About the republican budget for 2008

Article 1.To approve the republican budget for 2008 in accordance with Appendix 1 in the following amounts: 1) revenues - 3 329 710 114 thousands of tenge, including for: tax receipts - 2 103 413 632 thousands of tenge; non-tax receipts - 51,805,329 thousand tenge; proceeds from the sale of fixed assets - 8,544,482 thousand tenge; transfer receipts - 1 165 946 671 thousands of tenge; 2) costs - 2 716 038 820 thousands of tenge; 3) operating balance - 613,671,294 thousand tenge; 4) net budget lending - 50,045,039 thousand tenge, including: budget loans - 55,995,111 thousand tenge; repayment of budget loans - 5,950,072 thousand tenge; 5) balance of operations with financial assets - 897,980,455 thousand tenge, including: acquisition of financial assets - 899,480,455 thousand tenge; proceeds from the sale of financial assets of the state - 1,500,000 thousand tenge; 6) deficit - 334,354,200 thousand tenge, or 2.1 percent of the gross domestic product of the country; 7) financing of the budget deficit - 334,354,200 thousand tenge. Article 2.To provide in the republican budget for 2008 for the receipt of lease payments for the use of the Baikonur complex by the Russian Federation in the amount of 13,972,500 thousand tenge and military ranges in the amount of 3,011,499 thousand tenge.
Article 3.To approve the volume of budget revenues for 2008, allocated to the National Fund of the Republic of Kazakhstan, according to Appendix 2.
Article 4.To establish that the income of the relevant budget is credited: according to the "Royalty" code of the revenue classification of the unified budget classification, the debt of subsurface users to the Republican Fund for the Protection of the Subsoil and Reproduction of the Mineral Resource Base, as well as the amount of historical costs incurred by the state for the geological study of contract territories, which are reimbursed by subsurface users operating these deposits on the basis of subsurface use contracts.; according to the "Social Tax" code of the income classification of the unified budget classification, arrears of contributions previously transferred to the Pension Fund, the State Pension Payment Center, the Compulsory Medical Insurance Fund, the State Social Insurance Fund, the Employment Assistance Fund, as well as contributions from highway users previously received by the Road Fund. At the same time, taxpayers operating under subsurface use contracts concluded in accordance with the procedure established by the legislation of the Republic of Kazakhstan before January 1, 2004, which provide guarantees for the stability of the tax regime, reduce the above-mentioned deductions or social tax by the amount of deductions to the State Social Insurance Fund calculated in accordance with the Law of the Republic of Kazakhstan "On Compulsory Social Insurance".; according to the code "Gasoline (except aviation) of its own production, sold by manufacturers in bulk" - debt on collection from gasoline, previously received by the Road Fund; according to the code "Diesel fuel of its own production, sold by manufacturers in bulk" - debt on collection from diesel fuel, previously received by the Road Fund.
Article 5.The negative balance formed as of December 31, 1998 as a result of the excess of the amounts of benefits accrued by employers for temporary disability, pregnancy and childbirth, at the birth of a child, and burial, paid from the State Social Insurance Fund, over the accrued amount of deductions to the specified fund, is monthly offset against the payment of social tax within 3 percent of the the salary fund.
Article 6.To provide in the republican budget for 2008 the volume of budget withdrawals from regional budgets, budgets of Astana and Almaty to the republican budget in the amount of 81 752 134 thousand tenge, including: Atyrau region - 15 467 703 thousand tenge; Mangystau region - 4 249 313 thousand tenge; Almaty city - 52 400 834 thousand tenge; Astana city - 9 634 284 thousand tenge.
