About the Interdepartmental Commission for the Prevention of Offenses under the Government of the Republic of Kazakhstan
Decree of the President of the Republic of Kazakhstan dated March 10, 2026 No. 1200
In accordance with paragraph 4 of Article 38 of the Law of the Republic of Kazakhstan "On the Prevention of Offenses", I HEREBY DECREE:
1. To establish an Interdepartmental Commission for the Prevention of Offenses under the Government of the Republic of Kazakhstan (hereinafter referred to as the Interdepartmental Commission).
2. To approve the attached Regulations on the Interdepartmental Commission.
3. The Government of the Republic of Kazakhstan shall take the necessary measures arising from this Decree.
4. This Decree shall enter into force from the date of its signing.

Regulations of the Interdepartmental Commission for the Prevention of Offenses under the Government of the Republic of Kazakhstan
Chapter 1. General provisions
1. The Interdepartmental Commission for the Prevention of Offenses under the Government of the Republic of Kazakhstan (hereinafter referred to as the Interdepartmental Commission) is a permanent consultative and advisory body that coordinates the activities of government agencies on the prevention of offenses.
2. The Interdepartmental Commission in its activities is guided by the Constitution and laws of the Republic of Kazakhstan, acts of the President and Government of the Republic of Kazakhstan, other regulatory legal acts of the Republic of Kazakhstan, as well as this Regulation.
3. The working body of the Interdepartmental Commission is the Ministry of Internal Affairs of the Republic of Kazakhstan (hereinafter referred to as the working body).
4. To analyze the activities of government agencies and develop recommendations, an interdepartmental working group is being created, whose activities are determined by the rules for project management approved by the authorized project management body.
Chapter 2. Composition of the Interdepartmental Commission
5. The Chairman of the Interdepartmental Commission is the Prime Minister of the Republic of Kazakhstan, and his Deputy is the Minister of Internal Affairs of the Republic of Kazakhstan.
6. The Secretary of the Interdepartmental Commission is the Chairman of the Committee for the Coordination of Preventive Work of the Ministry of Internal Affairs of the Republic of Kazakhstan.
7. The members of the Interdepartmental Commission are ex officio: Prosecutor General of the Republic of Kazakhstan, Chairman of the National Security Committee of the Republic of Kazakhstan, Deputy Prime Minister - Minister of National Economy of the Republic of Kazakhstan, Deputy Prime Minister – Minister of Artificial Intelligence and Digital Development of the Republic of Kazakhstan, Deputy Prime Minister – Minister of Culture and Information of the Republic of Kazakhstan, Minister of Defense of the Republic of Kazakhstan, Minister of Foreign Affairs of the Republic of Kazakhstan, Chairman of the Agency of the Republic of Kazakhstan for Financial Monitoring, Chairman of the Agency of the Republic of Kazakhstan for Regulation and Development of the Financial Market, Chairman of the Agency of the Republic of Kazakhstan for Civil Service Affairs, Adviser to the President – Chairman of the Agency for Strategic Planning and Reforms of the Republic of Kazakhstan, Minister of Agriculture, Minister of Justice, Minister of Science and Higher Education, Minister of Health, Minister of Labor and Social Protection, Minister of Transport, Minister of Finance, Minister of Education, Minister of Industry and Construction, Minister of Trade and Integration, Minister of Emergency Situations, Minister of Tourism and Minister of Sports, Minister of Energy of the Republic of Kazakhstan.
Chapter 3. Powers of the Interdepartmental Commission
8. The main powers of the Interdepartmental Commission are:
1) coordination of the activities of government agencies on crime prevention and assessment of its effectiveness;
2) development of proposals to improve the legislation of the Republic of Kazakhstan on the prevention of offenses;
3) review of the implementation of policy documents in the field of crime prevention;
4) submitting proposals for improving crime prevention measures for consideration by the Government of the Republic of Kazakhstan, local executive bodies of regions, cities of republican significance, the capital, districts and cities of regional significance;
5) preparation and sending of information materials on crime prevention to the Government of the Republic of Kazakhstan, relevant local representative and executive bodies;
6) hearing reports from heads and officials of state bodies on the prevention of offenses and on the work they carry out, developing proposals for improving their activities;
7) consideration of the recommendations of the interdepartmental working group.
Chapter 4. The procedure for the activities of the Interdepartmental Commission
9. The interdepartmental Commission is headed by the Chairman. During the absence or on behalf of the Chairman, his functions are performed by a deputy.
10. Members of the Interdepartmental Commission participate in meetings without the right to substitute. Invited persons may participate in meetings of the Interdepartmental Commission.
11. The work plan, the agenda of the meetings, as well as the place and time of their holding are approved by the Chairman of the Interdepartmental Commission.
12. Meetings of the Interdepartmental Commission are held as necessary, but at least once every six months, and are considered competent if they are attended by at least two thirds of the total number of members of the Interdepartmental Commission.
13. Based on the results of the meeting of the Interdepartmental Commission, a protocol is drawn up within three working days, signed by the chairman and the secretary.
After the meeting of the Interdepartmental Commission, the secretary draws up the minutes. The Secretary is not a member of the Interdepartmental Commission.
14. The working body of the Interdepartmental Commission:
1) provides organizational support for the work of the Interdepartmental Commission;
2) prepares proposals on the agenda of its meeting, as well as the necessary documents and materials, which are sent to the members of the Interdepartmental Commission three working days before its meeting, accompanied by a draft protocol.;
3) monitors the execution of minutes of meetings;
4) ensures the recording and storage of materials, as well as protocol decisions of the Interdepartmental Commission with attached voting sheets.
15. The Interdepartmental Commission is reorganized and abolished by an act of the President of the Republic of Kazakhstan.
