program is to transform KazNAIU into an international agricultural research university.

     As a result of the transformation, KazNAIU will be able to switch to the modern model of a research university: (1) scientific research, (2) training of scientific and highly qualified specialists, and (3) innovation (Extension services).

Section 2. Description of the development prospects of the non-profit joint-stock company "Kazakh National Agrarian Research University", taking into account the current state and long-term goals

     Today, KAZNAI holds the position of the country's leading agricultural university and a key scientific and educational hub in Central Asia. The University is being systematically transformed into a world-class research university.

     KazNAIU has modern research institutes, laboratories and innovation centers.

     Joint educational programs, double degree programs, and research internships with leading agricultural universities and centers around the world are being actively implemented.

     The University trains specialists of a new formation who are able to solve the problems of digitalization and sustainable development of the agro-industrial complex.

     KazNAIU's strategic development vector is aimed at ensuring the global competitiveness of agricultural science and education in the Republic of Kazakhstan.

     Key long-term goals include:

     commercialization of scientific developments, creation of high-tech startups and close integration with the real sector of the economy;

     development of digitalization and Smart Agriculture - the introduction of precision farming technologies, artificial intelligence in educational programs, academic disciplines and research processes;

     development of innovative methods of adaptation of agriculture to climate change, rational use of water resources and development of organic farming.

     Prospects in key areas.

     Educational activities:

     updating of educational programs – focus on interdisciplinary specialties (agroinformatics, biotechnology, agroecology and others);

     Practice-oriented training is an expansion of the dual education system with students completing internships and internships at advanced agricultural enterprises.;

     Academic mobility is the strengthening of the attraction of foreign professors and students from near and far abroad.

     Scientific and innovative ecosystem:

     combining the efforts of science, business and government to accelerate the introduction of innovations in production;

     development of priority research areas: breeding and seed production of new drought-resistant varieties of agricultural crops. veterinary safety and digital animal husbandry; water-saving irrigation technologies in conditions of water scarcity;

     expansion of student startups.

     Infrastructural and financial development

     modernization of the material and technical base - equipping laboratories with modern equipment, updating the fleet of agricultural machinery, creating a base for practical training of students: poultry farms and smart farms, forest nurseries in the experimental farm;

     Financial stability is the diversification of sources of financing through economic and contractual research activities, an endowment fund and international grants.

     Expected results of the Development Program implementation

     the growth of positions in international rankings (QS and others) among the relevant universities of the world;

     increasing the demand for graduates - employment in the first year after graduation of at least 90% of graduates;

     The contribution to the country's economy is an increase in the share of introduced domestic scientific developments in production, contributing to the growth of exports of environmentally friendly Kazakh agricultural products.

Section 3. The block of analytical and predictive justification of the Program

Subsection 1. Current status analysis

     "Agriculture" and "Bioresources" and "Veterinary medicine" are trained in 24 organizations of higher and (or) postgraduate education in Kazakhstan, including 3 educational institutions of the Ministry of Agriculture of the Republic of Kazakhstan: KazNAIU (Almaty city); Kazakh Agrotechnical Research University named after S.Seifullina (Astana); West Kazakhstan Agrarian Technical University named after Zhangir Khan (Uralsk). There are faculties in 10 regional vocational schools, and in 11, training is conducted at specialized departments.

     Only at KazNAIU, training is conducted in all 7 areas: crop production, animal husbandry, forestry, fisheries, agroengineering, water resources and water use, veterinary medicine.

     KazNAIU has 6 faculties (24 departments): agrobiology; zooengineering and food production technology; veterinary medicine; water, land and forest resources; engineering and technical; business and law.

     KazNAIU implements 130 educational programs, including 56 bachelor's degree programs, 53 master's degree programs, and 21 doctoral programs. All educational programs have passed international and national accreditation.

