On approval of the rules for the formation of the list of organizations of additional education in medical specialties

Order of the Minister of Health of the Republic of Kazakhstan dated February 9, 2026 No. 8. Registered with the Ministry of Justice of the Republic of Kazakhstan on February 10, 2026 No. 37965

  In accordance with subparagraph 323-80) of paragraph 15 of the Regulation on the Ministry of Health of the Republic of Kazakhstan, approved by Resolution of the Government of the Republic of Kazakhstan dated February 17, 2017 No. 71 "On certain issues of the Ministries of Health and National Economy of the Republic of Kazakhstan", I ORDER:

     1. To approve the attached Rules for the formation of the list of organizations of additional education in medical specialties.

     2. The Department of Science and Human Resources of the Ministry of Health of the Republic of Kazakhstan, in accordance with the procedure established by the legislation of the Republic of Kazakhstan, shall ensure:

     1) the state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

     2) posting of this order on the Internet resource of the Ministry of Health of the Republic of Kazakhstan after its official publication;

     3) within ten working days after the state registration of this order with the Ministry of Justice of the Republic of Kazakhstan, submit to the Legal Department of the Ministry of Health of the Republic of Kazakhstan information on the implementation of measures provided for in subparagraphs 1) and 2) of this paragraph.

     3. Control over the execution of this order is entrusted to the supervising Vice Minister of Health of the Republic of Kazakhstan.

     4. This order shall enter into force upon the expiration of ten calendar days after the date of its first official publication.

Rules for the formation of a list of organizations of additional education in medical specialties

Chapter 1. General provisions

     1. These Rules for forming a list of organizations of additional education in medical specialties (hereinafter referred to as the Rules) have been developed in accordance with subparagraph 323-80) of paragraph 15 of the Regulation on the Ministry of Health of the Republic of Kazakhstan, approved by Resolution of the Government of the Republic of Kazakhstan dated February 17, 2017 No. 71 "On certain issues of the Ministries of Health and National Economy of the Republic of Kazakhstan" and define the procedure formation of a list of organizations of additional education in medical specialties (hereinafter referred to as the List).

     2. The following concepts are used in these Rules:

     1) professional development is a form of professional training that allows you to maintain, expand, deepen and improve previously acquired professional knowledge, skills and abilities;

     2) an educational program is a single set of basic characteristics of education, including the goals, results and content of education, the organization of the educational process, ways and methods of their implementation, criteria for evaluating learning outcomes;

     3) additional education in medical specialties (hereinafter referred to as additional education) is a learning process carried out in order to meet the educational needs of healthcare personnel in order to maintain, expand, deepen and improve professional knowledge, skills and abilities, as well as the development of new (additional) competencies.;

     4) expert organization - an organization designated by the authorized body in the field of medical and pharmaceutical education to carry out expertise of professional development programs in the field of healthcare implemented by educational and scientific organizations in the field of healthcare.

Chapter 2. The procedure for forming the list of organizations of additional education in medical specialties

     3. The list is formed by the authorized body in the field of healthcare (hereinafter referred to as the authorized body) in Kazakh and Russian in accordance with Annex 1 to these Rules, separately for organizations of higher and (or) postgraduate education, national and scientific centers, research institutes, higher medical colleges on the basis of accredited medical organizations that carry out additional education for doctors and for secondary medical professionals (hereinafter referred to as organizations).

     4. The list is formed on the basis of applications submitted to the authorized body from organizations applying for the provision of additional education in medical specialties in accordance with Annex 2 to these Rules and submitted documents confirming the compliance of organizations with the requirements specified in paragraph 5 of these Rules.

