      The Governments of the member States of the Customs Union within the framework of the Eurasian Economic Community, hereinafter referred to as the Parties, based on the Agreement on the Establishment of the Eurasian Economic Community of October 10, 2000, the Agreement on the Establishment of a Single Customs Territory and the Formation of the Customs Union of October 6, 2007, the Agreement on the Eurasian Economic Commission of November 18, 2011,

     in order to create conditions for ensuring the free circulation of vehicles (vehicle chassis), self-propelled vehicles and other types of equipment in the single customs territory of the Customs Union and to determine the procedure for issuing passports of vehicles (vehicle chassis passports) and passports of self-propelled vehicles and other types of equipment according to uniform forms

     have agreed on the following:

Article 1

     This Agreement regulates the following issues:

     application of uniform forms of vehicle passports (vehicle chassis passports) and self-propelled vehicle passports and other types of equipment issued for vehicles (vehicle chassis), self-propelled vehicles and other types of equipment manufactured in the territories of the States of the Parties and subject to registration in the territories of the States of the Parties;

     the use of electronic passports of vehicles (vehicle chassis passports) and electronic passports of self-propelled vehicles and other types of equipment issued for vehicles (vehicle chassis), self-propelled vehicles and other types of equipment subject to state registration in the territories of the States of the Parties.

Article 2

     The terms used in this Agreement mean the following:

     "administrator of electronic vehicle passport systems (vehicle chassis passports) and electronic passports of self-propelled vehicles and other types of equipment" - the organization responsible for coordinating the design of electronic vehicle passport systems (vehicle chassis passports) and electronic passports for self-propelled vehicles and other types of equipment, including commissioning, operation, performance optimization, access assurance and control, security, monitoring of technical support issues for these systems, interaction with system participants and the authorities, the inclusion of new participants in these systems, as well as the initiation of measures, necessary for the harmonization of the legislation of the States of the Parties in the field of the functions of these systems;

     "passport of a self-propelled vehicle and other types of equipment" - a passport issued for tractors, self-propelled road construction, utility, agricultural, and other ground-based trackless mechanical vehicles equipped with an internal combustion engine with a working volume of more than 50 cubic cm or an electric motor with a maximum (total) capacity of more than 4 kW (except for those intended for for movement on public roads of motor vehicles with a maximum design speed of more than 50 km/h) and trailers to them;

     "vehicle passport (vehicle chassis passport)" - a passport issued for motor vehicles intended for use on public roads having an internal combustion engine with a working volume of more than 50 cubic cm or an electric motor with a maximum (total) power of more than 4 kW and (or) a maximum design speed of more than 50 km/h, and trailers to them (passport issued on the chassis of the vehicle in case the chassis is delivered to their consumers);

     "electronic vehicle passport systems (vehicle chassis passports) and electronic passports for self-propelled vehicles and other types of equipment" are structured complexes that include computing and communication equipment, software, linguistic tools, information resources, system personnel and participants and users interacting according to the rules established in these systems, as well as implementing information technology performing the established functions of these systems;

     "electronic passport of self-propelled vehicles and other types of equipment" means a passport of self-propelled vehicles and other types of equipment issued in the system of electronic passports of self-propelled vehicles and other types of equipment in accordance with the procedure established in accordance with this Agreement.;

     "electronic vehicle passport (vehicle chassis passport) is a vehicle passport (vehicle chassis passport) issued in the electronic vehicle passport system (vehicle chassis passports) in accordance with the procedure established in accordance with this Agreement.

Article 3

     The procedure for the operation of electronic vehicle passport systems (vehicle chassis passports) and electronic passports of self-propelled vehicles and other types of equipment is determined by the Eurasian Economic Commission.

      The rules of registration, structure and format of electronic passports of vehicles (passports of chassis of vehicles) and electronic passports of self-propelled vehicles and other types of equipment are approved by the Eurasian Economic Commission.

     Prior to the introduction of electronic vehicle passport systems (vehicle chassis passports) and electronic passports of self-propelled vehicles and other types of equipment, uniform forms of vehicle passport (vehicle chassis passport) and self-propelled vehicle passport and other types of equipment are used.

     The basic requirements for uniform forms of vehicle passports (vehicle chassis passports) and self-propelled vehicle passports and other types of equipment, the procedure for filling them out and the procedure for exchanging information on vehicle passport forms (vehicle chassis passports) and self-propelled vehicle passports and other types of equipment, as well as the start dates for their use, are approved by the Eurasian Economic Commission. by commission.

     When filling out the uniform forms of the vehicle passport (vehicle chassis passport) and the passport of a self-propelled vehicle and other types of equipment, the "Special marks" line indicates the member State of the Customs Union in whose territory a particular vehicle (vehicle chassis), self-propelled vehicle or other type of equipment are intended for initial circulation with confirmed compliance with the requirements established in this member State of the Customs Union.

      Prior to the application of uniform forms of vehicle passports (vehicle chassis passports) and self-propelled vehicle passports and other types of equipment, vehicle passports (vehicle chassis passports) are issued in accordance with Article 8 of this Agreement.

Article 4

     In order to implement this Agreement, a Unified register of authorized bodies (organizations) of the member states of the Customs Union and manufacturers of vehicles (vehicle chassis), self-propelled vehicles and other types of equipment is being formed, which issue passports of vehicles (vehicle chassis passports) and passports of self-propelled vehicles and other types of equipment, including registration of electronic passports of vehicles (vehicle chassis passports) and electronic passports of self-propelled vehicles and other types of equipment (hereinafter referred to as - Unified Register).