     The number of students in the 2024-2025 academic year amounted to 6215 people, including bachelor's degree – 5791, master's degree – 254, doctoral degree – 170 people. The share of students enrolled in state educational grants is 71.5%, the number of teaching staff is 478, including 44 doctors of sciences, 149 candidates of sciences, 78 PhD doctors, 123 masters, 84 without a degree, and 56.7% of the academic staff.

     In addition, the university annually hosts lectures by 100 invited teachers from leading countries in Europe, Asia, the USA and the CIS countries at the expense of budgetary and extra-budgetary funds.

     The share of income received from scientific activities, innovative developments and commercialized projects in the total budget of the university in 2025 was 23%. 29.0% of the teaching staff (hereinafter referred to as teaching staff) are directly involved in scientific research.

     KazNAIU's main foreign partners are the universities of Wageningen (the Netherlands), AgroParisTech (France), and the University of Nebraska-Lincoln (USA), which occupy leading positions in agricultural education and science in the QS-WUR world ranking.

     KazNAIU has also established a branch of the National Research University "Tashkent Institute of Irrigation and Agricultural Mechanization Engineers" (NIU TIIIMSH).

     Work is underway with Chinese research centers and universities.

     The target regions of KazNAIU, whose needs are addressed by educational, research and innovation activities, are the southern and southeastern regions of Kazakhstan: the city of Almaty, the regions of Abai, Almaty, East Kazakhstan, Zhambyl, Kyzylorda, Turkestan, Zhetisu, the city of Shymkent.

     In 2021, 599 thousand people1 or 55.5% of the total number of people employed in these sectors in the Republic of Kazakhstan were employed in agriculture, forestry and fisheries (excluding the self-employed) in the target region. If the average share of people employed in agriculture, forestry and fisheries in the republic is 13.4%, then in the target region this indicator is 1.5 times higher, i.e., the importance of the agro–industrial complex (hereinafter referred to as the agro-industrial complex) for the socio-economic development of the target region is higher than in the whole country.

     Currently, with the participation of foreign strategic partners, a set of measures is being implemented to further improve the scientific and educational process. "Thus, "Wageningen University (the Netherlands) is training specialists in two educational programs: "Veterinary and Food Safety and Technology" and "Plant Science and Technology", which are included in the register of educational programs. The university has an institute for cooperation with Wageningen University.

     Together with AgroParisTech University, work has begun on the modernization of curricula and the introduction of a multi-level modular system. KazNAIU educational programs were audited, syllabuses were developed in STEM disciplines (physics, chemistry, biology, ecology, mathematics). Joint two-degree educational programs are being developed jointly with the University of Nebraska-Lincoln (USA).

     KazNAIU has also begun work to strengthen the practical orientation of student education.:

     With the support of regional akims, 350 large agricultural enterprises have been identified as the students' practice base.;

According to the project "Production of organic food products from fish (tilapia, African clariid catfish and others) grown on the basis of local environmentally friendly feeds in accordance with international standards", a scientific and practical basis for the complete feeding of tilapia and clariidae in industrial fish farming in a closed-loop water supply system has been created.

     The university's scientists carry out about 100 research, implementation and international projects. 100% of undergraduates and doctoral students are involved in the process of conducting research projects.

     KazNAIU cooperates with 175 leading universities and research centers of the world, including China. In 2024-2025, together with Henan Agricultural University, with the support of "Qianlian Landscape Design Engineering Co", the Kazakh-Chinese International Research Center for Agrotechnology and Landscape Architecture, the international Laboratory of Veterinary Medicine and food safety, as well as the Center for Chinese Culture and language were established. The Sino-Kazakh SciTech demonstration park was established with the Northwestern University of China, whose activities are aimed at improving soil health and efficient use of water in agriculture, and the Kazakh-Chinese center for research and training on agricultural drone management was established with the Chinese Agrarian University and "Eavision" company.

     The University is a member of 4 international associations for higher education and science.