     5. The following requirements apply to organizations:

     1) the availability of a license for educational activities and (or) the status of a scientific organization in accordance with the order of the Minister of Health of the Republic of Kazakhstan dated December 23, 2020 No. KR DSM-316/2020 "On approval of the rules for assigning and revising the status of a scientific organization in the field of healthcare, as well as the rules for evaluating the effectiveness of scientific, scientific, technical and innovative activities" (registered in the Register of State Registration of Regulatory Legal Acts under No. 21894);

     2) the existence of a certificate of institutional accreditation issued by an accreditation body, entered in the register of recognized accreditation bodies;

     3) availability of developed additional education programs with their application;

     4) access to relevant international information networks, electronic databases, library collections, computer technologies, educational, methodological and scientific literature;

     5) availability of innovative simulation technologies and interactive teaching methods;

     6) availability of information about the teaching staff:

     about persons who have a doctorate or PhD degree, an academic degree of Doctor of Philosophy or master's degree in organizations of higher and (or) postgraduate education, national and scientific centers, research institutes (hereinafter – University, Research Institute, NC);

     about people who have a pedagogical category, an applied or academic bachelor's degree in higher medical colleges. The number of full-time teaching staff implementing additional education programs is at least 40% of the total teaching staff.;

     about teachers from among practical healthcare professionals without an academic degree, but not more than 40% of the total number of teaching staff who conduct practical classes;

     about university teachers, research institutes, and research centers of additional education who have at least 10 years of work experience in their specialty and at least 3 years of scientific and pedagogical experience, and at least 4 credits (120 academic hours) of advanced training over the past 5 years in their field of study;

     about teachers of higher medical colleges who have at least 5 years of work experience in the specialty profile and at least 3 years of scientific and pedagogical experience, advanced training of at least 4 credits (120 academic hours) over the past 5 years in the taught profile;

     7) availability of information on logistics:

     availability by right of ownership and (or) under contracts on operational (trust) management, lease (hire) of classroom facilities, classrooms, laboratories corresponding to the volume of the contingent of listeners, sanitary and technical standards and rules;

     availability of ownership rights and (or) contracts for operational (trust) management, lease (hire) of an appropriate contingent of students in additional education programs, sanitary and technical standards and rules of computer equipment for demonstrating printed, audio, video materials with Internet access, library stock, simulation equipment (dummies, simulators);

     a copy of the agreement on connection to the Unified Transport Environment of government agencies;

     8) availability of documents on clinical databases and (or) contracts with accredited medical organizations.

     6. On the day of receipt of the documents, an employee of the office of the authorized body shall receive and register them and transfer them for execution to the appropriate structural unit of the authorized body responsible for the management and intersectoral coordination of medical science, education and human resources of the healthcare industry (hereinafter referred to as the structural unit).

     When submitting documents after the end of working hours, on weekends and holidays, the application is accepted on the following business day.

     7. In order to assess the conditions for the implementation of educational programs of additional education, an employee of the structural unit, within 30 (thirty) working days from the date of registration of the documents, checks the completeness for compliance with the requirements specified in paragraph 5 of these Rules, the validity period of the submitted documents, and reviews the availability of title documents., according to which the implementation of educational programs for additional education of healthcare professionals is one of the types of activities and a certificate of state registration (re-registration) of a legal entity from the electronic Government web portal.

With a full package of documents and the organization's compliance with the requirements specified in paragraph 5 of these Rules, an employee of the structural subdivision prepares a draft decision addressed to the first head of the authorized body to include these organizations in the List of organizations providing additional education in Medical Specialties, approved by Order of the Minister of Health of the Republic of Kazakhstan dated June 28, 2024 No. 414 "On approval of the list organizations of additional education in medical specialties" within 20 (twenty) working days.

     In cases where an incomplete package of documents, unreliable or incomplete information is provided in accordance with paragraph 5 of these Rules, a reasoned refusal to further consider the application is prepared within 20 (twenty) business days, which is registered in the document management system of the authorized body and sent to the organization.

     8. The organization has the right to appeal the results of consideration of applications in accordance with the procedure provided for in Article 91 of the Administrative Procedural Code of the Republic of Kazakhstan.

     9. The list is updated as the applications from the organization are reviewed and posted on the official website of the authorized body.

     10. The specialists of the structural unit update the data of the organizations included in the List once a year through monitoring.

Chapter 3. The procedure for monitoring organizations of additional education in medical specialties for updating and forming a List

     11. Monitoring is carried out by employees of the structural unit of the authorized body within 20 (twenty) working days.

     12. To carry out monitoring, an employee of the structural unit sends a request to the organization for the provision of all documents in accordance with the requirements specified in paragraph 5 of these Rules within 15 (fifteen) business days.

