The Law of the Republic of Kazakhstan dated November 29, 2016 No. 25-VI SAM.

RCPI's note! Effective from 01.01.2017.

Article 1. To approve the republican budget for 2017-2019 in accordance with appendices 1, 2 and 3, respectively, including for 2017 in the following amounts:

1) income – 9 609 031 675 thousands of tenge, including for:

tax receipts – 4 810 958 061 thousand tenge;

non–tax receipts - 140,197,027 thousand tenge;

proceeds from the sale of fixed assets – 1,604,797 thousand tenge;

transfer receipts – 4 656 271 790 thousands of tenge;

2) costs – 10 699 154 559 thousands of tenge;

3) net budget lending – KZT 200,057,736 thousand, including:

budget loans – 282,483,824 thousand tenge;

repayment of budget loans – 82,426,088 thousand tenge;

4) the balance of operations with financial assets is KZT 195,718,279 thousand, including:

acquisition of financial assets – KZT 195,718,279 thousand;

5) Budget deficit – - 1 485 898 899 thousands of tenge, or 2.9 percent of the country's gross domestic product;

6) financing the budget deficit – 1 485 898 899 thousands of tenge.

Article 2. To provide in the republican budget for 2017 for the receipt of lease payments for the use of the Baikonur complex by the Russian Federation in the amount of 40,024,295 thousand tenge and military ranges in the amount of 6,455,965 thousand tenge.

Article 3. To approve the volume of receipts for 2017 directed to the National Fund of the Republic of Kazakhstan, according to Appendix 4.

Article 4. To provide in the republican budget for 2017 the volume of budget withdrawals from regional budgets and budgets of the city of republican significance, the capital to the republican budget in the amount of 236,808,019 thousand tenge, including:

Atyrau region – 93,073,240 thousand tenge;

Mangystau region – 28,977,170 thousand tenge;

Almaty city – 95,217,756 thousand tenge;

Astana city – 19,539,853 thousand tenge.

Article 4-1. To provide in the republican budget for 2017 for the receipt of transfers from regional budgets, the budgets of Astana and Almaty in connection with the reduction of employer deductions for compulsory social health insurance in accordance with the Law of the Republic of Kazakhstan dated June 30, 2017 "On Amendments and Additions to certain legislative acts of the Republic of Kazakhstan on healthcare" in the amount of 4,898,537 thousand tenge.

Receipts to the republican budget of the indicated amounts of transfers from regional budgets, budgets of Astana and Almaty cities are determined on the basis of a decision of the Government of the Republic of Kazakhstan.

Article 5. To provide in the republican budget for 2017 the amount of a guaranteed transfer from the National Fund of the Republic of Kazakhstan in the amount of 2,880,000,000 thousand tenge.

Article 6. To provide in the republican budget for 2017 a target transfer from the National Fund of the Republic of Kazakhstan in the amount of 1,534,565,234 thousand tenge for the purposes defined by the Decree of the President of the Republic of Kazakhstan.

The allocation and (or) the procedure for using the target transfer from the National Fund of the Republic of Kazakhstan are determined on the basis of a decision of the Government of the Republic of Kazakhstan.

Article 7. Install from January 1, 2017:

1) the minimum wage is 24,459 tenge;

2) the amount of the state basic pension payment is 12,802 tenge;

3) the minimum pension amount is 28,148 tenge;

4) the monthly calculation index for calculating benefits and other social benefits, as well as the application of penalties, taxes and other payments in accordance with the legislation of the Republic of Kazakhstan – 2,269 tenge;

5) the amount of the subsistence minimum for calculating the amount of basic social benefits is 24,459 tenge.

Install from July 1, 2017:

1) the amount of the state basic pension payment is 14,466 tenge;

2) the minimum pension amount is 31,245 tenge.

Article 8. To establish that the funds allocated for old-age pension payments and long-service pension payments are provided for taking into account the increase in their size:

by nine percent since January 1, 2017;

since July 1, 2017, by eleven percent.

Article 9. Starting from January 1, 2017, establish a monthly amount of monetary compensation for housing maintenance and utility bills in the amount of 3,739 tenge for military personnel (except conscripts) and employees of special state and law enforcement agencies, the state courier service.

Article 10. To provide in the republican budget for 2017 the volume of subventions transferred from the republican budget to regional budgets in the amount of 1,488,290,236 thousand tenge, including:

Akmola region – 98,876,923 thousand tenge;

Aktobe region – 52,075,219 thousand tenge;

Almaty region – 149,323,221 thousand tenge;

East Kazakhstan Region - 154,177,713 thousand tenge;

Zhambyl region – 148,950,489 thousand tenge;

West Kazakhstan - 47 523 970 thousand tenge;

Karaganda region – 98,979,375 thousand tenge;

Kyzylorda region – 130 493 866 thousand tenge;

Kostanay region – 103,540,487 thousand tenge;

Pavlodar region – 43,979,033 thousand tenge;

North Kazakhstan – 91,616,267 thousand tenge;

South Kazakhstan – 368 753 673 thousand tenge.

