Statement
Earlier, due to the blatant injustice and lawlessness, the lack of qualifications of doctors who made a medical mistake, we sent an appeal to the President of the Republic of Kazakhstan as a symbol and guarantor of state power, the inviolability of the Constitution, human and civil rights and freedoms, in order to establish justice in the field of healthcare. Since on June 21, 2019, at about 8 a.m. on the Almaty-Bishkek highway, as a result of an accident, he died on the spot. ................, My son B was in the taxi next to him................... Born on 04.10.2000, who was hospitalized in serious condition in the district hospital of Uzynagash village, Zhambyl district, Almaty region. After 8:30 a.m., I received a call from the hospital and was informed that my son had been in an accident where I had the opportunity to talk to my son. After the son reported that he had actually been in an accident and received severe bruises as well as complaints of pain in the solar plexus of the stomach. At about 10 a.m., I was already at the hospital and saw my son in the ward. He had numerous bruises and some defensive wounds. According to his son, he told us and the doctors that he had a burning and severe pain in the stomach area below his chest, and the doctor told us that he was in shock and had air, and everything would be fine after the release of air. The doctors took the air out of the stomach at about 12 o'clock, but my son did not have and did not change for the better, the son also complained of stomach pains and constantly asked for water, but the doctors forbade giving water to his son.

The son continued to complain all day long, and after our repeated visits to the doctors, an X-ray was taken at about 3 p.m. As a result of the image, a dark substance was found in the chest area where it hurt. The doctors immediately performed an operation and, according to the doctors, during the operation, the son's blood pressure dropped and he was moved to the intensive care unit after about 19 hours, the doctors informed us that the son had died. We believe that the doctors of the Zhambyl district hospital department did not professionally fulfill their duties, negligently treated their duties, abusing their official powers. Because if the doctors had taken an X-ray in a timely manner, namely immediately after admission, and performed the operation, my son's life and future would have been saved. A statement to the police investigating the investigation is irresponsible, groundless doctors' self-confidence, negligence and careless attitude towards patients cause hundreds of deaths of citizens in our country, respectively, my son is no exception, who was only 18 years old. Due to the aforementioned circumstances, the loss of my son is getting worse and worse for me mentally and mentally. While Dear Kassym-Jomart Kemelevich, in his message to the people of Kazakhstan, emphasized that Ensuring the quality and accessibility of medical services is one of the priorities of the state. We are saddened that in our country there is such a practice that officials, law enforcement agencies and judges, doctors begin to objectively consider cases and patients only after contacting the President, posting information on social networks and creating a public outcry.
Subsequently, all of our above arguments were confirmed by the Conclusion of the Committee for Quality Control and Safety of Goods and Services of the Ministry of Health of the Republic of Kazakhstan, and an unscheduled inspection was conducted at the State Enterprise for the Zhambyl Central District Hospital, the Health Department of the Almaty Region (hereinafter referred to as the Hospital). During the inspection, it was established that Burkhanov B.A. was hospitalized in an emergency in the surgical department of the Hospital. At the same time, the commission revealed violations committed by the Hospital's medical staff in providing assistance. ...................., namely: - underestimation of the severity of the patient's condition; - unjustified hospitalization in the surgical department; - delayed diagnosis of intestinal rupture, which led to to diffuse fecal peritonitis; - late surgical intervention. In addition, the doctors of the Central Hospital of Zhambyl district repeatedly called, and we also met, where they asked me to take everything away, as they could be imprisoned and ruin the doctors' lives.
However, I categorically disagree with the doctors' requests and refused their request, as for me public justice is above all and this circumstance of the case will serve as a lesson for other doctors and the future generation of young specialists. The statement to the police, the body of inquiry, the results of the check and the materials were sent to the Police Department of the Zhambyl district of the Police Department of the Almaty region to give a legal assessment of the actions of medical workers. In accordance with paragraph 11 of Part 6 of art. 71 of the Criminal Procedure Code of the Republic of Kazakhstan, the victim has the right to get acquainted with all the case materials at the end of the pre-trial investigation, to extract any information from it and in any volume, with the exception of information constituting state secrets.

According to paragraph 13, Part 6, Article 71 of the Criminal Procedure Code of the Republic of Kazakhstan, the victim has the right to receive copies of decisions recognizing him as a victim or refusing to do so, terminating the pre-trial investigation, the indictment, as well as copies of the verdict and the decision of the court of first instance, appeal and cassation instances. In accordance with Part 2 of Article 192 of the Criminal Procedure Code of the Republic of Kazakhstan, a pre-trial investigation in cases of inquiry should not exceed one month and two months in cases of preliminary investigation. However, to date, we do not know anything about the progress and results of the criminal case. On the basis of the above and in accordance with art. 71, 192 of the Criminal Procedure Code of the Republic of Kazakhstan, as well as Article 17 of the Law of the Republic of Kazakhstan "On the procedure for considering appeals from individuals and Legal entities",
I ask you to:
1. Provide information on the investigative measures carried out and ongoing against the guilty doctors of the Zhambyl Central District Hospital;
2.Provide the registration number of the criminal case registered in the ERDR;
3. To bring to justice the guilty officials;
4. Respond to the application within the time limits prescribed by law.
