     To ratify Agreement on the procedure for the formation and functioning of the forces and means of the collective security System of the Collective Security Treaty Organization, signed in Moscow on December 10, 2010.

  AGREEMENT on the procedure for the formation and functioning of the forces and means of the collective security system of the Collective Security Treaty Organization

     The member States of the Collective Security Treaty Organization (hereinafter referred to as - The CSTO and/or the Organization), hereinafter referred to as the Parties, based on the Collective Security Treaty of May 15, 1992 and The Charter of the Organization The Collective Security Treaty of October 7, 2002, recognizing the right of all Parties to individual or collective self-defense in accordance with Article 51 of the Charter of the United Nations, taking into account the principle of forming a collective security system on a coalition and regional basis,       Proceeding from the need to take practical measures to form and improve the collective security system of the CSTO, ensuring an adequate response to an armed attack (aggression), as well as to other challenges and threats against one or more Parties, reaffirming their desire to make an active and worthy contribution to further strengthening the role of the Organization in maintaining international peace and security, increasing its effectiveness in conflict prevention and resolution based on the UN Charter, of the generally accepted principles and norms of international law and international treaties on arms control and confidence-building in the military sphere, have agreed as follows:

  Article 1

     The terms used in this Agreement mean: "CSTO collective security system" - a set of CSTO bodies and national government bodies of the Parties, as well as the forces and means of the Parties, ensuring, in accordance with international law and national legislation, the collective protection of the interests, sovereignty and territorial integrity of the Parties.;       "CSTO area of responsibility" - territories of the Parties bounded by sections of the state border with other non-CSTO member states (external borders), including internal waters, territorial sea and airspace above them, within which the interests of national and collective security of the Parties are ensured; "collective security region" - part of the CSTO area of responsibility, including, taking into account the geostrategic position of the territory of one or more Parties, within which the interests of their national and collective security are ensured;       "coalition group of troops (forces)" - a group of troops (forces) created by the Parties on a multilateral (collective) basis within the framework of the CSTO, including military contingents and formations of special forces; "regional (united) group of troops (forces)" - a group of troops (forces) created by the Parties on a bilateral or multilateral basis. based on the relevant collective security region;       "military contingents" - special forces units (groups of specialists) of internal affairs bodies allocated by the Parties to the coalition and/or regional (combined) grouping of troops (forces) of the association, formations, military units of the armed forces of the Parties; "formations of special forces" - special purpose units (groups of specialists) of internal affairs bodies allocated by the Parties to the coalition grouping of troops (forces) (police), internal troops, security agencies and special services, as well as bodies authorized in the field of prevention and elimination of consequences of emergency situations;       "personnel" - military personnel, employees of security agencies, internal affairs (police), internal troops, bodies authorized in the field of prevention and elimination of consequences of emergency situations, as well as persons working in military units, organizations and institutions allocated by the Parties, or temporarily seconded to the coalition and/or regional (united) groups of troops (forces);       "combined (joint) military systems" - a set of forces and means, homogeneous in functional purpose and allocated by the Parties in order to perform tasks to ensure collective security; "collective peacekeeping forces" - units (units) from the peacekeeping contingents of the Parties allocated for the duration of the peacekeeping operation;       "emergency situation" is a situation that has developed as a result of an accident, dangerous natural phenomenon, disaster, natural disaster or other disaster that may or may not result in human casualties, damage to human health or the environment, significant material losses and disruption of human living conditions.;       "liquidation of emergency situations" - emergency rescue and other urgent work carried out in case of emergency situations and aimed at saving lives and preserving human health, reducing environmental damage and material losses, as well as localizing emergency zones, terminating the action of their characteristic dangerous factors.

  Article 2

     The CSTO collective security system aims to ensure favorable peaceful conditions for the sustainable and comprehensive development of the Parties by preventing and eliminating threats to peace, localizing wars and military conflicts, jointly protecting against armed attack (aggression) against one or more Parties, countering other challenges and threats to security, and in the event of their outbreak (offensive) - ensuring guaranteed protection of national and collective interests, sovereignty and territorial integrity of the Parties.       Guided by this goal, the Parties:       Consider an armed attack (aggression), other challenges and threats against one or more Parties as an armed attack (aggression), other challenges and threats against all Parties and will take appropriate retaliatory measures using all forces and means at their disposal.;       They build their relations with all States and unions of States on the basis of generally recognized norms and principles of international law, promote the expansion of confidence-building measures in the military field, pursue a consistent policy aimed at preventing wars and armed conflicts; give preference to political, diplomatic and other non-military means of preventing, localizing and neutralizing military threats within the framework of ensuring collective security in the at the regional and global levels; they form the forces and means of the collective security system.