     The University implements international research projects with:

     The USDA and the University of Michigan Grazing Areas Assessment in the Akmola region;

     NASA and the Center for Global Change and Earth Observations on the topic: "Interdependent dynamics of food, energy and water in Kazakhstan and Mongolia";

     the World Vegetable Growing Center (WVC) for the development of new varieties of vegetable crops;

     the Chinese Agrarian University and the "DAYU Irrigation Group" company for the implementation of digital technologies for water metering in the rivers of the Almaty region, modeling various irrigation technologies, and others.

     At the same time, there are a number of systemic problems that hinder the achievement of these goals.

     In particular, as in all educational institutions of Kazakhstan, KazNAIU operates in three areas in isolation from each other: personnel training for agriculture, scientific research in the field of agriculture, and the introduction of new technologies into production.

     The main problem in the field of personnel training for the agro-industrial complex is the discrepancy between the quality of specialist training and employers' expectations.

     The reasons affecting the quality of training of specialists with higher education are: outdated teaching technologies; weak connection of agricultural science and education with production; low demand for the results of scientific and (or) scientific and technical activities (hereinafter - RNSTD) by agro–industrial complex entities and their introduction into production; outdated material and technical base of universities. The level of technological equipment of the leading agricultural producers is significantly higher than that of the OVPO. In turn, it is impossible to achieve the required level of graduate training without a similar equipment of the material and technical base (hereinafter - MTB).

     Insufficient practical training of students. Along with the outdated infrastructure in universities, there is a shortage of infrastructure for practical training. Internships in other organizations are held back due to the lack of interest on their part and the financial capacity of universities for its high-quality organization.

     The underdevelopment of the service infrastructure of agricultural science, the practical lack of an integrated system for the dissemination of knowledge, transfer and commercialization of agricultural technologies, as well as their insufficient financing.

     Weak cooperation with leading scientific centers in developed countries; limited opportunities for teaching staff and students to master advanced foreign knowledge and technologies due to the haphazard and unstable functioning of the academic mobility program.

Subsection 2. Analysis of trends and challenges

     Worldwide, food security is one of the main conditions for ensuring national security and a priority area for economic development.

     According to the United Nations (UN) report on food security and nutrition, in 2023, one in eleven people in the world went hungry, and one in five in Africa.

     In 2023, about 2.33 billion people lived in conditions of moderate or severe food insecurity. Among them, more than 864 million people went without food for one or more days.

     The problem of malnutrition is related to various factors, including poverty, poor nutrition, extreme climatic conditions, weak government policies and the economy.

     Kazakhstan ranked 32nd in the World Food Security ranking for 2022. The index was 72.1 points.

     Therefore, as in the whole world, ensuring food security is the main trend for Kazakhstan.

     More than 303.8 thousand agricultural enterprises are engaged in the production of agricultural products in the republic, of which 93.9% are individual entrepreneurs and peasant (farming) farms. In addition, more than 0.6 million private subsidiary farms are also engaged in agricultural production, which produce 26.3% of crop production and 55.9% of livestock production. Of the peasant (farm) farms, 58.6% have agricultural land of no more than 50 hectares and 79% have no more than 50 hectares of arable land. This indicates that the agro-industrial complex of the country is characterized by small-scale production. Against this background, cooperation in rural areas remains practically undeveloped. According to statistics, 3,284 agricultural cooperatives are registered in the country. However, most of them remain inactive.

     Urbanization issues and the increasing trend of rural population outflow to cities are becoming a serious problem, which exacerbates the already existing shortage of labor in agriculture. Agricultural specialties are becoming unattractive among young people due to low wages, unsettled rural life, and underdeveloped rural social infrastructure. Government programs to stimulate the consolidation of young professionals in rural areas remain ineffective.

     The problem of shortage of personnel in rural areas should be solved by increasing labor productivity, including through an increase in the energy capacity of agriculture and the industry's transition to high-tech agricultural technologies. At the same time, Kazakhstan lags far behind countries with developed agriculture in terms of labor productivity. For example, in Belarus, there are 33.5 thousand US dollars worth of products per worker employed in agriculture, while in Russia this figure is 18.4 thousand US dollars.

