About the republican budget for 2011 - 2013

Article 1. To approve the republican budget for 2011-2013 in accordance with appendices 1, 2 and 3, respectively, including for 2011 in the following amounts: 1) revenues - 4 346 215 971 thousands of tenge, including for: tax receipts - 2 934 895 657 thousands of tenge; non-tax receipts - 86 371 534 thousand tenge; proceeds from the sale of fixed assets - KZT 14,192,088 thousand; proceeds from transfers - 1 310 756 692 thousands of tenge; 2) costs - 4 647 429 633 thousands of tenge; 3) net budget lending - 91 160 728 thousand tenge, including: budget loans - 184 469 274 thousand tenge; repayment of budget loans - 93 308 546 thousand tenge; 4) balance of operations with financial assets - 338 013 062 thousand tenge, including: acquisition of financial assets - 338,323,062 thousand tenge; proceeds from the sale of financial assets of the state - 310,000 thousand tenge; 5) deficit - 730,387,452 thousand tenge, or 2.8 percent of the gross domestic product of the country; 6) financing of the budget deficit - 730,387,452 thousand tenge. Article 2. To provide in the republican budget for 2011 for the receipt of lease payments for the use of the Baikonur complex by the Russian Federation in the amount of 16,805,813 thousand tenge and military ranges in the amount of 3,612,560 thousand tenge. Article 3. To approve the volume of budget revenues for 2011 allocated to the National Fund of the Republic of Kazakhstan, according to Appendix 4.
Article 4. To establish that the following are credited to the income of the relevant budget: according to the code "Mineral Extraction Tax" of the revenue classification of the unified budget classification - the debt of subsurface users on royalties, as well as royalties on subsurface use contracts in which guarantees of stability of the tax regime are maintained.; according to the "Social Tax" code of the income classification of the unified budget classification, arrears of contributions previously transferred to the Pension Fund, the State Pension Payment Center, the Compulsory Medical Insurance Fund, the State Social Insurance Fund, the Employment Promotion Fund, as well as contributions from highway users previously received by the Road Fund. At the same time, taxpayers operating under subsurface use contracts, which maintain guarantees of stability of the tax regime, reduce the above-mentioned deductions or social tax by the amount of deductions to the State Social Insurance Fund, calculated in accordance with the Law of the Republic of Kazakhstan "On Compulsory Social Insurance"; according to the code "Gasoline (except aviation) of their own production, sold by manufacturers in bulk" - debt on gasoline collection, previously received by the Road Fund; according to the code "Diesel fuel of own production, sold by manufacturers in bulk" - the debt on collection from diesel fuel, previously received by the Road Fund.
Article 5. The negative balance formed as of December 31, 1998 as a result of the excess of the amounts of benefits accrued by employers for temporary disability, pregnancy and childbirth, at the birth of a child, and burial, paid from the State Social Insurance Fund, over the accrued amount of deductions to the specified fund, is monthly offset against the payment of social tax within 4 percent of the the salary fund.
Article 6. To provide in the republican budget for 2011 the volume of budget withdrawals from regional budgets, the budget of the city of Almaty to the republican budget in the amount of 103,078,751 thousand tenge, including: Atyrau region - 41,707,712 thousand tenge; Mangystau region - 12,731,130 thousand tenge; Almaty city - 48,639,909 thousand tenge.
Article 6-1. To provide in the republican budget for 2011 for the receipt of transfers from regional budgets, budgets of the cities of Astana and Almaty in connection with the transfer: functions and powers for conducting state technical inspection of vehicles – 43 355 thousand tenge; special purpose units "Arlan" – 141 211 thousand tenge; powers of local executive bodies: on issues of state architectural and construction control and licensing - 174 687 thousand tenge; for the organization of public service centers – 7,318,688 thousand tenge. Receipts to the republican budget of the indicated amounts of transfers from regional budgets, budgets of Astana and Almaty cities are determined on the basis of a decision of the Government of the Republic of Kazakhstan. Article 7. To provide in the republican budget for 2011 the amount of guaranteed transfer from the National Fund of the Republic of Kazakhstan in the amount of 1,200,000,000 thousand tenge.
Article 8. To establish from January 1, 2011: 1) the minimum wage is 15,999 tenge; 2) the amount of the state basic pension payment is 8,000 tenge; 3) the minimum pension amount is 16,047 tenge; 4) the monthly calculation index for calculating benefits and other social benefits, as well as for the application of penalties, taxes and other payments in accordance with the legislation of the Republic of Kazakhstan - 1,512 tenge; 5) the minimum subsistence level for calculating basic social benefits - 15,999 tenge.
