The Law of the Republic of Kazakhstan dated November 30, 2015 No. 426-V SAM.

Article 1. To approve the republican budget for 2016-2018 in accordance with appendices 1, 2 and 3, respectively, including for 2016 in the following amounts:

1) income – 7 648 362 885 thousands of tenge, including for:

tax receipts – 3 918 018 771 thousands of tenge;

non–tax receipts - 272,651,673 thousand tenge;

proceeds from the sale of fixed assets – 9 504 814 thousand tenge;

transfer receipts – 3 448 187 627 thousands of tenge;

2) costs – 8 045 742 230 thousands of tenge;

3) net budget lending – 223,163,225 thousand tenge, including:

budget loans – 315 031 873 thousand tenge;

repayment of budget loans – 91,868,648 thousand tenge;

4) the balance of operations with financial assets is 282,143,545 thousand tenge, including:

acquisition of financial assets – 285,913,545 thousand tenge;

proceeds from the sale of financial assets of the state – KZT 3,770,000 thousand;

5) Budget deficit – - 902 686 115 thousands of tenge, or 2.0 percent of the country's gross domestic product;

6) financing of the budget deficit – 902,686,115 thousand tenge.

Article 2. To provide in the republican budget for 2016 for the receipt of lease payments for the use of the Baikonur complex by the Russian Federation in the amount of 40,069,888 thousand tenge and military training grounds in the amount of 7,325,376 thousand tenge.

Article 3.To approve the volume of budget revenues for 2016 allocated to the National Fund of the Republic of Kazakhstan, according to Appendix 4.

Article 4.To establish that the income of the relevant budget is credited:

1) according to the code "Mineral Extraction Tax" of the budget revenue classification of the Unified Budget Classification, the debt of subsurface users on royalties, as well as royalties under subsurface use contracts, in which guarantees of stability of the tax regime are maintained;

2) according to the "Social Tax" code of the budget revenue classification of the Unified Budget Classification – arrears on contributions previously transferred to the Pension Fund, the State Pension Payment Center, the Compulsory Medical Insurance Fund, the State Social Insurance Fund, the Employment Promotion Fund, as well as contributions from highway users previously received by the Road Fund.

At the same time, taxpayers who carry out activities under subsurface use contracts, in which guarantees of stability of the tax regime are maintained, reduce the above-mentioned deductions or social tax by the amount of deductions to the State Social Insurance Fund calculated in accordance with the Law of the Republic of Kazakhstan "On Compulsory Social Insurance".;

3) according to the code "Gasoline (except aviation) and diesel fuel produced in the territory of the Republic of Kazakhstan" – debt on collection from gasoline and diesel fuel, previously received by the Road Fund.

Article 5.The negative balance formed as of December 31, 1998 as a result of the excess of the amounts of benefits accrued by employers for temporary disability, pregnancy and childbirth, at the birth of a child, and burial, paid from the State Social Insurance Fund, over the accrued amount of deductions to the specified fund, is monthly offset against the payment of social tax within 4 percent of the the salary fund.

Article 6.To provide in the republican budget for 2016 the volume of budget withdrawals from regional budgets and budgets of the city of republican significance, the capital to the republican budget in the amount of 213,852,809 thousand tenge, including:

Atyrau region – 73,202,568 thousand tenge;

Mangystau region – 25,712,825 thousand tenge;

Almaty city – 97 684 008 thousand tenge;

Astana city – 17,253,408 thousand tenge.

Article 7.To provide in the republican budget for 2016 for the receipt of transfers from the regional budgets of Akmola, Karaganda, Kostanay and Mangystau regions in the amount of 424,637 thousand tenge in connection with the transfer of expenses for the maintenance of training centers of the departments of internal affairs of the regions to the republican budget.

