On approval of the Rules for maintaining the List of Strategic subsurface areas for uranium

In accordance with paragraph 2 of Article 43 of the Code of the Republic of Kazakhstan "On Subsoil and Subsoil Use", I ORDER:
1. To approve the attached Rules for maintaining the list of Strategic Subsurface Areas for Uranium.
2. The Department of Atomic Industry and Subsoil Use of the Agency of the Republic of Kazakhstan for Atomic Energy (hereinafter referred to as the Agency), in accordance with the procedure established by the legislation of the Republic of Kazakhstan, shall ensure:
1) the state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) posting of this order on the Agency's official Internet resource after its official publication;
3) within ten working days after the state registration of this order, submit to the Agency's Legal Service Department information on the implementation of measures provided for in subparagraphs 1) and 2) of this paragraph.
3. Control over the execution of this order is entrusted to the supervising Deputy Chairman of the Agency.
4. This order shall enter into force upon the expiration of ten calendar days after the date of its first official publication and shall apply to legal relations that have arisen since February 26, 2026.

Rules for maintaining a list of strategic subsurface areas for uranium
Chapter 1. General provisions
1. These Rules for Maintaining the List of Strategic Subsurface Areas for Uranium (hereinafter referred to as the Rules) have been developed in accordance with paragraph 2 of Article 43 of the Code of the Republic of Kazakhstan "On Subsurface and Subsoil Use" (hereinafter referred to as the Code) and define the procedure for maintaining the list of strategic subsurface areas for uranium.
2. The concepts and definitions used in these Rules are applied in accordance with the legislation of the Republic of Kazakhstan on subsoil and subsoil use.
3. The list of strategic subsurface areas for uranium (hereinafter referred to as the List) includes subsurface areas containing uranium deposits and rare-earth uranium deposits in accordance with subparagraph 3) paragraph 2 of Article 43 of the Code.
4. The following information is indicated in the List for each strategic subsurface area:
name of the subsurface area;
regions;
geographical coordinates of the center of the subsurface area.
When a strategic subsurface area is located on the territory of two or more regions, the area of the geographical center of the mineral deposit is indicated.
Chapter 2. The procedure for maintaining the List
5. The List is maintained by the competent authority in the field of subsoil use in terms of uranium mining (hereinafter referred to as the competent authority) on the basis of information from the unified cadastre of the state subsoil fund provided by the authorized body for the study of the subsoil.
6. When making changes and (or) additions to the information of the unified cadastre of the state subsoil fund, entailing the need to update the List, the authorized body for the study of the subsoil shall, within 5 (five) working days from the date of such change and (or) addition, send relevant information to the competent authority indicating the information provided for in paragraph 4 of these Rules.
7. The competent authority annually, no later than December 1, requests information to verify the relevance of the List from the authorized body for the study of subsurface resources in accordance with the procedure established in accordance with paragraph 6 of Article 72 of the Code.
8. The competent authority, based on the information received in accordance with paragraphs 6 and 7 of these Rules, updates the List in consultation with the authorized body for the study of subsurface.
