1. To approve the attached Standard Rules for awarding the title of "Honorary Citizen of the region (city, district)".

2. The Committee of Archives, Documentation and Book Business of the Ministry of Culture and Information of the Republic of Kazakhstan, in accordance with the procedure established by the legislation of the Republic of Kazakhstan, shall ensure:

1) the state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) posting of this order on the Internet resource of the Ministry of Culture and Information of the Republic of Kazakhstan after its official publication.

3. Control over the execution of this order is entrusted to the supervising Vice Minister of Culture and Information of the Republic of Kazakhstan.

4. This order shall enter into force upon the expiration of ten calendar days after the date of its first official publication.

Standard rules for awarding the title of "Honorary Citizen of a region (city, district)"

Chapter 1. General provisions

1. These Model Rules for awarding the title "Honorary Citizen of a Region (City, District)" (hereinafter referred to as the Rules) have been developed in accordance with subparagraph 12-2) of paragraph 1 of Article 6 of the Law of the Republic of Kazakhstan "On Local Government and Self–Government in the Republic of Kazakhstan" and define the procedure for awarding the title "Honorary Citizen of a region (City, District)".

2. The award of the title "Honorary Citizen of the region (city, district)" (hereinafter referred to as the title "Honorary Citizen") is a recognition and encouragement from the society of many years of fruitful activity and initiative of citizens who have made a significant labor contribution, and is also aimed at increasing the labor and social activity of citizens.

3. The title of "Honorary Citizen" is awarded to citizens of the Republic of Kazakhstan and foreign citizens who have worked in the region (city, district) for at least 10 years, meeting one of the following requirements:

1) for courage shown in the performance of professional or civic duty, as well as for those who have contributed to the work of strengthening law and order;

2) government, political and public figures, for effective activities in the field of local government and self-government, as well as for their contribution to the socio-economic development of the region;

3) for achievements in public activities and for charitable activities;

4) those who have contributed to the development of sports and culture, science, education, healthcare, construction, entrepreneurship, business and agriculture in the region (city, district);

5) for outstanding work contributed to the preservation of the integrity of independent and sovereign Kazakhstan, strengthening interethnic relations and harmony, friendship and cooperation.

Chapter 2. The procedure for awarding the title of "Honorary Citizen"

4. An award list is drawn up for each candidate for the title of "Honorary Citizen" in accordance with Appendix 1 to the Rules.

Petitions for the title of "Honorary Citizen" are submitted by local executive bodies, creative unions and other organizations in any form.

The award list contains information describing the personality of the person being presented to the title of "Honorary Citizen", the total length of service in the relevant field of activity, information about the person's work, professional or social activities, specific merits, information about the effectiveness and quality of work.

The award list is signed by the head of the organization and certified with the seals of the signatory organizations.

The submission for each candidate for the title of "Honorary Citizen" is prepared separately.

Award documents received less than thirty days before the meeting of the Commission on State Awards of the Republic of Kazakhstan under the Akimats of Astana, Almaty, Shymkent and the regions (hereinafter referred to as the Commission on State Awards) will not be accepted for consideration.

5. The award list is drawn up by the State Awards Commission.

6. The production of medals and certificates for them, as well as their accounting and storage are assigned to the office of the akim of the region (city, district).

7. Applications for the title of "Honorary Citizen" received from persons who have nominated themselves will not be considered.

Repeated representation of a person holding the title of "Honorary Citizen" of a city or district of a region is not allowed.

The posthumous award of the title of "Honorary Citizen" can be made for courage, bravery, heroism shown in defending the interests of the country and in cases related to saving human lives.

8. The application is considered by the State Awards Commission.

9. The decision of the State Awards Commission is made by a majority vote. In case of equality of votes, the vote of the chairman of the commission is decisive.

10. The decision of the State Awards Commission is advisory in nature and is formalized by a protocol, which is signed by all its members.

11. The title of "Honorary Citizen" can be awarded to up to ten citizens of the Republic of Kazakhstan and foreign citizens every two years.

On the occasion of the anniversary of the region (city, district), the title of "Honorary Citizen" is additionally awarded every five years and can be awarded to up to five citizens of the Republic of Kazakhstan and foreign citizens.

At the suggestion of the akim of the region (city, district), the title of "Honorary Citizen" may be awarded to citizens of the Republic of Kazakhstan and foreign citizens who have assisted in eliminating or preventing the consequences of a dangerous natural phenomenon, disaster, natural disaster or other emergency situation.

12. The decision of the relevant maslikhat on awarding the title of "Honorary Citizen" is published in local mass media.

13. The title of "Honorary Citizen" cannot be awarded.:

1) persons with a criminal record that has not been expunged or removed in accordance with the procedure established by law at the time of presentation to the title of "Honorary Citizen";

2) persons recognized by the court as legally incompetent or with limited legal capacity.

Chapter 3. The procedure for awarding medals and certificates

14. No later than two months from the date of entry into force of the decision of the relevant maslikhat on awarding the title of "Honorary Citizen" to the person to whom the title was awarded, a medal and certificate for the title of "Honorary Citizen" are awarded in a solemn ceremony.

The medal and certificate for the title of "Honorary Citizen" are awarded by the akims of Astana, Almaty, Shymkent and regions (cities, districts) or by the chairman of the maslikhat.

15. Before awarding the medal and certificate, the decision of the relevant maslikhat on awarding the title of "Honorary Citizen" is announced.

The medal and certificate are awarded personally to the person who has been awarded the title of "Honorary Citizen".

If a person who has been awarded the title of "Honorary Citizen" cannot attend the presentation due to his or her health condition, the medal and certificate may be presented at his or her location.

The documents on awarding the title of "Honorary Citizen", as well as the medal to it, in case of posthumous assignment, are handed over to the family members of the deceased.

With the consent of the heirs of the deceased person, issued in accordance with the requirements of the civil legislation of the Republic of Kazakhstan, the documents on awarding the title of "Honorary Citizen" and the medal to it may be deposited in museums.

In the absence of heirs, the documents on awarding the title of "Honorary Citizen" and the medal to it are transferred to museums for safekeeping.

16. The medal for the title of "Honorary Citizen" is made according to the form according to Appendix 2 to these Rules.

Each person who has been awarded the title of "Honorary Citizen", simultaneously with the presentation of the medal, is issued a medal certificate in accordance with Appendix 3 to these Rules.

The certificate for the title of "Honorary Citizen" is signed by the chairman of the maslikhat of the region (city, district).

17. Financing of expenses for the production of medals and certificates for them is carried out at the expense of the relevant local budget.

Chapter 4. Final provisions

18. In case of entry into force of a court verdict of conviction, the deprivation of the honorary title of "Honorary Citizen" is carried out by decision of the relevant maslikhat.

19. A person deprived of the title of "Honorary Citizen" is not subject to re-nomination for this title.

The obverse of the medal has regional symbols in the center.On the upper outer edge is the inscription honorary citizen of the region (city, district)

The medal's serial number is located on the reverse.

The following requirements apply to medals::

1) the medal has a visual component, a three-dimensional image and/or a model with a clear relief;

2) in the draft award, the official names, inscriptions and other text are presented in the Kazakh language.

When designing a medal:

1) the medal is made of brass in the shape of a circle with a diameter of 34 millimeters (hereinafter – mm). Obverse of the medal, shiny;

2) the serial number of the medal is located on the reverse.

3) the medal is connected with an eyelet and a ring to a hexagonal block 30 mm wide and 50 mm high, covered with a blue moire ribbon. The medal is attached to the clothes with a pin with a visor lock.
