Law of the Republic of Kazakhstan dated November 9, 2004 No. 602

This Law defines the volume of official transfers of a general nature between the republican and regional budgets, the budgets of the city of republican significance, the capital in absolute terms for the three-year period 2005-2007, broken down by year.

Article 1. The volume of budget withdrawals transferred from regional budgets and budgets of the city of republican significance, the capital to the republican budget

1. To establish budget withdrawals from regional budgets and budgets of the city of republican significance, the capital to the republican budget for 2005 in the amount of 95,008,515 thousand tenge, including: Aktobe region - 1,371,334 thousand tenge; Atyrau region - 28,989,102 thousand tenge; Mangystau region - 15,989,138 thousand tenge; Almaty city - 45,357,967 thousand tenge; Astana city - 3,300,974 thousand tenge. 2. To establish budget withdrawals from regional budgets and budgets of the city of republican significance, the capital in the republican budget for 2006 in the amount of 119,476,590 thousand tenge, including: Aktobe region - 1,601,322 thousand tenge; Atyrau region - 35,621,410 thousand tenge; Mangystau region - 19,439,802 thousand tenge; Almaty city - 56,507,741 thousand tenge; Astana city - 6,306,315 thousand tenge.

3. To establish budget withdrawals from regional budgets and budgets of the city of republican significance, the capital in the republican budget for 2007 in the amount of 151,498,867 thousand tenge, including: Aktobe region - 1,079,129 thousand tenge; Atyrau region - 43,061,767 thousand tenge; Mangystau region - 24,436,744 thousand tenge; Almaty city - 72,310,353 thousand tenge; Astana city - 10,610,874 thousand tenge.

Article 2. Amounts of budget subventions transferred from the republican budget to regional budgets

1. To establish budget subventions transferred from the republican budget to regional budgets for 2005 in the amount of 133,027,541 thousand tenge, including: Akmola region - 13,864,414 thousand tenge; Almaty region - 15,418,795 thousand tenge; East Kazakhstan region - KZT 15,469,332 thousand; Zhambyl region - KZT 15,058,444 thousand; West Kazakhstan Region - KZT 7,664,947 thousand; Karaganda Region - KZT 5,026,153 thousand; Kostanay region - KZT 9,478,426 thousand; Kyzylorda region - 11,009,439 thousand tenge; Pavlodar region - 1,258,887 thousand tenge; North Kazakhstan - 11 461 369 thousand tenge; South Kazakhstan - 27 317 335 thousand tenge. 2. To establish budget subventions transferred from the republican budget to regional budgets for 2006 in the amount of 153,149,590 thousand tenge, including: Akmola region - 15,958,655 thousand tenge; Almaty region - 17,707,954 thousand tenge; East Kazakhstan region - 17,610,210 thousand tenge; Zhambyl region - 17,395,854 thousand tenge; West Kazakhstan region - 8,490,201 thousand tenge; Karaganda region - 5,908,832 thousand tenge; Kostanay region - 10,934,747 thousand tenge; Kyzylorda region - 12,329,913 thousand tenge; Pavlodar region - 1,617,733 thousand tenge; North Kazakhstan - 13,367,240 thousand tenge; South Kazakhstan - 31,828,251 thousand tenge.

3. To establish budget subventions transferred from the republican budget to regional budgets for 2007 in the amount of 192,790,980 thousand tenge, including: Akmola region - 19,616,640 thousand tenge; Almaty region - 22,186,299 thousand tenge; East Kazakhstan region - 22,189,261 thousand tenge; Zhambyl region - 21,326,306 thousand tenge; West Kazakhstan region - 11,173,159 thousand tenge; Karaganda region - 7,677,669 thousand tenge; Kostanay region - 13,414,504 thousand tenge; Kyzylorda region - 14,811,753 thousand tenge; Pavlodar region - 3,810,519 thousand tenge; North Kazakhstan - 16,545,651 thousand tenge; South Kazakhstan - 40,039,219 thousand tenge.

