The following basic concepts are used in this Law:

1) arid pastures-pastures located in desert and semi-desert areas with sparse semi-shrubby, rare herbaceous vegetation;

2) cultivated pastures are pastures with highly productive forage crops that form the basis of a scientifically based system of agrotechnical measures for the cultivation, care and rational use of high-yielding meadows.;

3 – pasture turnover-a system of periodic and sequential use and care of pastures in order to maintain them in productive condition in accordance with the plan for pasture management and their use;

4) pastures – land plots provided and used for year-round or seasonal grazing of farm animals. When grazing farm animals on pastures, it is allowed to mow hay for the purpose of feed preparation in cases where the productivity of pastures exceeds the need for feed for grazing farm animals, when the maximum permissible load on the total area of pastures is observed;

5) authorized body in the field of management and use of pastures (hereinafter referred to as the authorized body) – a central executive body that carries out Management in the field of management and use of pastures;

6) geobotanical survey of pastures – a survey carried out in order to determine the productivity of pastures, the structure and composition of Meadows, the places of its growth, the possibility of using pastures for grazing a wide variety of farm animals, the quality of herbaceous and Woody-shrubby vegetation on pastures;

7) maximum permissible load rates on the total area of pastures – differentiated load rates on the total area of pastures by types of farm animals, by types of pastures and by regions in terms of natural and climatic zones, in which it is possible to graze farm animals without prejudice to the Botanical composition of the pasture Meadow and its productivity;

8) abundance of fire and water of pastures – productivity of pasture Meadows per unit of pasture area;

9 – irrigation of pastures-construction of mine and pipe wells, water bodies, water points and other structures to ensure irrigation of farm animals and supply of drinking water to personnel on pastures;

10) radical improvement of pastures-cultivation of New Meadows by sowing high-yielding varieties of perennial grasses and arid plants (crops) ;

11) pasture infrastructure facilities – structures, bridges, roads, irrigation facilities (Wells, pipe and mine Wells, dugouts), cattle driveways, areas and water areas for spinning livestock, sheep stands, stables and fenced areas, pasture fences, fences (including electric fences), fences for separate grazing of farm animals, crossings for veterinary treatment of farm animals, structures and facilities for providing electric and thermal energy, objects with the use of renewable and alternative energy sources, water supply facilities and other types of life support, structures for seasonal residence of personnel and other property necessary for the maintenance and operation of pastures;

12) pasture user – an individual or legal entity that has the right to use pastures in accordance with this law and other regulatory legal acts of the Republic of Kazakhstan;

12-1) public pastures-pastures located on the adjacent territory of settlements and owned by the state, designed to meet the needs of the local population for grazing the breeding stock of farm animals in a private yard;

13 – seasonal pastures-pastures used for grazing farm animals in favorable natural and climatic conditions in accordance with the seasons and (or) periodicity of use;

14) remote pastures – pastures used for remote animal husbandry in territories remote from settlements.

This law regulates public relations related to the rational use of pastures and is aimed at preventing the processes of degradation of pastures, improving the condition of pasture infrastructure facilities.