     The procedure for the formation and maintenance of the Unified Register is approved by the Eurasian Economic Commission.

     The formation and maintenance of the Unified Register is carried out by the Eurasian Economic Commission.

Article 5

     Prior to the application of electronic passports of vehicles (vehicle chassis passports) and electronic passports of self-propelled vehicles and other types of equipment, passports of vehicles (vehicle chassis passports) and passports of self-propelled vehicles and other types of equipment are issued by manufacturers of vehicles (vehicle chassis), self-propelled vehicles and other types of equipment (hereinafter referred to as - manufacturing organizations) included in the Unified Register for vehicles (vehicle chassis), self-propelled vehicles and other types of equipment produced by them.

     Prior to the application of electronic passports of vehicles (chassis passports of vehicles) and electronic passports of self-propelled vehicles and other types of equipment, passports of vehicles (chassis passports of vehicles) and passports of self-propelled vehicles and other types of equipment in cases provided for by the legislation of the States of the Parties, are also issued by authorized bodies (organizations) of the States of the Parties.

Electronic passports of vehicles (chassis passports of vehicles) and electronic passports of self-propelled vehicles and other types of equipment are issued from July 1, 2015 by authorized bodies (organizations) of the States of the Parties and manufacturing organizations included in the Unified Register, in accordance with the procedure approved by the Eurasian Economic Commission.

Article 6

     The bodies (organizations) established by the Parties determine the requirements for the protection elements of a vehicle passport (vehicle chassis passport) and a self-propelled vehicle passport and other types of equipment in accordance with the basic requirements for uniform forms of a vehicle passport (vehicle chassis passport) and a self-propelled vehicle passport and other types of equipment and bring them to the attention of the authorities of the States of the Parties that carry out the state registration of vehicles, the authorities of the States of the Parties, carrying out state registration of self-propelled vehicles and other types of equipment.

Article 7

     Systems of electronic vehicle passports (vehicle chassis passports) and electronic passports of self-propelled vehicles and other types of equipment provide support for a single dynamic information model of the process of issuing electronic vehicle passports (vehicle chassis passports) and electronic passports of self-propelled vehicles and other types of equipment and implement information technology for performing established functions to meet the information needs of participants in these processes. systems. Through these systems, the unity of the information field, unified access control, unified measures to ensure the security, integrity and reliability of data are ensured, centralized interaction with participants in these systems and authorities is organized, and additional measures are initiated to harmonize the legislation of the States of the Parties at the stage of registration of electronic vehicle passports (vehicle chassis passports) and electronic passports. self-propelled vehicles and other types of equipment, unified control over the fulfillment of mandatory requirements of technical regulations mutually recognized by the Parties, as well as centralized verification of information reliability, centralized monitoring of ensuring the uniformity of mandatory requirements of the Parties and the application of uniform forms and rules for assessing the conformity of vehicles (vehicle chassis), self-propelled vehicles and other types of equipment.

     The Eurasian Economic Commission defines an organization of one of the States of the Parties as the administrator of electronic vehicle passport systems (vehicle chassis passports) and electronic passports of self-propelled vehicles and other types of equipment.

Article 8

     Prior to the application of uniform forms of vehicle passports (vehicle chassis passports) and self-propelled vehicle passports and other types of equipment, the authorized bodies of the Republic of Belarus and the Republic of Kazakhstan, as determined by the Parties, shall be provided by the authorized body of the Russian Federation in accordance with the procedure determined by the Russian Side., the required number of vehicle passport forms (vehicle chassis passports) Of the Russian Federation for the supply of vehicles (chassis of vehicles) to the Russian Federation in accordance with the requests of the authorized bodies of the Republic of Belarus and the Republic of Kazakhstan.

     The condition for issuing a vehicle passport (vehicle chassis passport) of the Russian Federation is the availability of a vehicle type approval or a vehicle chassis type approval confirming the compliance of the vehicle or vehicle chassis with the requirements of the legislation of the Russian Federation in the field of technical regulation of wheeled vehicles.

     Filling in the vehicle passport form (vehicle chassis passport) of the Russian Federation is carried out by the manufacturing organizations of the Republic of Belarus and the Republic of Kazakhstan in accordance with the procedure determined by the authorized body of the Russian Federation.

     Accounting and control of the use of vehicle passport forms (vehicle chassis passports) The Russian Federation is carried out by the authorized bodies of the States of the Parties. The procedure for exchanging information on the use of vehicle passport forms (vehicle chassis passports) The Russian Federation is coordinated by the authorized bodies of the States of the Parties.

Article 9

     Disputes between the Parties related to the interpretation and/or application of this Agreement are resolved through consultations and negotiations.

     If the dispute is not settled by the Parties within 6 months from the date of receipt of an official written request for consultations and negotiations sent by one of the Parties to the other Party, then in the absence of another agreement between the Parties on the method of dispute resolution, either Party submits this dispute for consideration to the Court of the Eurasian Economic Community.

Article 10

     By agreement of the Parties, amendments may be made to this Agreement, which are formalized in separate protocols.

Article 11

     This Agreement is subject to ratification and is temporarily applied after 60 days from the date of signature and enters into force 5 calendar days after the date of receipt by the depositary through diplomatic channels of the last written notification on the completion by the States of the Parties of the internal procedures necessary for the entry into force of this Agreement.

     The original copy of this Agreement shall be kept at the Eurasian Economic Commission, which, as the depositary of this Agreement, will send a certified copy to each Party.