Article 11. The distribution of targeted current transfers to regional budgets, budgets of Astana and Almaty cities for 2017 is determined on the basis of a decision of the Government of the Republic of Kazakhstan on:

1) conducting exercises on actions in case of threat and crisis situation;

2) ensuring the protection of public order during events of international importance;

2-1) material and technical equipment of internal affairs units;

2-2) training of administrative police officers of internal affairs bodies;

2-3) an increase in the amount of allowances for the professional qualifications of law enforcement officers;

2-4) increase of official salaries of employees of internal affairs bodies;

2-5) subsidizing the development of livestock breeding, increasing productivity and quality of livestock products;

3) reimbursement of part of the expenses incurred by the subject of the agro-industrial complex for investment investments;

4) subsidizing within the framework of guaranteeing and insuring loans of subjects of the agro-industrial complex;

5) subsidizing procurement organizations in the field of the agro-industrial complex of the amount of value-added tax paid to the budget, within the limits of the calculated value-added tax;

6) subsidizing the interest rate on credit and leasing obligations in the framework of the financial rehabilitation of the subjects of the agro-industrial complex;

7) subsidizing interest rates for lending, as well as leasing for the purchase of farm animals, machinery and technological equipment;

8) additional payment for teachers who have completed internships in language courses;

9) additional payment to teachers for the replacement of the main employee during the training period;

10) implementation of conditional monetary assistance under the "Orleu" project;

11) provision of a guaranteed amount of free medical care at the local level;

12) promoting a healthy lifestyle;

13) ensuring and expanding the guaranteed volume of free medical care;

14) purchase of medicines, vaccines and other immunobiological preparations, as well as specialized products for children and medical nutrition at the outpatient level;

15) excluded by the Law of the Republic of Kazakhstan dated 13.11.2017 No. 109-VI (effective from 01.01.2017);

16) introduction of standards for the provision of special social services;

17) placement of a state social order in non-governmental organizations;

18) implementation of the Action Plan for ensuring the rights and improving the quality of life of people with disabilities in the Republic of Kazakhstan for 2012-2018;

19) replacement and adjustment services for speech processors for cochlear implants;

20) financing of priority transport infrastructure projects;

21) withdrawal of land plots for state needs;

22) subsidizing the cost of drinking water supply services from particularly important group and local water supply systems that are non-alternative sources of drinking water supply;

23) subsidizing interest rates on loans within the framework of the Unified Business Support and Development Program "Business Roadmap 2020";

24) compensation for losses as a result of shortening the period of increased excise tax rates on gasoline and diesel fuel.

The procedure for the use of targeted current transfers by the regional budgets, the budgets of the cities of Astana and Almaty for 2017, specified in subparagraphs 8) -14), 18) and 19) of the first part of this Article, is determined on the basis of a decision of the Government of the Republic of Kazakhstan.

Article 12. To provide in the republican budget for 2017, as part of the expenditures of the Ministry of Investment and Development of the Republic of Kazakhstan, funds in the amount of 11,495,298 thousand tenge for transfer to the joint-stock company Housing Construction Savings Bank of Kazakhstan for the payment of compensation for deposits in housing construction savings.

Article 12-1. To provide in the republican budget for 2017, as part of the expenditures of the Ministry of Investment and Development of the Republic of Kazakhstan, funds in the amount of 8,000,000 thousand tenge for budget lending to the Housing Construction Savings Bank of Kazakhstan Joint Stock Company to provide preliminary and interim housing loans to depositors.

Article 13. The distribution of loans to regional budgets, budgets of Astana and Almaty cities for the promotion of entrepreneurship in regional centers, Astana, Almaty, Turkestan, Semey and single-industry towns for 2017 is determined on the basis of a decision of the Government of the Republic of Kazakhstan.

Article 14. The allocation and (or) the procedure for using funds for the development of productive employment and mass entrepreneurship are determined on the basis of a decision of the Government of the Republic of Kazakhstan.

Article 14-1. The distribution and (or) the procedure for using funds for compensation of damage to employees of liquidated mines transferred to the limited Liability company Karagandalikvidshakht are determined on the basis of a decision of the Government of the Republic of Kazakhstan.

Article 15. To approve the reserve of the Government of the Republic of Kazakhstan for 2017 in the amount of 66,026,099 thousand tenge.

Article 16. It should be noted that the expenses of the Ministry of Defense and Aerospace Industry of the Republic of Kazakhstan include funds for the formation and storage of the state material reserve in the amount of 8,706,520 thousand tenge, with funds from the sale of tangible assets issued in the order of refreshment in the amount of 1,154,797 thousand tenge reflected in the revenues of the republican budget.

Article 16-1. It should be noted that as part of the costs of the Ministry of Investment and Development of the Republic of Kazakhstan, funds are provided for the transfer to the National Company KazAvtoZhol Joint Stock Company for the fulfillment of obligations under the trust management agreement for state property in the amount of 50 108,098 thousand tenge.

Article 17. To provide 576,831 thousand tenge in the republican budget for 2017 for repayment and servicing of government-guaranteed loans.

Article 18. To set a limit on the provision of state guarantees of the Republic of Kazakhstan in 2017 in the amount of 1,500,000,000 thousand tenge.

Article 19. To set the government debt limit as of December 31, 2017 in the amount of KZT 11,100,000,000 thousand.

Article 20. To set a limit on the provision of state guarantees for 2017 in the amount of 107,616,000 thousand tenge.

Article 21. To set a limit on government obligations for public-private partnership projects, including state concession obligations of the Government of the Republic of Kazakhstan for 2017, in the amount of 1,578,982,955 thousand tenge.

Article 22. To approve the list of republican budget programs (subprograms) that are not subject to sequestration in the process of executing the republican budget for 2017, according to Appendix 5.

To establish that in the process of executing local budgets for 2017, local budget programs are not subject to sequestration in accordance with Appendix 6.

Article 23. This Law shall enter into force on January 1, 2017.