     The Concept for the development of the agro-industrial complex of the Republic of Kazakhstan for 2021-2030, approved by Resolution No. 960 of the Government of the Republic of Kazakhstan dated December 30, 2021, states that labor productivity in agriculture should be increased 3.0 times compared to 2020.

     According to the results of the first half of 2023, productivity was 3.7 times lower than the average for the economy, 5.2 times lower than in the production of goods, and 3.1 times lower than in the service sector.

     Labor productivity in Kazakhstan's agriculture is also significantly lower than in developed countries with similar geographical characteristics. For example, in Canada, at the end of 2022, there were 113 thousand US dollars of added value per agricultural worker, while in Kazakhstan it was only 7.6 thousand US dollars.

     The level of labor productivity in agriculture is also affected by the lack of education among rural producers, ignorance of agricultural techniques, and violations of animal husbandry and care requirements.

     Today, more than 255.3 thousand people work in the country's farms, of which only 29.7% have higher and/or postgraduate education.

     Against this background, the knowledge dissemination system remains extremely imperfect. According to the reports, there are only 25 knowledge dissemination centers in the country, which is ten times less than in countries with developed agriculture.

     One of the main challenges of the current period is global climate change and related difficulties in the development of the agricultural sector of the economy. Therefore, the vector of agro-industrial complex development should be directed taking into account this factor. In particular, it is necessary to develop and introduce into production modern agricultural technologies adapted to stressful weather conditions, to create new plant varieties that are resistant and tolerant to diseases and sudden climatic fluctuations. Solving the water problem is especially important. Global climate change has led to widespread shortages of fresh water. Kazakhstan belongs to the category of countries with a shortage of water resources, and the negative impact of this global challenge for our country will have serious consequences.

     The solution of all the above problems is impossible without the development of agricultural science and the training of professional personnel. Therefore, agricultural science and the training of specialists should be focused primarily on solving those problems that arise under the influence of modern global challenges.

     According to the level of funding for science in the world, there are three groups of states: 1) with high indicators – more than 3% of the gross domestic product (hereinafter referred to as GDP); 2) medium – 1-3%; 3) low – less than 1%.

The leading countries of the world spend 2-3% of GDP on research and development (hereinafter referred to as R&D), including Israel - 5.56%, Sweden - 3.42%, USA – 3.4%, Japan – 3.30%, Germany – 3.14% of GDP. China is increasing R&D spending at a very high rate – 2.43% of GDP. It is expected that in the current decade China will catch up with the EU countries, and in the next decade the United States in terms of spending on science. At the same time, UNESCO experts note that more than 60% of all spending on science falls on just two countries – the United States and China.

     In most economically developed countries, this figure is approximately 2% of GDP, in countries with economies in transition – 1.5% (in Russia – 0.94%). At the same time, 80% of countries invest less than 1% of GDP in scientific research. Kazakhstan is among them: according to official data from the Ministry of Science and Higher Education of the Republic of Kazakhstan, the amount of science funding is no more than 0.12% of GDP.

     In developed countries, new or improved technologies, products, and equipment containing new knowledge or solutions account for 70 to 85% of GDP growth, as 71.8% of enterprises in Germany, 53.6% in Belgium, 52.8% in Estonia, 52.5% in Finland, and 52.5% in Sweden continuously implement technological innovations. - 49.6%, and in Kazakhstan – less than 31.9% (The Concept of development of the agro–industrial complex of the Republic of Kazakhstan for 2021-2030, approved by Resolution of the Government of the Republic of Kazakhstan dated December 30, 2021 No. 960).

     KazNAIU should take an active part in solving these problems through the development of agricultural science, its integration with the training of competitive personnel, and the introduction of innovations in production.

Subsection 3. Forecast of development and definition of possible scenarios of development and their impact on the non-profit Joint Stock Company "Kazakh National Agrarian Research University"

     According to forecasts, the urgency of the problem of food security in the world will increase against the background of increasing global challenges, the aggravation of the global political, economic and demographic situation.

