Article 1. The basic concepts used in this Law of the Law on Identity Documents
The following basic concepts are used in this Law:
1) a certificate of a stateless person is a document certifying the identity of an individual who does not have proof of his belonging to the citizenship of any state.;
2) refugee certificate – a document confirming the identity and refugee status;
3) an identity document is a standard document with information about the personal data of an individual recorded in it, allowing to establish the identity and legal status of its owner for identification purposes, issued on a tangible medium or in cases determined by the legislation of the Republic of Kazakhstan, in electronic form.;
3-1) travel document – a document issued to foreigners and stateless persons to leave the Republic of Kazakhstan;
4) identity card of a citizen of the Republic of Kazakhstan – a document certifying the identity of a citizen and confirming the citizenship of the Republic of Kazakhstan;
5) passport of a citizen of the Republic of Kazakhstan – a document certifying the identity of a citizen and confirming the citizenship of the Republic of Kazakhstan on the territory of the Republic of Kazakhstan and abroad;
6) the diplomatic passport of the Republic of Kazakhstan is a document certifying the identity of a citizen of the Republic of Kazakhstan upon his departure, residence outside the Republic of Kazakhstan for the performance of official duties assigned to him and upon his entry into the Republic of Kazakhstan;
7) service passport of the Republic of Kazakhstan – a document certifying the identity of a citizen of the Republic of Kazakhstan and confirming the official status of its holder upon departure and entry, residence outside the Republic of Kazakhstan for the performance of official duties assigned to him;
8) the identity card of a seafarer of the Republic of Kazakhstan is a document certifying the identity of the owner working on board a naval vessel (except for a warship) as part of its crew, as well as a vessel of mixed (river–sea) navigation used for merchant shipping purposes, or studying at an educational institution sent to ships for practical training;
9) return certificate is an identity document confirming the right of its owner to enter the Republic of Kazakhstan once.;
10) birth certificate – a document certifying the identity of an individual, attesting to the state registration of the fact of his birth;
11) excluded by the Law of the Republic of Kazakhstan dated 25.11.2019 No. 272-VI (effective ten calendar days after the date of its first official publication);
12) authorized state bodies – bodies of internal affairs, bodies of justice, body in the field of foreign policy, body in the field of transport and communications, carrying out, within their competence, the registration, issuance, replacement, seizure and destruction of identity documents;
13) a foreign passport is a document recognized by the Republic of Kazakhstan as a document certifying the identity of a foreigner or stateless person and confirming their legal status;
14) a foreigner's residence permit in the Republic of Kazakhstan is a document certifying the identity of a foreigner in the territory of the Republic of Kazakhstan and confirming that he has received a permanent residence permit in the Republic of Kazakhstan.
The Law of the Republic of Kazakhstan dated January 29, 2013 No. 73-V.
This Law defines the legal basis of identity documents, establishes requirements for their registration, and regulates activities related to the production, issuance, replacement, delivery, seizure and destruction of identity documents.