  Article 3

     The basic principles of the formation and functioning of the CSTO collective security system are:       the defensive nature of the collective security system; the indivisibility of collective security and an equal level of security for all Parties; the equal responsibility of the Parties for ensuring collective security; collective self-defense, involving the participation of the Parties in repelling an armed attack (aggression) on a coalition and/or regional basis;       respect for territorial integrity, respect for sovereignty and national interests, non-interference in each other's internal affairs; inadmissibility of using the forces and means of the collective security system to resolve disputes between the Parties; formation and development of a collective security system on a coalition and regional basis.

  Article 4

     The forces and means of the collective security system are designed to participate:       in preventing the threat and repelling an armed attack (aggression) against one or more Parties, localizing armed actions and conflicts; in measures to counter challenges and threats to the security of the Parties, including combating international terrorism, illicit trafficking in narcotic drugs, psychotropic substances and their precursors, weapons and ammunition, and other types of transnational organized crime;       in carrying out measures to protect the population from the dangers arising from the conduct of military operations or as a result of these actions, in the elimination of emergency situations and the provision of emergency humanitarian assistance; in strengthening the protection of state borders, as well as state and military facilities of the Parties; in peacekeeping operations; as well as to solve other tasks defined by the Collective Security Council of the CSTO.

  Article 5

     The forces and means of the CSTO collective security system include:       associations, formations, military units and subunits of the national armed forces and other troops of the Parties, as well as special-purpose units (specialist groups) of internal affairs (police) bodies, internal troops, security agencies and special services, formations of bodies authorized in the field of prevention and elimination of consequences of emergency situations of the Parties, subordinate to national management bodies and used by decision of the CSTO bodies; coalition grouping of troops (forces);       regional (combined) groupings of troops (forces); groupings of combined (joint) military systems; collective peacekeeping forces.       The strategic nuclear forces of the Russian Federation perform the function of deterrence from possible attempts to carry out an armed attack (aggression) against one or more Parties.

  Article 6

The coalition grouping of troops (forces) consists of the forces and means of the Parties, including military contingents and special forces formations, which are a component of the permanent readiness of forces and means of the Organization's collective security system and are designed to respond promptly to challenges and threats in the CSTO area of responsibility.       The order of formation, functioning and composition of the coalition group of forces (forces) are determined by the Collective Security Council of the CSTO.

  Article 7

     A regional (combined) grouping of troops (forces) consists of command and control bodies and troops (forces) of the armed forces and other military formations of the Parties to the relevant collective security region deployed in peacetime or deployed during the threatened period to repel a possible armed attack (aggression).       Regional (combined) groupings of troops (forces) The parties are considering: regional grouping of troops (forces) The Eastern European Region of Collective Security (formed within the framework of the Union State of the Republic of Belarus and the Russian Federation); the joint grouping of troops (forces) of the Caucasus region of Collective Security (formed on the basis of bilateral agreements between the Republic of Armenia and the Russian Federation);       grouping of troops (forces) of the Central Asian region of collective security (formed on the basis of bilateral and multilateral (regional) agreements between the CSTO member states); grouping of combined (joint) military systems (air defense, intelligence, communications, management, etc.) in the regions (areas) of collective security.

  Article 8

     Groupings of combined (joint) military systems are formed by the Parties through the organizational and technical unification of parts of national forces and assets that are homogeneous in functional purpose (air defense, intelligence, communications, automated control of forces (assets), missile attack warning, control of chemical radiation and biological conditions, control of outer space, and others), for joint to be used in the interests of collective security.       The main tasks, principles of formation and application of joint military systems are determined by the Collective Security Council of the CSTO.