Article 3. Expenses included in the calculation of official transfers of a general nature

1. To establish that when determining the volume of official transfers of a general nature for 2005-2007, additional expenditures of local budgets are taken into account: 1) expenses of a permanent nature, financed by targeted transfers from the national budget in 2004, in the amount of KZT 6,937,590 thousand, including: 2,731,921 thousand tenge for the maintenance of standard staff of public secondary schools in accordance with Appendix 1 to this Law; 1,814,019 thousand tenge for the maintenance of newly commissioned educational facilities in accordance with Appendix 2 to this Law; 526,737 thousand tenge for the maintenance of newly commissioned health facilities in accordance with Appendix 3 to this Law; 716,000 thousand tenge for an increase in monetary allowances and logistical equipment for district police inspectors in accordance with Appendix 4 to this Law; 219,006 thousand tenge to increase the amount of scholarships for students studying at secondary vocational educational institutions on the basis of a state order, in accordance with Appendix 5 to this Law; 214,077 thousand tenge for the payment of financial assistance for rehabilitation and environmental allowances to salaries of civil servants in accordance with Appendix 6 to this Law; KZT 715,830 thousand for ensuring the functioning of educational institutions transferred from the balance sheet of the National Company Kazakhstan Temir Zholy Joint Stock Company, in accordance with Appendix 7 to this Law; 2) transferred costs in accordance with the distribution of costs between budget levels defined by the Budget Code of the Republic of Kazakhstan, in the amount of 1,506,329 thousand tenge, including including: 125,425 thousand tenge for rehabilitation and social assistance to veterans and the disabled in accordance with Appendix 8 to this Law; 444,989 thousand tenge for the provision of medical prosthetics and prosthetic and orthopedic products in accordance with Appendix 9 to this Law; 221,426 thousand tenge for the provision of sign language aids and sign language assistance for the disabled in accordance with Appendix 10 to this Law; 67,620 thousand tenge for the provision of hearing aids for the disabled in accordance with Appendix 11 to this Law; 646,869 thousand tenge for maintenance of individual divisions of the internal affairs bodies in accordance with Appendix 12 to this Law; 3) funds for reimbursement of expenses previously used to pay wages in 2005 in the amount of 2,308,612 thousand tenge, in 2006 in the amount of 886,835 thousand tenge, in 2007 in the amount of 434,312 thousand tenge according to Appendix 13 to this Law; 4) funds for the provision of a guaranteed amount of free medical care in the amount of KZT 15,000,000 thousand in accordance with Appendix 14 to this Law, aimed at providing medicines to patients with somatic diseases in medical organizations at the city and regional levels and increasing the per capita standard of organizations providing primary health care, including conducting diagnostic tests in the direction of a primary health care services; 5) funds for the implementation of the Law of the Republic of Kazakhstan dated July 11, 2002 "On social and medical-pedagogical correctional support for children with disabilities" in the amount of 512,176 thousand tenge in accordance with Appendix 15 to this Law; 6) funds for the implementation of the Law of the Republic of Kazakhstan dated January 23, 2001 "On local Public Administration in the Republic of Kazakhstan", including an increase in the number of maslikhat offices in the amount of 657,233 thousand tenge, an increase in salaries of maslikhat secretaries in the amount of 4,669 thousand tenge, additional costs for maintaining the offices of village akims districts in the amount of 2,882,473 thousand tenge according to Appendix 16 to this Law; 7) funds for the implementation of the Law of the Republic of Kazakhstan dated January 23, 2001 "On Employment of the population" in terms of ensuring the status of civil servants for employees of employment agencies in the amount of 320,744 thousand tenge in accordance with Appendix 17 to this Law; 8) funds for the implementation of the Law of the Republic of Kazakhstan dated December 17, 1998 "On Marriage and Family" in terms of the payment of funds for the maintenance of a child (children) transferred to foster carers in the amount of 289,147 thousand tenge in accordance with Appendix 18 to this Law. 2. To establish that in order to implement the measures of the State Education Program in the Republic of Kazakhstan for 2005-2010 and the State Program for the Reform and Development of Healthcare in the Republic of Kazakhstan for 2005-2010, local budget expenditures allocated in 2005-2007 for major repairs and strengthening of the material and technical base of educational and healthcare organizations should be at least the amounts specified in Appendix 19 to the present Law. 3. To establish that when determining the volume of official transfers of a general nature for 2005-2007, local budget expenditures additionally include expenditures in the amount of KZT 6,000,000 thousand annually for the construction of engineering and communication networks to housing construction facilities as part of the implementation of the State Program for the Development of Housing Construction in the Republic of Kazakhstan for 2005-2007, approved by Decree of the President of the Republic of Kazakhstan dated 11 June 2004, No. 1388, according to Appendix 20 to this Law. 4. To establish that the local executive bodies of West Kazakhstan, Kostanay and Pavlodar regions must repay the debt to the republican budget in accordance with Appendix 21 to this Law.

Article 4. The amount of expenditures provided for in local budgets

To establish that the amounts of expenditures taken into account when calculating the size of official transfers of a general nature should be provided for in the relevant local budgets in amounts not lower than those set out in the annexes to this Law.
