On approval of the Rules of coordination, the form of the schedule of visits to the construction site for the construction period

In accordance with subparagraph 5) of paragraph 1 of Article 117 of the Building Code of the Republic of Kazakhstan, I ORDER:
1. To approve the attached Rules of coordination, the forms of the schedule of visits to the construction site for the construction period.
2. The Committee on Construction and Housing and Communal Services of the Ministry of Industry and Construction of the Republic of Kazakhstan, in accordance with the procedure established by law, shall ensure:
1) the state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) posting of this order on the Internet resource of the Ministry of Industry and Construction of the Republic of Kazakhstan.
3. Control over the execution of this order is entrusted to the supervising Vice Minister of Industry and Construction of the Republic of Kazakhstan.
4. This order will enter into force on July 1, 2026 and is subject to official publication.

The rules of coordination, the forms of the schedule of visits to the construction site for the construction period
Chapter 1. General provisions
1. These Approval Rules, the forms of the schedule of visits to a construction site for the construction period (hereinafter referred to as the Rules) have been developed in accordance with subparagraph 5) of paragraph 1 of Article 117 of the Construction Code of the Republic of Kazakhstan (hereinafter referred to as the Code) and determine the procedure for approval, the forms of the schedule of visits to a construction site by the state architectural and construction control body and supervision for the construction period.
2. The basic concepts used in these Rules:
1) the customer is an individual or a legal entity operating in accordance with the legislation of the Republic of Kazakhstan. Depending on the objectives of the activity, the customer may be the investor of the project (program), the customer (owner) or their authorized persons.;
2) state architectural and construction control and supervision body – a state body that carries out state architectural and construction control and supervision in order to prevent, identify, suppress and eliminate violations of the legislation of the Republic of Kazakhstan on architectural, urban planning and construction activities, as well as conducting control and supervision of their compliance;
3) a schedule of site visits is a document attached to the notification of the start of construction and installation work, confirming by the customer a voluntary agreement to visit the state body carrying out state architectural and construction control and supervision of the construction site during the construction period according to the agreed schedule.
Chapter 2. The procedure for approval, the forms of the schedule of visits to the construction site for the construction period
3. The Customer, through the portal and digital systems for organizing construction on the "one–stop shop" principle (hereinafter referred to as the Portal), sends for approval to the state body carrying out state architectural and construction control and supervision (hereinafter referred to as the Control and Supervision Body) a schedule of visits to the construction site for the construction period (hereinafter referred to as the Plan-schedule).
4. The schedule of visits to the construction site for the construction period is drawn up in accordance with the annex to these Rules and is attached to the notification of the start of construction and installation work.
The schedule is valid for the entire time period specified in the Schedule.
5. The customer shall coordinate the Schedule of visits to the construction site for the construction period with the Control and Supervision Body prior to the start of construction and installation work, with the exception of the case provided for in paragraph 11 of these Rules.
6. The control and supervision body, within 8 (eight) business days from the date of receipt of the Schedule, shall verify its compliance with the provisions of these Rules and the decisions taken in the Schedule on the structural, spatial planning, engineering, technical and technological indicators of the construction site.
7. Upon positive reconciliation of the Schedule, the Control and Supervisory Authority certifies the consent by means of an electronic digital signature in the Portal.
8. In case of a negative reconciliation of the Schedule, the Control and Supervision Body shall attach a preliminary decision to the Portal with a detailed description of the identified inconsistencies.
The control and supervision body provides an opportunity for a participant in an administrative procedure to express his position on a preliminary decision in accordance with article 73 of the Administrative Procedural Code of the Republic of Kazakhstan.
9. By the decision of the customer, after receiving a reasoned refusal, he re-applies for approval of the Schedule, subject to paragraph 5 of these Rules.
10. The control and supervision body performs a re-reconciliation of the Schedule in accordance with these Rules.
11. When the Customer submits a repeated notification of the start of construction and installation work due to the need to change the construction dates, the Construction Customer enters the adjusted Schedule into the Portal in accordance with these Rules.
12. The objects to be visited by the Control and Supervision Body on the basis of the Schedule include:
- construction facilities being built at the expense of budgetary funds and other forms of public investment, with the exception of facilities specified in paragraph 4 of Article 98 of the Code;
- multi-family residential buildings and social facilities, regardless of the sources of financing.

Note:
The customer provides consent for a visit to the construction site by the state body carrying out state architectural and construction control and supervision for compliance with the provisions of these Rules.;
The visit period is made up taking into account the stages of acceptance of critical structures, launch complexes, buildings and structures of the construction site according to the schedule of work;
The first visit to the construction site is established no later than 30 (thirty) days from the date of sending the notification.;
The number of visits to a construction site is not less than 3 (three) visits (with the exception of facilities with a construction period of less than 150 (one hundred and fifty) days), but not less than 1 (one) visit per quarter, the period between visits may not exceed 90 (ninety) calendar days;
A visit to a construction site before the facility is put into operation is counted in the total number of visits, while the time between the acceptance visit and the previous visit may not exceed 90 (ninety) calendar days.

1. The serial number is indicated in column 1.
2. Column 2 indicates the full name of the types of installation carried out during a visit to the construction site according to the Schedule.
3. Column 3 indicates the deadline for completion of the work and installation indicated in column 2.
4. Column 4 indicates the start date of the visit to the construction site, taking into account the absence of an obstacle to the visit.
5. Column 5 contains information (surname, first name, patronymic (if any), position) about the responsible person of the accompanying employee(s) of the Control and Supervision Body when visiting the construction site.
Note:
