Article 1. The basic concepts used in this Law Chapter 1. General provisions on radiation safety of the population

     The following basic concepts are used in this Law:

     The intervention level is the amount of the preventable dose, at which, in cases of chronic or emergency exposure, protective or post-emergency measures are taken.;

     The effective dose is the amount of absorbed ionizing radiation energy used as a measure of the risk of long-term effects of exposure to the human body and its individual organs, taking into account their radio sensitivity.;

     A controlled zone is an area where special rules apply for radiation control, admission and residence of people.;

     Ionizing radiation is radiation consisting of charged, uncharged particles and photons that, when interacting with the medium, form ions of different signs.;

     An operating organization is a legal entity engaged in the management of nuclear energy facilities.;

     personnel – individuals who permanently or temporarily work with ionizing radiation sources or are exposed to them due to their working conditions.;

     A radiation accident is a violation of the limits of safe operation of an atomic energy facility, in which radioactive products and (or) ionizing radiation have escaped beyond the limits provided for in the normal operation project, which could or did lead to human exposure or radioactive contamination of the environment above the established standards.;

     Radiation safety is the state of the properties and characteristics of an atomic energy facility, ensured by a set of measures limiting radiation exposure to personnel, the public and the environment, in accordance with the norms established by the legislation of the Republic of Kazakhstan.;

     Radiation protection is a set of radiation-hygienic, design, technical and organizational measures aimed at ensuring radiation safety.;

     Radiation monitoring is systematic monitoring of the state of the radiation situation both at facilities using ionizing radiation sources and in the environment.;

     The natural radiation background is the radiation dose created by cosmic radiation and the radiation of natural radionuclides naturally distributed in the earth, water, air, other elements of the biosphere, food and the human body.;

     technogenically altered radiation background is the natural radiation background changed as a result of human activity;

     The technogenic radiation background is the levels of indicators characterizing the radiation situation minus the levels of the same indicators characterizing the natural radiation background of a given area.

The Law of the Republic of Kazakhstan dated April 23, 1998 No. 219.

   This Law regulates public relations in the field of radiation safety of the population, in order to protect their health from the harmful effects of ionizing radiation.