Article 7.To provide in the republican budget for 2008 the amount of guaranteed transfer from the National Fund of the Republic of Kazakhstan in the amount of 461,430,640 thousand tenge. Article 7-1. To provide in the republican budget for 2008 a targeted transfer from the National Fund of the Republic of Kazakhstan to increase the authorized capital of the Samruk-Kazyna National Welfare Fund Joint Stock Company for the implementation of the economic and financial system stabilization program in the amount of 607 500 000 thousand tenge. Article 8. To establish from January 1, 2008: 1) the minimum wage is 10,515 tenge; 2) the amount of the state basic pension payment is 4,210 tenge; 3) the minimum pension amount is 7,900 tenge; 4) the monthly calculation index for calculating benefits and other social benefits, as well as for the application of penalties, taxes and other payments in accordance with the legislation of the Republic of Kazakhstan - 1,168 tenge; 5) the amount of the subsistence minimum for calculating the amount of basic social benefits - 10 515 tenge. To establish from July 1, 2008: 1) the minimum wage - 12,025 tenge; 2) the amount of the state basic pension payment - 4,810 tenge; 3) the minimum subsistence level for calculating the amount of basic social benefits - 12,025 tenge; 4) payment of monthly compensation for the first half of 2008 in the following amounts: recipients of the state basic pension payment - 600 tenge; recipients of state social benefits: disability reasons: people with disabilities from general illness, labor injury, occupational disease: 1 group - 2,054 tenge; 2 groups - 1,601 tenge; 3 groups - 1,117 tenge; disabled since childhood: 1 group - 2,054 tenge; 2 groups - 1,676 tenge; 3 groups - 1,314 tenge; disabled children from sixteen to eighteen years old: 1 group - 2,054 tenge; 2 groups - 1,676 tenge; 3 groups - 1,314 tenge; disabled children under the age of sixteen - 1,510 tenge; to disabled conscripts whose disability occurred as a result of injury, contusion, mutilation, or illness sustained during military service, to persons whose disability occurred during the elimination of the consequences of accidents at civilian or military nuclear facilities or as a result of emergencies at nuclear facilities: 1 group - 2,431 tenge; 2 groups - 1,963 tenge; 3 groups - 1,510 tenge; persons with disabilities from among military personnel (except for conscripts), officers and enlisted personnel of internal affairs bodies and the former State Investigative Committee of the Republic of Kazakhstan upon the onset of disability due to injury resulting from an accident unrelated to the performance of military service (official duties), or illness unrelated to the performance of military and official duties debt: 1 group - 2,054 tenge; 2 groups - 1,601 tenge; 3 groups - 1,117 tenge; persons with disabilities from among military personnel (except for conscripts), whose disability occurred as a result of injury, contusion, mutilation, or illness sustained during military service, employees of the internal affairs bodies and the former State Investigative Committee of the Republic of Kazakhstan in the performance of their official duties: 1 group - 3,156 tenge; 2 groups - 2,250 tenge; 3 groups - 1,510 tenge; persons with disabilities due to environmental emergencies, including radiation exposure during nuclear explosions and tests and/or their consequences, provided that a causal relationship is established.: Group 1 - 2,431 tenge; group 2 - 1,963 tenge; group 3 - 1,510 tenge; in case of loss of breadwinner: the maximum amount of monthly compensation in case of loss of breadwinner is assigned in the amount of 2,431 tenge for all disabled members of his family. If there is one disabled family member who is eligible for a monthly survivor's allowance, monthly compensation is awarded in the amount of 997 tenge; if there are two, 1,721 tenge for all disabled family members; if there are three, 2,129 tenge for all disabled family members; if there are four, 2,265 tenge for all disabled family members; if there are five - 2,341 tenge for all disabled family members. If there are six or more disabled family members, the amount of monthly compensation for each is calculated as an equal share of 2,431 tenge. In case of loss of both parents, monthly compensation is awarded to children (orphans) in the amount of 1,359 tenge per child, to the remaining disabled family members - in the amount of 619 tenge, but not more than 2,960 tenge for all disabled family members. To family members of military personnel, employees of the internal affairs bodies and the former State Investigative Committee of the Republic of Kazakhstan, who died or died as a result of injury, contusion, mutilation, illness sustained in the performance of official duties or military service, the amount of monthly compensation for the loss of the breadwinner increases by 378 tenge for each disabled family member, but not more than 2,960 tenge for all family members; by age - 755 tenge. Article 9.Starting from January 1, 2008, establish a monthly amount of monetary compensation for military personnel (except for conscripts), employees of internal affairs bodies, as well as employees of operational search, investigative and combat units of fire service bodies, bodies and institutions of the penitentiary system of the Ministry of Justice of the Republic of Kazakhstan, financial police bodies to pay for housing maintenance and utilities in the amount of 3,430 tenge.
