About the capital of the Republic of Kazakhstan

Decree of the President of the Republic of Kazakhstan dated September 15, 1995 No. 2457 having the force of Law.

In accordance with paragraph 3 of Article 2 of the Constitution of the Republic of Kazakhstan, article 1 of the Law of the Republic of Kazakhstan dated December 10, 1993 "On the temporary delegation of additional powers to the President of the Republic of Kazakhstan and heads of local administrations" and the resolution of the Supreme Council of the Republic dated July 6, 1994 "On the transfer of the capital of the Republic of Kazakhstan", I decree:

     1. Establish that:

     Prior to the relocation of the Parliament and the Government of the Republic to the city of Akmola, the capital of the Republic of Kazakhstan is the city of Almaty.;

     The location of the Residences of the President of the Republic are the cities of Akmola and Almaty.

     2. To organize the work on the relocation of higher and central government bodies to the city of Akmola, to form the State Commission of the Republic of Kazakhstan, giving it the right to coordinate the activities of central and local executive bodies for these purposes.

     3. To the Government of the Republic:

     to establish an extra-budgetary fund "New Capital" in order to accumulate extra-budgetary funds for the development of the city of Akmola;

     to prepare and submit proposals for the consideration of the President of the Republic on the provision of tax, customs and other benefits to investors involved in the construction and development of the infrastructure of the city of Akmola;

     Take other necessary measures to implement this Decree.

     4. This Decree comes into force from the date of publication.
