About some issues of transportation of liquefied petroleum gas
Order of the Acting Minister of Energy of the Republic of Kazakhstan dated May 4, 2026 No. 180-n/K. Registered with the Ministry of Justice of the Republic of Kazakhstan on May 6, 2026 No. 38669
In accordance with article 18 of the Law of the Republic of Kazakhstan "On Regulation of Trade Activities" and Article 29 of the Treaty on the Eurasian Economic Union (hereinafter referred to as the Treaty), as well as section 10 of Annex 7 to the Treaty, I ORDER:
1. Introduce a ban on the export from the territory of the Republic of Kazakhstan of liquefied petroleum gas (EAEU HS code 2711 12 970 0), propane (EAEU HS code 2711 12 940 0) and butane (EAEU HS code 2711 13 970 0) by road and rail for a period of six months, with the exception of:
1) export by subsurface users who have carried out production under a production sharing agreement (contract) or a subsurface use contract approved by the President of the Republic of Kazakhstan, which have a stable tax regime in accordance with paragraph 1 of Article 755 of the Tax Code of the Republic of Kazakhstan;
2) export of goods produced (processed) from Kazakhstani raw materials extracted at the Karachaganak and Kashagan deposits on the basis of international treaties of the Republic of Kazakhstan;
3) transported transit traffic starting and ending outside the Republic of Kazakhstan;
4) exported as part of humanitarian aid by decision of the Government of the Republic of Kazakhstan.
2. The Department of the Gas Industry of the Ministry of Energy of the Republic of Kazakhstan should provide notification to the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan on taking, within its competence, the necessary measures to ensure the implementation of paragraph 1 of this order in accordance with the procedure established by the legislation of the Republic of Kazakhstan.
3. The Department of the Gas Industry of the Ministry of Energy of the Republic of Kazakhstan, in accordance with the procedure established by the legislation of the Republic of Kazakhstan, shall ensure:
1) the state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) posting of this order on the Internet resource of the Ministry of Energy of the Republic of Kazakhstan;
3) within ten calendar days from the date of state registration of this order with the Ministry of Justice of the Republic of Kazakhstan, submit to the Department of Legal Service of the Ministry of Energy of the Republic of Kazakhstan information on the implementation of measures provided for in subparagraphs 1) and 2) of this paragraph;
4) informing the Eurasian Economic Commission about the introduction of the ban specified in paragraph 1 of this order.
4. Control over the execution of this order is entrusted to the supervising Vice Minister of Energy of the Republic of Kazakhstan.
5. This order will enter into force on May 14, 2026 and is subject to official publication.