Article 10.To provide in the republican budget for 2008 the volume of subventions transferred from the republican budget to regional budgets in the amount of 449,066,155 thousand tenge, including: Akmola region - 31 498 056 thousand tenge; Aktobe region - 15,722,690 thousand tenge; Almaty region - 48,921,656 thousand tenge; East Kazakhstan region - 46,936,313 thousand tenge; Zhambyl region - 44,196,691 thousand tenge; West Kazakhstan region - 20,212,610 thousand tenge; Karaganda region - 35,715,079 thousand tenge; Kostanay region - 33,61,004 thousand tenge; Kyzylorda region - 36 160 661 thousand tenge; Pavlodar region - 14,677,917 thousand tenge; North Kazakhstan - 31 031 953 thousand tenge; South Kazakhstan - 90 331 525 thousand tenge.
Article 11.It should be noted that the republican budget for 2008 provides targeted current transfers to regional budgets, budgets of Astana and Almaty cities in the following amounts: 84,036 thousand tenge - for the maintenance of newly commissioned health facilities; 1,848,195 thousand tenge - for the maintenance of newly commissioned educational facilities; 15,243 thousand tenge - for the maintenance of newly commissioned social facilities 10,308,949 thousand tenge - for the purchase of medicines, vaccines and other immunobiological preparations; 1,761,364 thousand tenge - to subsidize the cost of services for the supply of drinking water from particularly important group water supply systems that are alternative sources of drinking water supply. The distribution of these amounts to the regional budgets, the budgets of Astana and Almaty cities and the procedure for their use are determined on the basis of a decision of the Government of the Republic of Kazakhstan. Article 11-1. It should be noted that the republican budget for 2008 provides for targeted current transfers to the regional budget of the Karaganda region to repay the remaining part of the salary arrears of employees of the state joint stock company Karmetkombinat, formed before November 1995, in the amount of 100,000 thousand tenge. The procedure for using these targeted current transfers is determined based on a decision of the Government of the Republic of Kazakhstan. The footnote. Article 11-2. It should be noted that the republican budget for 2008 provides targeted current transfers to regional budgets, budgets of Astana and Almaty to compensate for losses of local budgets due to an increase in the minimum wage in the amount of 4,149,655 thousand tenge. The distribution of these amounts to regional budgets, budgets of Astana and Almaty is determined based on a decision of the Government of the Republic of Kazakhstan. The footnote. Article 12.It should be noted that the republican budget for 2008 provides for targeted current transfers to regional budgets for capital and medium repairs of highways of regional and district significance in the amount of 11,658,444 thousand tenge. The distribution of these amounts to regional budgets is determined based on a decision of the Government of the Republic of Kazakhstan. The footnote. Article 12-1. To provide in the republican budget for 2008 targeted current transfers to the regional budget of the Karaganda region in the amount of 661,200 thousand tenge for the maintenance of the infrastructure of the city of Priozersk in accordance with the Agreement between the Republic of Kazakhstan and the Russian Federation on the terms of use and lease of the Sary-Shagan test site and ensuring the vital activity of the city of Priozersk dated January 20, 1995. Article 13. To provide funds in the republican budget for 2008 for the payment of one-time state monetary compensation to pensioners and recipients of state social benefits, as well as to the working and non-working population living and living in radiation risk zones and in territories with preferential socio-economic status from 1949 to 1990, affected by nuclear tests at the Semipalatinsk Test site nuclear test site, in the amount of 3,559,358 thousand tenge. Article 14.To take into account that the republican budget for 2008 provides targeted current transfers to regional budgets, budgets of Astana and Almaty for the development of agriculture in the amount of 21,698,062 thousand tenge, including: 1,134,415 thousand tenge - to support the development of seed production; 1,879,495 thousand tenge - for the development of livestock breeding; KZT 12,805,000 thousand - to increase the yield and quality of crop production, reduce the cost of fuels and lubricants and other inventory items necessary for spring field and harvesting operations for priority crops determined by the Government of the Republic of Kazakhstan; KZT 775,036 thousand - to subsidize the cost of water delivery services to agricultural producers; 1,185,756 thousand tenge - to