The following basic concepts are used in this Law:

1) super prize – a part of the prize pool of a lottery draw that was not drawn during the draw and is transferred from one draw to the next draw according to the terms of the lottery;

2) prize fund – money and (or) other property generated through the distribution (sale) of lottery tickets, electronic lottery tickets or at the expense of the lottery operator's own funds and paid to lottery participants in the form of winnings;

3) prize pool drawing is a process that is carried out after the distribution (sale) of lottery tickets, electronic lottery tickets and aimed at determining the winner(s) lottery participant(s);

4) lottery is a game that is conducted in accordance with this Law, the terms of the lottery and the contract, in which one party (lottery operator) draws the prize fund, and the other party (lottery participant) receives the right to win if it is recognized as the winner in accordance with the terms of the lottery. A lottery is not a drawing of prizes aimed at stimulating sales of goods (services) by commercial organizations.;

5) lottery information processing center – a hardware and software complex connected to communication networks and designed to receive, store and record information about distributed (sold) lottery tickets, electronic lottery tickets, proceeds from sold lottery tickets, electronic lottery tickets, paid winnings, and its transfer from the lottery operator to the lottery reporting center;

6) lottery ticket – a document confirming the right to participate in the lottery;

7) lottery reporting center – a hardware and software complex connected via communication networks to the lottery information processing center, which allows timely receiving information from the lottery operator on distributed (sold) lottery tickets, electronic lottery tickets, proceeds from sold lottery tickets, electronic lottery tickets, and winnings paid;

8) lottery equipment – a device or devices (random number generator, mechanical, electrical, electronic or other technical devices) designed (intended) to determine a winning lottery combination;

9) the authorized body in the field of lottery and lottery activities (hereinafter referred to as the authorized body) is the central executive body responsible for the management of lottery and lottery activities;

10) lottery combination – a set of symbols (inscriptions, numbers, signs, drawings) specified in a lottery ticket, an electronic lottery ticket provided for by the terms of the lottery;

11) lottery participant – an individual who has reached the age of eighteen and owns a lottery ticket, an electronic lottery ticket that entitles him to participate in the prize pool drawing;

11-1) lottery mobile application is a lottery operator's software product installed and running on a cellular subscriber device that provides access to the sale (registration) of electronic lottery tickets;

12) excluded by the Law of the Republic of Kazakhstan dated 06/10/2020 No. 343-VI (effective ten calendar days after the date of its first official publication);

13) lottery operator – a legal entity engaged in lottery operations;

14) conducting a lottery – carrying out activities involving the production of lottery tickets, electronic lottery tickets or the conclusion of contracts for their manufacture, as well as the conclusion of contracts with the manufacturer of lottery and other lottery equipment, software products and (or) other lottery contracts (contracts), distribution (sale) and accounting of lottery tickets, electronic lottery tickets, prize pool drawing, examination of winning lottery tickets, electronic lottery tickets, payment of winnings to lottery participants, implementation of other actions and activities necessary for the lottery;

14-1) lottery distributor (agent) is an individual entrepreneur or a legal entity that distributes (sells) lottery tickets, electronic lottery tickets, checks winning lottery tickets, electronic lottery tickets, and pays out winnings on behalf of and at the expense of the lottery operator.;

15) lottery terminal – the equipment intended for realization (registration) of lottery tickets;

16) instant lottery is a type of lottery in which a set of symbols (inscriptions, numbers, signs, drawings), allowing to determine winnings, is embedded in lottery tickets, electronic lottery tickets at the manufacturing stage and before their distribution (sale) among lottery participants. When conducting an instant lottery, the participant of such lottery determines the presence and amount of his winnings or absence immediately after paying for the lottery ticket, electronic lottery ticket and issuing (registration) lottery ticket, electronic lottery ticket;

17) circulation – the number of lottery tickets distributed (sold), electronic lottery tickets participating in the prize fund (part of the prize fund) in accordance with the lottery conditions.;

18) a draw lottery is a type of lottery in which the drawing of the prize fund between lottery participants is carried out using lottery equipment at a time after the distribution (sale) of lottery tickets, electronic lottery tickets;

19) a prize is a part of the prize fund paid by the lottery operator in the amount and form (in cash or in kind) in accordance with the terms of the lottery to the lottery participant recognized as the winner in accordance with the terms of the lottery.

20) electronic lottery ticket – a document in electronic and digital form confirming the right to participate in the lottery;
