The following basic concepts are used in this Law:

1) excluded by the Law of the Republic of Kazakhstan dated 07/05/2024 No. 115-VIII (effective ten calendar days after the date of its first official publication).

1-1) specially created commission – a commission established to resolve organizational and instructional issues related to the preparation and conduct of the national census;

1-2) agricultural census – statistical observation, which includes the process of collecting, processing data on the structure and state of agriculture, analysis and dissemination of official statistical information;

2) administrative sources - central and local executive bodies, akims of a settlement, village, rural district, the National Bank of the Republic of Kazakhstan and other government bodies that collect accounting or other data in the process of implementing strategic, regulatory, implementation or control functions in accordance with the legislation of the Republic of Kazakhstan, with the exception of statistical activities;

3) administrative data – individual quantitative (measured using numbers) and (or) qualitative (based on a specific principle and (or) attribute) data on an individual or legal entity and economic accounting data generated by administrative sources, with the exception of primary statistical and alternative data;

3-1) schedule for the submission of administrative data – a document containing information on administrative sources submitting administrative data to the authorized body in the field of state statistics, on the frequency and timing of the submission of administrative data;

3-2) price registration – price monitoring based on national statistical observations on prices (tariffs) for goods and services, administrative and alternative data;

3-3) alternative data – data that is not primary statistical or administrative data;

3-4) primary statistical data – data obtained or registered in statistical forms;

4) departmental statistical observation - statistical observation conducted by government agencies and the National Bank of the Republic of Kazakhstan, with the exception of the authorized body in the field of state statistics, authorized to conduct statistical work in accordance with the statistical work plan;

4-1) data product – a product formed on the basis of alternative data processing;

4-2) data controller is a specialist in the field of information and communication technologies of a state monopoly entity in the field of state statistics, who is involved in conducting state control over administrative sources to assess the quality of administrative data.;

4-3) data quality is a characteristic that shows the degree of suitability of data for use in accordance with the legislation of the Republic of Kazakhstan.;

5) national statistical observation - statistical observation conducted by the authorized body in the field of state statistics;

5-1) interviewer – a person who conducts surveys of respondents and households during national statistical observations and national censuses;

6) State statistics - production of official statistical information;

7) the authorized body in the field of state statistics (hereinafter referred to as the authorized body) is a government body responsible for management and inter-sectoral coordination in the field of state statistics, which determines the quality of administrative data within its competence.;

7-1) excluded by the Law of the Republic of Kazakhstan dated 07/14/2022 No. 141-VII (effective ten calendar days after the date of its first official publication);

8) user - a person who applies for official statistical information and/or uses it.;

9) official statistical information - statistical information generated by state statistical bodies in accordance with the statistical work plan and during the national census;

10) schedule for the dissemination of official statistical information - a document providing users with information on statistical indicators generated by state statistical agencies in accordance with the statistical work plan;

11) respondent - an individual or a legal entity and its

structural and separate divisions that provide data on

the object of statistical observation in accordance with the statistical

methodology;

12) the schedule of respondents' submission of primary statistical data is a document containing information about the circle of respondents, the names of statistical observations, the frequency and timing of respondents' submission of primary statistical data and the state body responsible for collecting primary statistical data.;

13) statistical information - aggregated data obtained during the processing of primary statistical data and (or) administrative and (or) alternative data;

14) statistical methodology - a set of scientifically sound techniques, methods and methods used in statistical activities approved in accordance with the established procedure;

15) statistical observation - scientifically organized collection of primary statistical data on the object of statistical observation;

16) the object of statistical observation is a socio-economic object and (or) phenomenon or their combination, about which quantitative and (or) qualitative characteristics should be collected.;

17) statistical work plan – a plan for conducting nationwide and departmental statistical observations, with the exception of national censuses, defining the timing of the collection of primary statistical data, the submission of administrative and alternative data, as well as the timing of the formation of official statistical information;

18) statistical activity - a process involving the planning of this activity, the development of statistical methodology, statistical observation, processing, analysis, protection and storage of primary statistical, administrative and alternative data, the formation and dissemination of statistical information;

19) statistical form - a statistical document form (form, reporting form, questionnaire, questionnaire, questionnaire and other forms) on paper or electronic media intended for obtaining or registering primary statistical data in accordance with the established procedure;

21) statistical register - a systematic list of units of an object of statistical observation with their quantitative and (or) qualitative characteristics;

21-1) analytical information – information obtained during the analysis of primary statistical and (or) administrative, and (or) alternative data, including on the basis of innovative methods of processing and analysis of primary statistical and (or) administrative, and (or) alternative data;

21-2) A computerized telephone survey system is an information system that allows conducting nationwide statistical observations by interviewing respondents by phone;

21-3) national reference information – a set of classifiers, catalogs, reference books, nomenclatures and other technical and economic information;

22) national census is a specially organized statistical observation, including a population census and an agricultural census, conducted by an authorized body outside the statistical work plan by decision of the Government of the Republic of Kazakhstan.;

23) household is an economic entity consisting of one or more individuals living together, combining all or part of their income and property and jointly consuming goods and services.;

23-1) population census is a statistical observation that includes the process of collecting, processing demographic, economic and social data characterizing respondents at a certain point in time, analyzing and distributing official statistical information;

24) household accounting is the process of generating administrative data on households and peasant and (or) farm farms.

The Law of the Republic of Kazakhstan dated March 19, 2010 No. 257-IV.

This Law regulates public relations arising in the process of state statistical activity, as well as in determining the quality of administrative data, and is aimed at meeting the needs of society, the State and the international community for official statistical information.
