Article 1. Basic concepts used in this Law Chapter 1. GENERAL PROVISIONS of the Law on State Regulation of Biofuel Production and Turnover
The following basic concepts are used in this Law:
1) raw materials of biological origin - products of biological origin, including those decomposing into biochemical components and used for the production of biofuels;
2) biofuel – fuel obtained by processing raw materials of biological origin, including bioethanol;
3) biofuel turnover - the processes (stages) of the sale (sale or supply) of biofuels, including import (import) and export (export) biofuels, as well as related processes of bottling, labeling, storage and transportation;
4) the authorized body in the field of biofuel turnover is a state body that provides guidance in the field of state regulation of biofuel turnover.;
5) biofuel utilization - technological processing of biofuels unsuitable for their intended use and by-products of biofuel production into biofuels of a given quality or other products;
6) biofuel production plant - a specialized facility designed for processing raw materials into biofuels;
7) biofuel production - a complex of operations for processing raw materials that ensure the production of biofuels;
8) biofuel producer - a legal entity engaged in the production and turnover of biofuels in accordance with the legislation of the Republic of Kazakhstan;
9) authorized body in the field of biofuel production - a state body that provides guidance in the field of state regulation of biofuel production;
10) bioethanol is dehydrated ethyl alcohol produced from raw materials of biological origin, intended for mandatory mixing with petroleum products or use for the production of fuel components, octane–enhancing additives, fuel additives, esters, as well as other types of biofuels, or use for the production of chemical and related industries;
11) dehydrated ethyl alcohol is ethyl alcohol that has undergone a dehydration process, the water content of which is not more than one percent;
12) denatured bioethanol is dehydrated ethyl alcohol that has undergone a process of mixing with chemicals in order to impart properties that do not allow it to be used as a food product or additives in a food product.;
13) production passport - a document of the established form reflecting the indicators of the production capacity of a biofuel plant, its main characteristics, regulating the use of existing equipment to comply with the technological process of biofuel production;
14) food raw materials - a type of raw materials of biological origin suitable for the production of food and biofuels;
15) the accompanying bill of lading for goods is a unified document necessary for processing operations for the release and reception of biofuels.
The Law of the Republic of Kazakhstan dated November 15, 2010 No. 351-IV.
This Law regulates public relations arising in the field of biofuel production and turnover.