     According to a report by the UN Department of Economic and Social Affairs, in the next 50 to 60 years, the world's population will continue to grow from the current 8.2 billion: the peak number is expected in the mid–2080s - 10.3 billion people. After that, growth will stop, and by 2100 the number of people on the planet will even decrease slightly, to 10.2 billion. The probability of reaching a peak in this century is quite high – 80%.

     Under these conditions, Kazakhstan will have to solve a twofold task, namely, to ensure its food security and, given its existing potential, to become a regional leader in the supply of food products to world markets. However, to achieve this goal, our agro-industrial complex must have high competitive qualities. All this requires the adoption of comprehensive measures aimed at increasing the competitiveness of the agricultural sector of the economy through the widespread introduction of the latest achievements of agricultural science into production, increasing the investment attractiveness of the industry, labor productivity and providing production with competitive specialists with modern competencies. KazNAIU, the country's leading agricultural university, will play a major role in this process.

     However, for KazNAIU with its current level of material and technical equipment, organization of research and educational activities, as well as personnel, it will be problematic to solve the upcoming tasks. It will require systemic transformations and fundamental reforms based on the best international experience. In this context, the best option is the further development of a research university in which the processes of research, education, and the introduction of scientific achievements into production are integrated into a single system. It is for this purpose that this Program was developed.

Section 4. Program Vision

     Program Vision: an elite scientific and innovative university of agricultural profile in Kazakhstan, Central and Central Asia:

     implementing the scientific and educational process at the level of international standards in partnership with research organizations and the real sector of the economy;

     being a driver of innovative agricultural research and transformations in agriculture;

     ensuring the dissemination of knowledge and technology, the formation and development of innovative scientific and educational infrastructure;

     guaranteeing the creation of conditions for the development of human capital;

     It is one of the 600 universities in the QS–WUR world ranking.

Section 5. The mission of the Program

     The Program's mission is to boost the agricultural sector of the economy and ensure the country's food security through the development of agricultural science, the introduction of its achievements into production, and the training of competitive and competent personnel with modern knowledge for the agro–industrial complex.

     The Program's values include the creation of a modern model of integration of science, education, and production in Kazakhstan and its transformation into other universities in the country.

Section 6. Strategic priorities

Subsection 1. Place and role in the system of higher and (or) postgraduate education in Kazakhstan

     The place and role of KazNAIU in the system of higher and (or) postgraduate education in the Republic of Kazakhstan are determined by its status as a flagship of agricultural science and education, a driver of technological modernization of the agro-industrial complex and one of the leaders in the implementation of the research university model.

     KazNAIU acts as a basic training center for highly qualified personnel of a new formation for agriculture, veterinary medicine, food safety, water resources, land management and the IT sector in the agro-industrial complex.

     The University was one of the first in the republic to begin the practical implementation of a model of integration of education, science and production, which serves as an example for the domestic higher school system. The university combines the academic process and large-scale fundamental/applied research.

     Close cooperation with research institutes, experimental farms and leading agricultural companies allows the university to form an end-to-end ecosystem of personnel training, where theory is supported by practice in production.

     The creation of new specialized laboratories, centers for "smart" agriculture and digital competencies turns KazNAIU into the main center for the transfer of innovations, artificial intelligence and advanced technologies in the real sector of the economy.

     The active development of double-degree education programs (including partnerships with leading global centers such as Zhejiang University of Technology and others), membership in global associations and the opening of joint laboratories integrate Kazakh agricultural education into the global educational space.

     The focus on training motivated personnel to work in rural areas, the development of academic mobility programs and Extension services contribute to reducing the personnel shortage in the regions and the sustainable development of rural areas in Kazakhstan.

Subsection 2. Academic policy

     In academic activity, a strategic priority is to take systematic measures to plan and manage educational activities for the effective organization of the educational process aimed at improving the quality of specialist training within the framework of the modern model of a research university.