Article 8.To provide in the republican budget for 2016 for the receipt of transfers from the regional budgets of Akmola, Almaty, Aktobe, East Kazakhstan, South Kazakhstan regions in the amount of 914,330 thousand tenge in connection with the transfer of expenses provided for the implementation of the educational process in secondary education institutions for grades 1-11 in accordance with state mandatory education standards, for testing the implementation of per capita financing.

Article 9. To provide in the republican budget for 2016 the amount of guaranteed transfer from the National Fund of the Republic of Kazakhstan in the amount of 2,479,726,312 thousand tenge.

Article 10. To provide in the republican budget for 2016 a targeted transfer from the National Fund of the Republic of Kazakhstan in the amount of 752,848,832 thousand tenge for the purposes defined by the Decree of the President of the Republic of Kazakhstan.

The allocation and (or) the procedure for using the target transfer from the National Fund of the Republic of Kazakhstan are determined on the basis of a decision of the Government of the Republic of Kazakhstan.

Article 11. To be established from January 1, 2016:

1) the minimum wage is 22,859 tenge;

2) the amount of the state basic pension payment is 11,965 tenge;

3) the minimum pension amount is 25,824 tenge;

4) the monthly calculation index for calculating benefits and other social benefits, as well as the application of penalties, taxes and other payments in accordance with the legislation of the Republic of Kazakhstan – 2,121 tenge;

5) the amount of the subsistence minimum for calculating the amount of basic social benefits is 22,859 tenge.

Article 12.Starting from January 1, 2016, to establish the remuneration of civil servants according to the new model of the wage system, as well as the payment of a monthly supplement for special working conditions to official salaries in the amount of 10 percent.

Article 13. To establish from January 1, 2016, a monthly amount of monetary compensation for housing maintenance and utility bills in the amount of 3,739 tenge for military personnel (except conscripts) and employees of special state and law enforcement agencies, the state courier service.

Article 13-1. To establish that from January 1, 2016, the requirements of the Government of the Republic of Kazakhstan for state educational and student loans will cease in cases of the borrower's death or declaration of his deceased.

Article 14. To provide in the republican budget for 2016 the volume of subventions transferred from the republican budget to regional budgets in the amount of 836,882,948 thousand tenge, including:

Akmola region – 52,707,119 thousand tenge;

Aktobe region – 8,621,042 thousand tenge;

Almaty region – 91,087,781 thousand tenge;

East Kazakhstan Region - 80,124,382 thousand tenge;

Zhambyl region – 94,008,044 thousand tenge;

West Kazakhstan - 37,001 397 thousand tenge;

Karaganda region – 16,132,736 thousand tenge;

Kyzylorda region – 80,719,104 thousand tenge;

Kostanay region – 55,912,375 thousand tenge;

Pavlodar region – 7,278,411 thousand tenge;

North Kazakhstan – 57,470,936 thousand tenge;

South Kazakhstan – 255,819,621 thousand tenge.

Article 15. The distribution and procedure for the use of targeted current transfers by the regional budgets, the budgets of the cities of Astana and Almaty for 2016 are determined on the basis of a decision of the Government of the Republic of Kazakhstan on:

1) testing per capita financing of secondary education organizations;

2) an increase in the amount of scholarships for students in medical organizations of technical and vocational, post-secondary education on the basis of a state educational order of local executive bodies;

3) implementation of conditional cash assistance under the "Orleu" project;

4) provision of medical care to the population by health care entities of regional significance and rural areas and outpatient polyclinic care;

5) providing medical care to cancer patients;

6) ensuring and expanding the guaranteed volume of free medical care;

7) purchase of medicines, vaccines and other immunobiological preparations;

8) implementation of the Action Plan for ensuring the rights and improving the quality of life of people with disabilities in the Republic of Kazakhstan for 2012-2018;

9) replacement and adjustment services for speech processors for cochlear implants;

10) carrying out preventive disinfection and deratization (with the exception of disinfection and deratization on the territory of natural foci of infectious and parasitic diseases, as well as in foci of infectious and parasitic diseases);

11) support for private entrepreneurship in the regions.