ensure the laying and cultivation of perennial plantations of fruit crops and grapes; 3,739,656 thousand tenge - for subsidizing the increase in productivity and quality of livestock products; 178,704 thousand tenge - for the quality examination of Kazakhstani cotton fiber. The distribution of these amounts to the regional budgets, the budgets of the cities of Astana and Almaty and the procedure for their use are determined on the basis of a decision of the Government of the Republic of Kazakhstan. Article 15.It should be noted that the republican budget for 2008 provides for targeted current transfers to regional budgets, the budgets of Astana and Almaty for the implementation of the State Program for the Development of Education in the Republic of Kazakhstan for 2005-2010 in the amount of KZT 12,388,132 thousand, including: 2,412,400 thousand tenge - for equipping classrooms of physics, chemistry, biology in state institutions of primary, basic secondary and general secondary education; 2,676,454 thousand tenge - for the creation of language and multimedia classrooms in state institutions of primary, basic secondary and general secondary education; 7,299,278 thousand tenge - for the introduction of an interactive learning system in the state system of primary, basic secondary and general secondary education. The distribution and the procedure for the use of these targeted current transfers are determined by the Government of the Republic of Kazakhstan. The footnote. Article 15-1. To take into account that the republican budget for 2008 provides targeted current transfers to regional budgets, the budgets of Astana and Almaty for the payment of scholarships to students in technical and vocational, post-secondary education organizations on the basis of a state educational order of local executive bodies in the amount of 225,245 thousand tenge. The distribution of these amounts to regional budgets, the budgets of Astana and Almaty is determined on the basis of decisions of the Government of the Republic of Kazakhstan. The footnote. Article 16.It should be noted that the republican budget for 2008 provides targeted current transfers to regional budgets, budgets of Astana and Almaty cities for the implementation of the State Program for the reform and development of healthcare in the Republic of Kazakhstan for 2005-2010 in the amount of 17 689 506 thousand tenge, including: 1,200,219 thousand tenge - for the logistical equipment of blood centers at the local level; 16,489,287 thousand tenge - for the logistical equipment of medical healthcare organizations at the local level. The distribution and the procedure for the use of these targeted current transfers are determined by the Government of the Republic of Kazakhstan. The footnote. Article 16-1. It should be noted that the republican budget for 2008 provides for expenditures in the amount of 5,159,945 thousand tenge for compensation of fuel supply costs for an energy-producing organization in order to ensure stable energy supply to consumers in the southern regions of Kazakhstan, carried out in accordance with the procedure determined by the Government of the Republic of Kazakhstan. Article 17. To provide in the republican budget for 2008 targeted development transfers to the regional budget of the Almaty region and the budget of the city of Almaty in the amount of 4,428,907 thousand tenge for seismic reinforcement of educational and healthcare facilities. The list of educational and healthcare facilities in the Almaty region and the city of Almaty that are subject to seismic reinforcement at the expense of the republican budget in 2008 is determined by the Government of the Republic of Kazakhstan. Article 18. To provide in the republican budget for 2008 for the development and strengthening of rural social infrastructure within the framework of the implementation of the State Program for the Development of rural areas of the Republic of Kazakhstan for 2004-2010 the costs in the amount of 60,227,730 thousand tenge, including: for the development of mobile and telemedicine in healthcare in rural areas - KZT 629,277 thousand; targeted transfers for development: construction and reconstruction of drinking water supply facilities in rural settlements - 16,266,592 thousand tenge; construction and reconstruction of educational facilities in rural areas - 29,008,500 thousand tenge; construction and reconstruction of healthcare facilities in rural areas - 16,057,301 thousand tenge. The list of educational, healthcare and drinking water supply facilities in rural areas to be built and reconstructed in 2008 at the expense of these targeted development transfers is determined by the Government of the Republic of Kazakhstan. Article 19.To provide in the republican budget for 2008 targeted