     At the same time, efforts will be directed at:

     training of highly qualified specialists of a new formation, primarily through the rapid updating of educational programs based on foresight research of the labor market, the needs of agribusiness and strengthening the practical orientation of training;

     ensuring the integration of education, science and production through the maximum involvement of Research Institute scientists, experienced managers and specialists from the best agricultural companies in the educational process;

     ensuring integration into the international scientific and educational space;

     introduction of innovative learning technologies;

     creation of a system of internal and external quality assurance of education;

     development of academic mobility;

     implementation of student-centered learning;

     the development of moral values such as integrity, academic integrity, integrity in teaching and evaluating students' knowledge.

     In order to maintain high academic standards and ensure internal quality control, KazNAIU joined the League of Academic Integrity.

     A platform of anti-corruption technologies has been created to form an appropriate culture among students.

Subsection 3. Scientific activity

     In scientific activity, the strategic priorities are:

     maximum involvement of teaching staff, undergraduates and doctoral students in scientific activities together with scientists of the Research Institute, including those transferred to the trust management of KazNAIU;

     strengthening intellectual potential;

     development of applied science;

     matching scientific research topics to the needs of agribusiness;

     the transition to the implementation of large interdisciplinary research programs;

     participation in international scientific projects;

     focusing on the implementation of scientific research results in production.

An important area of KazNAIU's activity will be its participation in the dissemination of knowledge, the introduction of research results into production, as well as the implementation of socially significant projects in the target region. In particular, KazNAIU will participate in the dissemination of knowledge on the ground and thus act as the main actor in the training of farmers and advanced training of agricultural specialists. Innovative pilot projects will be implemented on the basis of experimental farms, which will later be used as a basis for training farmers and demonstrating new agricultural technologies. Along with this, KazNAIU's efforts will be aimed at introducing scientific developments into production through the creation and development of small innovative enterprises, the preparation and implementation of specific business projects in the field together with business structures.

Subsection 4. Digital transformation and global academic partnership

     Digital transformation and global academic partnership are two key vectors that will transform KazNAIU into an international scientific and educational hub of a new generation in the field of agriculture.

     The combination of these areas will allow the university to move away from the classical format of education to the Digital & Research University model integrated into the global scientific space.

     The transition to digital format covers both university management and the training of specialists for "Smart" agriculture.

     The University is actively implementing educational programs related to the use of artificial intelligence (AI), big Data and the Internet of Things (IoT) in agronomy and ecology. Students learn how to work with satellite imagery for monitoring fields, drones, and automated farm management systems.

     KazNAIU uses resources of Coursera platforms within the framework of national initiatives of the Ministry of Science and Higher Education of the Republic of Kazakhstan. Students gain access to cutting-edge courses from the world's leading professors on digitalization, biotechnology, and management.

     Digital laboratories are being created for precision farming and genetic research in animal husbandry and crop production, which shortens the path from a scientific idea to implementation in production.

     KazNAIU builds a network of strategic alliances with the world's leading universities and research centers.

     Dual degree and academic exchange programs are being developed. Undergraduates and doctoral students undergo internships at advanced agricultural universities (for example, in the USA, the Netherlands, Germany, China and other countries).

     Research is conducted in cooperation with foreign scientists in critically important areas: climate change, the ESG agenda in agriculture, food security and biotechnology. This makes it possible to attract international grants and financing (including UN and FAO projects).

     KazNAIU imports the best digital practices through an international partnership. Foreign professors do not just lecture, but participate in the digital transformation of curricula so that university diplomas are quoted in the global labor market.

     Synergetic effect: digitized internal processes, taking into account international standards, make it possible to train agricultural specialists of a new formation. A graduate of KazNAIU is no longer just an agronomist or a zootechnician, but an IT specialist in the agricultural sphere, capable of managing robotic complexes and using a data-driven approach to increase yields and sustainable development of the industry.

Subsection 5. Infrastructure

     As a result of the Program, the university will update the material and technical base in all important areas of modern agriculture.

     The creation of 33 new educational laboratories, an innovative digital technology training center and a "smart" agriculture center is the foundation for a qualitative transformation of the educational and scientific process at KazNAIU.

