On approval of the Rules of per capita regulatory financing in State children's and youth sports schools

In accordance with subparagraph 65-26) of Article 7 of the Law of the Republic of Kazakhstan "On Physical Culture and Sports", I ORDER:
1. To approve the attached Rules for Per Capita Regulatory Financing in State Children's and Youth Sports Schools (hereinafter referred to as the Rules).
2. The Committee on Sports and Physical Culture of the Ministry of Tourism and Sports of the Republic of Kazakhstan, in accordance with the procedure established by the legislation of the Republic of Kazakhstan, shall ensure:
1) the state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) posting of this order on the Internet resource of the Ministry of Tourism and Sports of the Republic of Kazakhstan;
3) within three working days after the execution of subitems 1) and 2) of paragraph 2 of this order, the submission of information on the execution to the Department of Legal Service of the Ministry of Tourism and Sports of the Republic of Kazakhstan.
3. Control over the execution of this order is entrusted to the supervising Deputy Minister of Tourism and Sports of the Republic of Kazakhstan.
4. This order shall enter into force upon the expiration of ten calendar days after the date of its first official publication.

Rules of per capita regulatory financing in state children's and youth sports schools
Chapter 1. General provisions
1. These Rules of per capita regulatory financing in state children's and Youth sports schools (hereinafter referred to as the Rules) have been developed in accordance with subparagraph 65-26) of Article 7 of the Law of the Republic of Kazakhstan "On Physical Culture and Sports" and define the procedure for per capita regulatory financing in state children's and youth sports schools.
2. The following concepts are used in these Rules:
1) the per capita standard of financing in a children's and youth sports school is the standard of financial support for guaranteed state tuition fees in state children's and youth sports schools (hereinafter referred to as DYuSSh);
2) the amount of per capita standard financing in state youth sports schools is the guaranteed minimum financing of expenses per student of the state youth sports school, determined based on the per capita standard of financing;
3) the state order in a children's and youth sports school is the amount of services funded by the state in state children's and youth sports schools (hereinafter referred to as the state order).
3. The amount of per capita regulatory financing in state youth sports schools is determined in accordance with the Order of the Minister of Tourism and Sports of the Republic of Kazakhstan dated July 10, 2026 No. 120 "On Approval of the Methodology of Per capita regulatory financing in State children's and Youth sports schools" (registered in the Register of State Registration of Regulatory Legal Acts under No. 39274) (hereinafter referred to as the Methodology).
4. The contingent of the state youth sports School is athletes enrolled in the permanent staff by the order of the head in accordance with the order of the Minister of Culture and Sports of the Republic of Kazakhstan dated November 22, 2014 No. 106 "On approval of the list of types of physical culture and sports organizations and the rules of their activities in which the training process for the preparation of sports reserves and high–class athletes is carried out" (registered in the Register of State Registration of Regulatory Legal Acts under No. 10012).
Taking into account the actual contingent of state youth sports schools is carried out through the digital platform of physical culture and sports.
Chapter 2. The procedure for per capita regulatory financing in state children's and youth sports schools
5. Per capita regulatory financing in state youth sports schools is implemented at the expense of the local budget in accordance with the Budget Code of the Republic of Kazakhstan.
6. Per capita regulatory financing in state youth sports schools is carried out by local executive bodies of the capital, regions, cities of republican significance, within the limits of an individual financing plan or concluded contracts for placing a state order on a monthly basis in the amount calculated for students who received these services in the current month.
7. Per capita regulatory financing in state youth sports schools is carried out in the following order:
1) Youth sports schools in the organizational and legal form of a municipal government institution - monthly according to individual financing plans;
2) youth sports schools established in the form of a state-owned enterprise on a monthly basis within the framework of a concluded service agreement in accordance with the Law of the Republic of Kazakhstan "On Public Procurement" in the following volumes:
from January to August – in proportion to the planned annual contingent;
from September to December – in proportion to the actual average annual contingent.
8. Changes in the amount of per capita standard funding of state youth sports schools from the local budget in the current financial year are allowed only if the per capita standard of funding is changed and/or the actual number of students is clarified by recalculation in accordance with the Methodology.