     13. An employee of the structural unit reviews the submitted documents of the organization. When providing a complete set of documents in accordance with the requirements specified in paragraph 5 of these Rules, the availability of title documents, according to which the implementation of educational programs for additional education of healthcare professionals is one of the types of activity, and a certificate of state registration (re-registration) of a legal entity from the electronic government web portal, monitoring is carried out without visiting the base. organizations, in a remote format using remote technologies. Upon submission of a complete set of documents on the requirements, an opinion is issued on the organization's compliance with the requirements in accordance with Annex 3 to these Rules.

     14. If an incomplete package of documents, unreliable or incomplete information is provided to meet the requirements specified in paragraph 5 of these Rules, or there are no title documents, according to which the implementation of educational programs for additional education of healthcare professionals is one of the types of activity, a certificate of state registration (re-registration) of a legal entity from the electronic government web portal, recommendations are given in any form the form.

     The deadline for eliminating information inconsistencies with the requirements is no more than 20 (twenty) business days from the date of receipt of the recommendation. At the request of the organization, the deadline for eliminating information inconsistencies with the requirements is extended, but not more than 10 (ten) business days.

     15. In cases of non-elimination of the identified violations specified in the recommendations for non-compliance of the organization with the requirements specified in paragraph 5 of these Rules, monitoring is carried out with a visit to the organization's base.

     Monitoring with a visit to the organization's base is also carried out in case of receiving information about violations of the educational process, such as non-compliance with education legislation (refusal to issue educational documents, violation of established standards, occupation of teaching positions by persons who do not have the right to do so, lack of necessary educational and methodological documents), identification of the absence of educational programs in the catalog educational programs of additional education, the negative result of the examination of educational programs of additional education, conducted by an expert organization.

     Prior to departure to the organization's base, the structural unit notifies the organization in writing about the upcoming visit, indicating the date and time of departure.

     16. As part of monitoring with a visit to the organization's base, when determining the organization's compliance with the requirements specified in paragraph 5, the availability of title documents, according to which the implementation of educational programs for additional education of healthcare professionals is one of the types of activities, certificates of state registration (re-registration) of a legal entity from the electronic government web portal, and the absence of violations, specified in paragraph 15 of these Rules, An opinion is issued on the organization's compliance with the requirements in accordance with Appendix 3 to these Rules.

     In cases of non-elimination of all inconsistencies specified in the recommendations, identification of non-compliance of the organization with the requirements specified in paragraph 5, the absence of title documents, according to which the implementation of educational programs for additional education of healthcare professionals is one of the activities, certificates of state registration (re-registration) of a legal entity from the web portal "electronic government" and the presence of violations, specified in paragraph 15 of these Rules in the framework of monitoring with a visit to the organization's base, a conclusion is issued on the non-compliance of the organization with the requirements in accordance with Annex 3 to these Rules, for exclusion from the list.

Chapter 4. Grounds for inclusion and exclusion of the organization of additional education from the List

     17. The basis for inclusion in the List is the compliance of organizations with the requirements of paragraph 5 of these Rules.

     18. The grounds for exclusion from the List are:

     1) a conclusion on the organization's non-compliance with the requirements in accordance with Annex 3 to these Rules based on the results of monitoring in accordance with paragraphs 11-16 of these rules;

     2) identified violations of the educational process, such as non-compliance with legislation on education (refusal to issue educational documents, violation of established standards, occupation of teaching positions by persons who do not have the right to do so, lack of necessary educational and methodological documents);

     3) identification of the absence of educational programs in the catalog of educational programs of additional education;

     4) absence, revocation of the license for educational activities and (or) the status of a scientific organization;

     5) negative results of the examination of educational programs of additional education conducted by an expert organization;

     6) the organization's statement on withdrawal from the List in any form;

     7) the existence of a court decision (verdict) that has entered into legal force prohibiting the practice of educational activities.

     19. The exclusion of organizations from the List is carried out by the authorized body by making appropriate changes to the List and is published on the official website of the authorized body within 20 (twenty) business days from the date of identification of the grounds specified in paragraph 18 of these Rules.

     20. Organizations have the right to appeal the results of monitoring and exclusion from the List in accordance with the procedure provided for by the Administrative Procedural Code of the Republic of Kazakhstan.
