Article 1. The basic concepts used in this Law are the Law on Minimum Social Standards and Their Guarantees.
The following basic concepts are used in this Law:
1) social rights – rights guaranteed by the state in the social sphere, enshrined in the Constitution of the Republic of Kazakhstan and the laws of the Republic of Kazakhstan;
2) social guarantees – the obligations of the state provided for by the Constitution of the Republic of Kazakhstan and the laws of the Republic of Kazakhstan aimed at the realization of social rights;
3) minimum social standard – the minimum amount of services, cash payments and other requirements established by the laws of the Republic of Kazakhstan, ensuring the implementation of social guarantees and social rights;
4) the system of minimum social standards is a set of minimum social standards in the fields of labor, social security, education, family and children, healthcare, culture, physical education and sports, and the provision of state–guaranteed legal aid.;
5) norms – quantitative and qualitative requirements for ensuring minimum social standards;
6) standards – established parameters of values used to determine the amount of funding for minimum social standards;
7) authorized bodies – central state bodies of the Republic of Kazakhstan, which, within the limits of their competence, exercise leadership in the system of minimum social standards.
The Law of the Republic of Kazakhstan dated May 19, 2015 No. 314-V SAM.
This Law regulates social relations arising in the system of minimum social standards.
