The following basic concepts are used in this Law:

1) special state archive – an archival institution or subdivision of the state body of the Republic of Kazakhstan specified in paragraph 1 of Article 22 of this Law;

2) archive – a legal entity or its structural subdivision that collects, acquires, completes, organizes, stores, records and uses archival documents;

3) archival collection – a set of documents combined according to one or more characteristics, formed in the activities of the fund-makers;

4) archival fund – a set of historically or logically related archival documents;

5) an archival document is a document that is preserved or subject to preservation due to its importance to society and the state, as well as having value to the owner.;

6) accounting of archival documents (hereinafter referred to as accounting) – establishing the number and composition of archival documents in accounting units and recording the affiliation of each accounting unit to a specific complex and their total number in accounting documents;

7) the user of archival documents is a natural or legal person who accesses archival documents to obtain information for the purpose of its use.;

8) ordering of archival documents (hereinafter referred to as ordering) – a set of works on the formation of archival documents into storage units (files), description and registration of such storage units (files) in accordance with the legislation of the Republic of Kazakhstan on the National Archival Fund and archives;

9) transfer of archival documents into electronic form – creation of electronic copies of archival documents and transfer of information to information systems determined by the authorized body in the field of informatization in coordination with the authorized body;

10) archival business is the sphere of activity of individuals and legal entities related to the formation of the National Archival Fund of the Republic of Kazakhstan, the formation of archives, archival funds and collections, the organization of collection, acquisition, ordering, storage, accounting and use of archival documents;

11) a particularly valuable document is an archival document of the National Archival Fund of the Republic of Kazakhstan, which has an enduring historical, cultural and scientific value, of particular importance to society and the state;

12) documentation management – the activities of legal entities for documenting and organizing work with documents from the moment of their creation, receipt and before transfer to archival storage;

13) departmental archive – an institution or structural subdivision of a state legal entity that collects, organizes, temporarily stores, records, and uses archival documents and state records of documents of the National Archival Fund of the Republic of Kazakhstan;

14) private archive – a non-governmental legal entity or its structural subdivision that collects, acquires, completes, organizes, stores, records and uses archival documents, or archival documents of an individual that have arisen as a result of its activities, collection and acquisition;

15) personnel documents – a set of documents confirming the employment of employees and information about the retention and deduction of money for their pension provision;

16) The National Archival Fund of the Republic of Kazakhstan (hereinafter referred to as the National Archival Fund) is a set of state and non–state archival funds, collections and archival documents of historical, scientific, social, economic, political or cultural significance.;

17) document – information recorded on a tangible medium that allows its identification;

18) The State Insurance Fund of copies of documents – a set of insurance copies of especially valuable documents;

19) the state archive is a state institution with the right to collect, acquire, complete, organize, permanently store, record and use the documents of the National Archival Fund.;

20) central state archive – the state archive under the jurisdiction of the central executive body responsible for the management of archival affairs and documentation management;

21) an official document is a document created by an individual or a legal entity, executed and certified in accordance with the procedure established by the legislation of the Republic of Kazakhstan.;

22) authorized body – the central executive body responsible for the management of archival affairs and documentation management;

23) state accounting of documents of the National Archival Fund (hereinafter referred to as state accounting) is a system of accounting of documents of the National Archival Fund at the level of the region, the city of republican significance, the capital and the state as a whole, including information on the number and composition of archival funds, the number of storage units;

24) a document of the National Archival Fund is an archival document that has passed the state examination of the value of documents, has been registered with the state and is subject to permanent storage.;

25) the e–government service integrator is a legal entity designated by the Government of the Republic of Kazakhstan, which is responsible for the methodological support of the development of the e-government architecture, as well as other functions provided for by the Law of the Republic of Kazakhstan "On Informatization".

This Law regulates public relations in the field of collection, acquisition, storage, state accounting and use of documents of the National Archival Fund of the Republic of Kazakhstan and the state administration of archival affairs in the Republic of Kazakhstan.