     This initiative covers key areas of development of the agro-industrial complex.:

     agronomy, biotechnology and ecology with a focus on climate adaptation of the agricultural sector, breeding achievements and conservation of natural biodiversity;

     veterinary medicine, animal husbandry and biosphere – to ensure the highest standards of biological safety, diagnosis and treatment of animals;

     Digital technologies, AI, and Smart Management are aimed at developing the IT infrastructure to transform the university into a leading technology hub in the agricultural sector.;

     water resources, forestry, and engineering – for practical solutions to critical regional challenges, including overcoming water scarcity, developing land reclamation, renewable energy, and logistics chains;

     food safety, pharmacy and the social block – for strict quality control of the final products and the formation of demanded professional competencies among students.

     They will also create their own training and production sites that will solve the problem of dual training.:

     The smart farm will become a living demonstration platform for the "Smart Agriculture" concept, where future veterinarians, animal technicians, engineers, IT specialists of the agricultural sector and others will practice.;

     The educational and production nursery facility will become a scientific and production base for the new forest laboratory and specialists in landscape design, forestry and ecology.;

     training and production poultry farm – the study of modern poultry crosses (breeds), the selection of optimal feeding rations and the development of strict standards of biological safety will be conducted here.

     The implementation of projects for the construction of new facilities involving public-private partnership (PPP) mechanisms allows us to comprehensively solve the following tasks:

     relieving tension with housing provision for nonresident students against the background of a growing contingent of students;

     support for the human resources potential of science – allocation of housing for young scientists (including Research Institute employees who are in the trust management of the university) It helps to consolidate promising personnel in the field of agricultural science and reduce the outflow of researchers.

     To modernize the existing social and service infrastructure, the IT infrastructure, server and network infrastructure, library and printing house will be retrofitted. The academic buildings and dormitories will be reconstructed.

     In addition, the material and technical bases of the Research Institute and OH, which are under the trust management of KazNAIU, will be strengthened - a technopark, research centers and laboratories will be created.

Section 7. Ways to achieve the goal of the Program

     To achieve the Program's goal, the following measures will need to be taken::

     upgrade the material, technical and laboratory base of KAZNAI with modern equipment;

     to carry out a set of measures to reform the organizational structure and management system of the University at all levels based on the experience of the world's leading research universities.

     In the field of academic activity:

     constant rapid updating of curricula in close partnership with leading foreign universities and stakeholders;

     active involvement of leading scientists from Kazakhstani research institutes and foreign scientific and educational centers in teaching;

     strengthening the practical orientation of education through the creation of educational and scientific production platforms;

     synchronization of practical classes and industrial internships with real technological deadlines for agricultural work;

     teaching and mentoring by managers and specialists of the best agricultural enterprises in the country;

     creation of comfortable production and living conditions for students directly in experimental farms and on the bases of research institutes;

     step-by-step transition to double-degree education programs in cooperation with foreign universities;

     opening of branches of the world's leading universities;

     activation of academic mobility programs for the exchange of knowledge and experience;

     attracting motivated applicants who are focused on working in the agricultural sector, which will allow achieving high employment rates and securing young professionals in rural areas.

     In the field of scientific activity:

     involvement of faculty, undergraduates and doctoral students in real research work and grant projects;

     development and preservation of traditions of scientific schools;

     formation of research topics at the junction of various sciences with a focus on solving practical problems of agricultural producers and specific requests of agribusiness;

     active participation of university and Research Institute scientists, including those transferred to trust management, in international scientific collaborations and grant programs;

     strengthening the commercialization of scientific research results, their introduction into the real sector of the economy, obtaining patents, technology transfer and bringing innovative developments to the market.

Section 8. Description of the expected results of the Program implementation

     The implementation of the Program will achieve the following results by the end of 2030.

     In essence and content, KazNAIU will become a world-class research university with an updated logistical and laboratory base, which will integrate scientific research, the educational process, and the implementation of RNSTD results into production.

