The following basic concepts are used in this Law:

1) hardware and software complex – a set of software and hardware tools that provide information processes;

2) betting is a risk-based agreement concluded by the participants among themselves or with the organizer of the gambling business on the outcome of an event involving a win in which they do not participate;

2-1) equipment for the organization and conduct of betting – devices used for the organization and conduct of betting, allowing the participants of the bet to observe the development and outcome of the event, the result of which they have placed bets;

2-2) the beneficial owner is an individual:

which directly or indirectly owns more than twenty-five percent of the shares in the authorized capital or outstanding (minus preferred and repurchased by the company) shares of a legal entity or a foreign structure without forming a legal entity;

exercising control over a legal entity or a foreign entity without forming a legal entity in any other way;

in whose interests transactions with money and (or) other property are carried out by a legal entity or a foreign entity without forming a legal entity;

3) a bookmaker is a gambling business organizer who makes bets with participants;

3-1) unified accounting system – a set of software and technical means connected via telecommunications networks to the hardware and software complex of the betting shop and (or) the totalizator, ensuring the acceptance (implementation) of payments using electronic money at the electronic cash desks of the totalizator or the bookmaker's office, their accounting and transfer to the gambling business organizer operating the bookmaker's office and (or) the totalizator, at the direction of an individual, the payment of winnings to individuals using electronic money, accounting of accepted (made) cash and non-cash payments at the ticket offices of the sweepstake or bookmaker's office from an individual and winnings paid at the ticket offices of the sweepstake or bookmaker's office, personalized collection, processing and storage of information about each participant in the bet, accepted betting bets for each participant in the bet, odds on betting outcome options, winnings and payouts on them, as well as monitoring to identify Internet resources on the territory of the Republic of Kazakhstan that contain signs of online casinos, bookmakers and (or) sweepstakes, those who do not have licenses for the right to engage in activities in the field of gambling in the Republic of Kazakhstan, and the transfer of information on them to the authorized body in the field of mass media;

4) legitimation tokens are chips, tokens of a certain denomination and (or) electronic media that replace cash and are used in gambling establishments to participate in gambling in accordance with the rules established by the gambling business organizer.;

4-1) online casino - an online resource that implements the possibility of organizing and conducting gambling in real time via the Internet and (or) electronic money and provides for the receipt of winnings;

5) casino - a gambling establishment in which gaming tables are used to organize and conduct gambling;

6) the cash register of a casino or slot machine room is a place in a gambling establishment specially equipped by the gambling business organizer, where money transactions are carried out, as well as the issuance and (or) return of legitimation marks.;

7) gambling is a risk–based agreement involving a win, concluded by the participants among themselves or with the organizer of the gambling business for the outcome of the event in which these persons participate;

7-1) participant of a gambling game and (or) betting - an individual who participates in a gambling game and (or) betting;

7-2) a person restricted in participation in gambling and (or) betting is an individual who, as a result of abuse of gambling and (or) betting, is limited in legal capacity by a court, as well as a citizen of the Republic of Kazakhstan who has restricted himself from participating in gambling and (or) betting;

7-3) merchant ID is a unique set of symbols identifying a foreign company as a recipient of payment and/or money transfer using payment systems;

8) mandatory reserves - money belonging to the gambling business organizer or the applicant by right of ownership, including those received on credit and placed in banks in the Republic of Kazakhstan on the basis of a bank deposit agreement on the terms of issuing a deposit on demand (demand deposit) and used by him in accordance with the requirements established by this Law;

9) slot machine – gambling equipment (mechanical, electrical, electronic or other technical equipment) used for gambling, the winnings of which are determined randomly by a device located inside the body of such gambling equipment, without the participation of the gambling business organizer or its employees;

10) slot machine room - a gambling establishment in which only slot machines are used for the organization and conduct of gambling;

11) gambling business - entrepreneurial activity related to the organization and conduct of gambling and (or) betting;

12) gambling business organizer - a legal entity that organizes and conducts gambling and (or) betting in accordance with the requirements established by the legislation of the Republic of Kazakhstan;

13) the authorized body in the field of gambling (hereinafter referred to as the authorized body) is a state body designated by the Government of the Republic of Kazakhstan that implements state policy and controls in the field of gambling;

14) gambling equipment – devices or devices designed and used for gambling;

15) gambling establishment - a building, premises, or structure in which gambling games involving winnings are conducted in accordance with the requirements established by this Law.;

15-1) gaming session – the procedure for the interaction of a gambling participant with the gambling business organizer, determined by the rules of the gambling business organizer, culminating in the identification (fixation) of winnings;

16) gaming table - gambling equipment designed for gambling with the participation of a player(s) and one representative of the casino;

17) excluded by the Law of the Republic of Kazakhstan dated 04/24/2015 No. 310-V (effective twenty-one calendar days after the date of its first official publication);

17-1) the applicant is a legal entity that has applied to the authorized body for a license for the right to engage in activities in the field of gambling in the Republic of Kazakhstan.;

17-2) a bet is the amount of money transferred by a participant in a gambling game and (or) betting to the gambling business organizer and is the main condition for participation in a gambling game and (or) betting in accordance with the rules established by the gambling business organizer.;

17-3) Excluded by the Law of the Republic of Kazakhstan dated 07/08/2024 No. 116-VIII (effective sixty calendar days after the date of its first official publication).

18) sweepstakes is an organizer of a gambling business that provides intermediary services when making bets between its participants;

19) the ticket office of a totalizator or a bookmaker's office is a place where bets on a bet are accepted and winnings are paid out.;

19-1) the electronic ticket office of a sweepstake or bookmaker's office is a digital system through which acceptance (accounting) is carried out Bets are placed and winnings are paid in information and communication networks through a single accounting system that ensures the settlement of bets and winnings.;

20) excluded by the Law of the Republic of Kazakhstan dated 05/04/2009 N 157-IV (for the procedure of entry into force, see art. 2);

21) a win is a property benefit that must be paid to a participant in a gambling game and (or) a bet upon the occurrence of the result of the gambling game and (or) a bet provided for by the rules established by the gambling business organizer.;

22) electronic casino – an institution using a hardware and software complex and (or) an Internet resource that implements the possibility of organizing and conducting gambling in real time via the Internet and (or) electronic money and providing for the receipt of winnings.