development transfers to regional budgets and the budget of Almaty city in the amount of 38,758,456 thousand tenge for the construction and reconstruction of particularly important educational and healthcare facilities in cities. The list of particularly important educational and healthcare facilities in cities to be built and reconstructed at the expense of the republican budget in 2008 is determined by the Government of the Republic of Kazakhstan. Article 21.To provide for 1,259,004 thousand tenge as part of the expenses of the Ministry of Agriculture of the Republic of Kazakhstan for state support of the development of the agro-industrial complex, including for financing, in accordance with the procedure determined by the decisions of the Government of the Republic of Kazakhstan, activities related to: reimbursement of the remuneration rate (interest) on financial leasing of agricultural machinery - 118,646 thousand tenge; reimbursement of the interest rate on financial leasing of equipment for agricultural processing enterprises, - 3,555 thousand tenge; insurance support in crop production, - 100,000 thousand tenge; subsidizing the interest rate on loans issued by second-tier banks to agricultural processing enterprises to replenish their working capital, - 981 803 thousand tenge; subsidizing the development of agricultural production management systems, - 55,000 thousand tenge. Article 22.To provide, as part of the expenses of the Ministry of Energy and Mineral Resources of the Republic of Kazakhstan, funds for the provision of credit resources to Dostyk Energy Joint Stock Company to settle the debt of West Kazakhstan Electric Grid Distribution Company to economic entities of the Russian Federation in the amount of 2,551,500 thousand tenge in accordance with the procedure determined by the Government of the Republic of Kazakhstan.
Article 23. To provide, as part of the expenses of the Ministry of Energy and Mineral Resources of the Republic of Kazakhstan, funds for carrying out measures to pay debts of legal entities of the Republic of Kazakhstan to economic entities of Turkmenistan in the amount of 95,000 thousand tenge.
Article 24. To approve the reserve of the Government of the Republic of Kazakhstan for 2008 in the amount of 227,976,965 thousand tenge. The footnote. Article 25.To provide targeted development transfers to regional budgets, budgets of Astana and Almaty cities in the republican budget for 2008 for the implementation of the State Housing Construction Program in the Republic of Kazakhstan for 2008-2010: for the construction of housing of the state communal housing stock in the amount of 8,733,838 thousand tenge; for the development and improvement of engineering and communication infrastructure in the amount of 36,564,139 thousand tenge. Article 26. To provide in the republican budget for 2008 16,200,000 thousand tenge for crediting regional budgets, budgets of Astana and Almaty at a zero interest rate for the construction and purchase of housing within the framework of the implementation of the State Housing Construction Program in the Republic of Kazakhstan for 2008-2010 in accordance with the procedure determined by the Government of the Republic of Kazakhstan. Article 27. To provide in the republican budget for 2008 funds in the amount of 656,007 thousand tenge for the payment of government premiums on deposits in housing construction savings. Article 28. To provide in the republican budget for 2008 25,290 thousand tenge for the payment of the exchange rate difference on 2007 payments of borrowers of preferential housing loans received through the closed joint-stock company Zhilstroybank. Article 29.It should be noted that the expenses of the Ministry of Emergency Situations of the Republic of Kazakhstan for the formation and storage of the state material reserve include funds in the amount of 4,379,120 thousand tenge, including the reflection in the revenues of the republican budget of funds from the sale of tangible assets issued in the order of refreshment, in the amount of 2,260,782 thousand tenge. Article 31. Article 36. To approve the list of budget programs for the development of the republican budget for 2008, divided into budget programs aimed at the implementation of budget investment projects (programs) and the formation or increase of the authorized capital of legal entities, according to Appendix 3.
Article 37. To approve the list of republican budget programs that are not subject to sequestration in the process of executing the republican budget for 2008, according to Appendix 4. To establish that in the process of executing local budgets for 2008, local budget programs are not subject to sequestration in accordance with Appendix 5.
Article 38. This Law shall enter into force on January 1, 2008.
