To ratify Protocol to the Agreement between the Governments of the Shanghai Cooperation Organization Member States on Cooperation in Emergency Response Assistance dated October 26, 2005, signed in Bishkek on December 5, 2012.

PROTOCOL to the Agreement between the Governments of the Shanghai Cooperation Organization Member States on Cooperation in Emergency Response Assistance dated October 26, 2005

The Governments of the member States of the Shanghai Cooperation Organization, hereinafter referred to as the Parties, in order to implement The Agreement between the Governments of the member States of the Shanghai Cooperation Organization on Cooperation in Emergency Response Assistance dated October 26, 2005 (hereinafter referred to as the Agreement), as well as improving the Effectiveness of Emergency Response, agreed as follows:

Article 1

By this Protocol, the Parties approve the standard forms of documents for emergency assistance contained in Annexes No. 1-11 to this Protocol and apply them when cooperating under the Agreement.

Article 2

Disagreements regarding the interpretation or application of the provisions of this Protocol shall be resolved through consultations or negotiations.

Article 3

Amendments and additions may be made to this Protocol by mutual agreement of the Parties, which are an integral part of it and are formalized by protocols.

Article 4

The depositary of this Protocol is the Secretariat of the Shanghai Cooperation Organization, which will send certified copies to all Parties within 15 days from the date of signing this Protocol.

Article 5

This Protocol is concluded for the duration of the Agreement and enters into force in the manner prescribed by Article 16 of the Agreement.

Article 6

This Protocol is open for accession by any State party to the Agreement. For the acceding State, this Protocol shall enter into force in the manner prescribed by Article 18 of the Agreement. The Depositary shall notify all Parties of the entry into force of this Protocol for the acceding State.

Article 7

Each of the Parties may withdraw from this Protocol by sending a written notification to the depositary at least 3 months before the expected date of withdrawal. The Depositary shall notify the other Parties of this intention within 30 days from the date of receipt of the withdrawal notification. The termination of this Protocol does not affect the activities carried out in accordance with the Agreement.

Done in Bishkek on December 5, 2012, in a single copy in the Russian and Chinese languages, both texts being equally authentic.