Article 9. Starting from January 1, 2011, establish a monthly amount of monetary compensation for housing maintenance and utility bills in the amount of 3,739 tenge for military personnel (except conscripts) and law enforcement officers. Article 10. To provide in the republican budget for 2011 the volume of subventions transferred from the republican budget to the regional budgets, the budget of Astana, in the amount of 789,938,833 thousand tenge, including: Akmola region - 49,552,059 thousand tenge; Aktobe region - 21,836,600 thousand tenge; Almaty region - 94,077,476 thousand tenge; East Kazakhstan region - 81,700,063 thousand tenge; Zhambyl region - 75,778,457 thousand tenge; West Kazakhstan region - 13,983,926 thousand tenge; Karaganda region - 55,937,850 thousand tenge; Kostanay region - 48,552,068 thousand tenge; Kyzylorda region - 64,395,637 thousand tenge; Pavlodar region - 25,809,390 thousand tenge; North Kazakhstan region - 47,000,200 thousand tenge; South Kazakhstan region - 193,272,522 thousand tenge; Astana city - 18,042,585 thousand tenge.
Article 11. The allocation and (or) the procedure for the use of targeted current transfers by the regional budgets, the budgets of Astana and Almaty for 2011 are determined on the basis of a decision of the Government of the Republic of Kazakhstan: to ensure the protection of public order during events of international importance; to conduct Operation Poppy; to maintain, provide logistical support for the additional staff of the migration police; for the maintenance and logistical equipment of the Center for Temporary Accommodation of Oralmans and the Center for Adaptation and Integration of Oralmans; in connection with the transfer of the full-time teaching staff of secondary schools of state institutions of the penal correction system; to increase the amount of additional payments for the qualification category of teachers of boarding schools for children gifted in sports; to conduct antiepizootic measures; to support seed production; to support livestock breeding; to subsidize the increase in productivity and quality of livestock products; to subsidize the increase in productivity and quality of commercial fish farming; to subsidize the cost of services for the supply of drinking water from particularly important group and local water supply systems that are alternative sources of drinking water supply; to implement social support measures for specialists; to subsidize the increase in crop yields; to organize and conduct identification farm animals; for the provision of special social services; for capital and medium repairs of highways of regional, district significance and streets of Astana and Almaty; for the seizure of land for state needs; for the implementation of a state educational order in preschool educational organizations; for equipping classrooms of physics, chemistry, biology in state institutions of basic secondary and general secondary education educational institutions; for the creation of language and multimedia classrooms in public institutions of primary, basic secondary and general secondary education; for the renovation and re-equipment of educational and production workshops, laboratories of educational institutions of technical and vocational education; for the purchase of educational equipment for advanced training of teaching staff; for the provision of equipment and software for children with disabilities studying at home; for ensuring and expanding the guaranteed volume of free medical care; for the material and technical equipment of medical healthcare organizations at the local level. Article 12. The distribution and (or) the procedure for the use of funds implemented in the following areas are determined on the basis of a decision of the Government of the Republic of Kazakhstan: subsidizing the interest rate on loans issued to support agriculture; subsidizing agricultural production management systems; reducing the cost of transportation costs for grain exports; supporting the creation of new, modernization and rehabilitation of existing industries within the framework of the Productivity 2020 direction; support for private entrepreneurship in the regions within the framework of the Business Roadmap 2020 program. Article 13. To establish that the funds allocated for the payment of special state benefits, state social benefits for disability, loss of breadwinner and age, are provided for taking into account the increase in their amounts by nine percent from January 1, 2011.
Article 13-1. Allocation and procedure for the use of funds for implementation Employment programs 2020 are determined based on a decision of the Government of the Republic of Kazakhstan. Article 14. The allocation and procedure for using funds for the implementation of the Nurly Kosh Program for 2009 - 2011 are determined based on a decision of the Government of the Republic of Kazakhstan: on targeted development transfers to regional budgets, budgets of Astana and Almaty for the development, improvement and (or) acquisition of engineering and communication infrastructure; on lending to regional budgets, budgets of the cities of Astana and Almaty for the construction and (or) purchase of housing.
Article 15. The allocation and procedure for the use of funds for the implementation of intersectoral and interdepartmental cooperation on public health issues for 2011 are determined on the basis of a decision of the Government of the Republic of Kazakhstan.
Article 16. To approve the reserve of the Government of the Republic of Kazakhstan for 2011 in the amount of 67,860,188 thousand tenge. The footnote. Article 16 as amended by the Law of the Republic of Kazakhstan dated 20.10.2011 No. 485-IV (effective from 01.01.2011).
Article 17. It should be noted that the expenses of the Ministry of Emergency Situations of the Republic of Kazakhstan for the formation and storage of the state material reserve include funds in the amount of 7,193,995 thousand tenge, including funds from the sale of tangible assets issued in the order of refreshment in the amount of 6,505,813 thousand tenge. Article 18. To provide in the republican budget for 2011 1,747,853 thousand tenge for repayment and servicing of loans guaranteed by the state.
Article 19. To set a limit on the provision of state guarantees of the Republic of Kazakhstan in 2011 in the amount of 65,000,000 thousand tenge.
Article 20. To set the government debt limit as of December 31, 2011 in the amount of KZT 3,200,000,000 thousand.
Article 21. To set a limit on the provision of state guarantees in 2011 in the amount of 50,000,000 thousand tenge.
Article 22. To approve the list of republican budget programs that are not subject to sequestration in the process of executing the republican budget for 2011, according to Appendix 5. To establish that local budget programs are not subject to sequestration in the process of executing local budgets for 2011, according to Appendix 6.
Article 23. This Law shall enter into force on January 1, 2011.
