     To ratify Agreement between the Government of the Republic of Kazakhstan and the Government of the Russian Federation on the opening of branches of trade missions, signed in Astana on May 10, 2007.

  Agreement between the Government of the Republic of Kazakhstan and the Government of the Russian Federation on the opening of trade representative offices

(Entered into force on October 24, 2012 - Bulletin of International Treaties of the Republic of Kazakhstan 2013, No. 1, art. 6)

     The Government of the Republic of Kazakhstan and the Government of the Russian Federation, hereinafter referred to as the Parties, based on the need for the progressive development of bilateral trade and economic relations, guided by Article 5 of the Agreement between the Government of the Republic of Kazakhstan and the Government of the Russian Federation on the Mutual Establishment of Trade Missions dated October 22, 1992, agreed as follows:

  Article 1

     To open a branch of the Trade Representative Office of the Republic of Kazakhstan in Kazan and a branch of the Trade Representative Office of the Russian Federation in Almaty (hereinafter referred to as the branches of trade representative offices).

  Article 2

     Branches of trade missions represent the interests of the States of the Parties on issues related to trade and other types of economic cooperation between the Parties within the limits of the powers established for them by the trade missions of the States of the Parties.

  Article 3

     The head of the department of the Trade Representative Office acts within the limits of the powers granted to him by the Trade Representative and is directly subordinate to him.       The head, staff and administrative and technical staff of the Trade Representative office enjoy all privileges and immunities and belong, in accordance with international law, to the appropriate categories of diplomatic and administrative and technical staff of diplomatic missions.       The office and residential premises of a branch of a Trade Mission, its property and archives enjoy immunities and privileges and are recognized in accordance with international law as office and residential premises, property and archives of diplomatic missions.

  Article 4

     The staff of the Trade Representative office does not exceed 5 people, who are employees of all categories and citizens of the State of the Party that established the Trade Representative Office.       Based on the principle of reciprocity and by agreement of the Parties, the staffing of the Trade Representative Office may be increased.

  Article 5

     Disputes and disagreements between the Parties regarding the interpretation and/or application of the provisions of this Agreement are resolved through consultations and negotiations between the Parties.

  Article 6

     By mutual agreement of the Parties, amendments may be made to this Agreement, which are formalized in separate protocols.

  Article 7

     This Agreement shall enter into force on the date of receipt of the last written notification that the Parties have completed the internal procedures necessary for its entry into force.

     Done in Astana on May 10, 2007, in two copies, each in the Kazakh and Russian languages, both texts being equally authentic.       In case of disagreement in the interpretation of the provisions of this Agreement, the Parties will refer to the text in Russian.
