About the internal troops of the Republic of Kazakhstan

Decree of the President of the Republic of Kazakhstan dated January 10, 1992 N 575

 In order to ensure the state independence of the Republic of Kazakhstan, public safety, rights and freedoms of citizens, on the basis of part five of Article 71, paragraph 21 of Article 114-3 of the Constitution (Basic Law) of the Republic of Kazakhstan

I DECREE:      

1. To form the internal troops of the Republic of Kazakhstan from formations and units of internal troops stationed on the territory of the Republic. To establish the Office of the Commander of the Internal Troops and the Military Council of the Internal Troops of the Republic of Kazakhstan for operational management of combat and service activities, coordination of the actions of the internal troops.      

Direct leadership of the internal troops of the Republic of Kazakhstan is entrusted to the Commander of the internal troops.      

2. To establish that the internal troops of the Republic of Kazakhstan are designed to protect public order and combat crime, protect correctional labor institutions and facilities of national importance, escort persons in custody, and protect the security and state independence of the Republic of Kazakhstan.      

3. To grant the right to the Commander of the internal troops of the Republic of Kazakhstan, within the limits of the established number, to approve the staffs of formations, units and subunits of the internal troops in the interests of performing combat and official tasks.      

4. To the Cabinet of Ministers of the Republic of Kazakhstan:      

by March 1, 1992, to prepare and submit for consideration at the next session of the Supreme Council of the Republic of Kazakhstan a draft Law on the Internal Troops of the Republic;      

to approve the Regulations on the Internal troops of the Republic of Kazakhstan, the organizational structure, the number of internal troops and management staff;  

   determine the procedure for providing the internal troops with logistical resources, food, clothing, weapons, ammunition, communications equipment and other special technical means;

To provide for the volume of capitalinvestments for the construction of military,social and other facilities for the internal troops in 1992 and subsequent years.

5. Establish that the financing of the internal troops starting fromOn January 1, 1992, it is carried out at the expense of the republican andlocal budgets.The decree comes into force from the date of publication.