  Article 9

     The composition of the regional (combined) grouping of troops (forces) and the combined (joint) military systems are determined by the Parties belonging to the relevant region of collective security.       The list of associations, formations, and military units allocated to the regional (unified) grouping of forces and integrated (joint) military systems is approved by the heads of State of the collective security region.       Depending on the evolving military-strategic situation, the list of formations, formations and military units allocated to the regional (combined) grouping of forces and combined (joint) military systems may be clarified and supplemented at the expense of the forces and means of the Parties to the relevant region (area) of collective security.

  Article 10

     To participate in peacekeeping operations, the Parties create the Collective Peacekeeping Forces of the CSTO, the functioning of which is regulated by the relevant Agreement.

  Article 11

     The acquisition of forces and means of the collective security system is carried out in accordance with the national legislation of the Parties, international treaties adopted within the framework of the CSTO, decisions of the CSTO bodies and other international treaties to which the Parties are parties.       Military contingents and formations of special forces, until a decision is made on the deployment and use of a coalition and/or regional (combined) group of forces (forces), as well as combined (joint) military systems, are under national jurisdiction at their permanent locations and remain directly subordinate to the relevant ministries and departments of the Parties, which ensure the necessary degree of their readiness to perform assigned tasks.       In order to maintain the combat readiness of government bodies and troops (forces) The coalition and/or regional (combined) grouping and combined (joint) military systems organize and conduct operational (combat) training of military contingents and formations of special forces, which is carried out in accordance with agreed plans.

  Article 12

     The decision on the composition, timing of the deployment and use of forces and means of the collective security system is made by the Collective Security Council of the CSTO on the basis of an official request from one or more Parties.       The deployment of a coalition and/or regional (combined) grouping of troops (forces) and combined (joint) military systems is carried out during the period of aggravation of the situation immediately preceding the outbreak of conflict, in accordance with pre-developed plans approved respectively by the CSTO Collective Security Council or members of the Collective Security Council of the collective Security region. The structure, content, and procedure for the development, storage, and refinement of the Plan are determined by the Ministers of Defense and/or the secretaries of the Security Councils of the Parties concerned.       The procedure for bringing the forces and means of the collective security system to the highest levels of combat readiness, reassigning national components to the coalition and/or regional (joint) command, deploying and using the coalition group and/or regional (combined) grouping of troops (forces) and combined systems are determined by separate provisions.

  Article 13

     Commands are being established to implement the decisions of the CSTO Collective Security Council on the deployment and use of forces and assets of the Parties allocated to the coalition and/or regional (unified) grouping of troops (forces), manage them during the preparation and conduct of operations, and organize interaction with interested ministries and departments of the Parties.       The total number of the command of the coalition group of forces (forces), the order of its formation, deployment and deployment are determined by the Collective Security Council of the CSTO when deciding on the deployment and use of forces and means for the operation.       The procedure for the formation, financing and organization of the activities of the command of the regional (united) group of troops (forces)       It is determined in advance by the Parties of the relevant collective security region.

  Article 14

     The Parties independently carry out technical and logistical support for their military contingents and special forces formations, create and replenish stocks of material assets to agreed standards in accordance with the established procedure. A different procedure for technical and logistical support may be established on a case-by-case basis by agreement of the Parties.

  Article 15

     This Agreement shall enter into force on the date of receipt by the depositary of the fourth written notification that the signatory Parties have completed the internal procedures necessary for its entry into force.       For the Parties that have completed the internal procedures later, this Agreement shall enter into force on the date of receipt by the depositary of the relevant written notification.       With the entry into force of this Agreement, it terminates Protocol on the procedure for the Formation and Functioning of the forces and Means of the collective security system of the Participating States The Collective Security Treaty of May 15, 1992, signed on May 25, 2001.

  Article 16

     The Parties resolve disputes and disagreements that may arise in connection with the interpretation and/or application of this Agreement through negotiations and consultations.

  Article 17

     Upon the proposal of either Party and with the consent of the other Parties, amendments and additions may be made to this Agreement, which are an integral part of it, which are formalized by a separate protocol that enters into force in accordance with the procedure provided for in Article 15 of this Agreement.       Done in Moscow on December 10, 2010, in one original copy in the Russian language. The original copy is kept at the Secretariat of the Collective Security Treaty Organization, which will send a certified copy to each Signatory to this Agreement.