In order to deeply integrate scientific activity and the educational process at all levels of higher and (or) postgraduate education, a fundamental reform of the educational system will be carried out based on the principle of "teach to learn and apply knowledge in practice." A mechanism for the rapid updating of programs with a focus on dual training will be launched. Students will consolidate the theoretical knowledge gained at the university on educational and scientific production platforms, including those created on the basis of research institutes and experimental farms, and practical exercises and production practices will be synchronized as much as possible with the timing of seasonal agricultural work.

     The share of foreign experts involved in teaching activities will amount to 10.2%, the number of educational programs within the framework of double–degree education will be 15 units. The two-degree educational program "Artificial Intelligence and Geoinformation Systems", implemented jointly with Zhejiang University of Technology, will be further developed.

     The qualification level of KazNAIU graduates will increase. The share of graduate employment in the first year after graduation will reach 90%.

     "Tashkent Institute of Irrigation and Agricultural Mechanization Engineers" branch of the National Research University will expand its activities, in addition, a branch of one of the leading agricultural universities in the United States will be opened.

     The number of researchers will increase by 31.5%, and undergraduates and doctoral students will be maximally involved in scientific activities through participation in research projects with targeted program funding (hereinafter referred to as the PCF), grant funding (hereinafter referred to as the GF), and international research projects.

     The number of articles and reviews by university staff in the highly rated publications Q1, Q2 Journal Citation Reports JCR will reach 75. At least 69 undergraduates and PhD doctoral students will be jointly trained at the Research Institute. The number of Research Institute scientists on the staff of the faculty of the university on a part-time basis and/or hourly wage will be 80 people.

     An effective corporate governance model will be created and the intellectual potential of the university will be strengthened. The role of the Academic Council in the development of research and academic activities will increase. The share of young scientists from the total number of scientists and researchers engaged in research and development will be 58%, the share of teaching staff involved in the corporate governance system will be 60%, and the share of students involved in organized public activities will be 61%.

     The share of commercialized projects out of the total number of completed applied research projects will be 33%. At least 15,000 agribusiness entities will be covered by the knowledge dissemination system in the target region. In addition to practical seminars and individual consultations of scientists with on-site visits, the possibilities of digital technologies will be fully used to transfer knowledge to agricultural producers. KazNAIU's website will be expanded with additional knowledge dissemination functionality. There will be an additional block where films, photos and videos about agricultural entities that have achieved high production performance and possess the best competencies will be posted, thanks to cooperation with KazNAIU. All this will be used for online training and consultations of agricultural producers and their specialists.

     The share of updated laboratory equipment will be 35%, and IT infrastructure upgrades - 35%.

     The social and living conditions of students and teaching staff will improve. As part of the PPP, two new dormitories for students and young scientists with 450 and 200 places will be introduced. Reconstruction of 2 academic buildings will be carried out.

     Educational and production platforms will be created: a smart farm for dairy and beef cattle breeding, goat breeding, poultry farming, as well as a modern forest nursery and greenhouse for further replication of the products of the microclonal breeding laboratory. The scientific infrastructure of the Research Institute will also be strengthened.

     The financial stability of KazNAIU will increase primarily due to the development of the economic and contractual activities of the university itself, its subordinate structures and entities transferred to management, which will allow in the future to update and expand the educational, scientific and industrial base through its own investments.

Section 9. Monitoring and evaluation of Program implementation progress

     The implementation of the Program will be under constant control of all management bodies of KazNAIU and its structural divisions. The analysis and operational control of the progress of the structural units in achieving the target indicators specified in the Program and the action plan will be coordinated by the Department of Strategy and Analysis of the University. Regular reporting by structural divisions on the progress of the Program will be established at least twice a year.

     In the system of evaluating the performance of each university employee, determining his rating, salary level and material remuneration, the degree to which he fulfills the Program's target indicators will be crucial.

     Monitoring and evaluation of the Program's progress will be carried out in accordance with the target indicators and the action plan specified in annexes 1-2 to this Program.
