Article 1. The basic concepts used in this Law of the Law on Space Activities
The following basic concepts are used in this Law:
1) a project in the field of military space activities is a project in the field of space activities carried out only for the purposes of ensuring defense and security;
1-1) cosmodrome – a complex of technical facilities, devices, buildings, structures and land plots designed to ensure the preparation and launch of space objects;
2) a spacecraft is a technical device intended for launching into outer space for the purpose of exploring and (or) using outer space;
3) national space system operators – legal entities engaged in the creation, operation and development of space systems;
4) a space system is a set of functionally interconnected orbital and ground–based technical means designed to solve problems in outer space.;
4-1) technical operation of a space system is the process of performing technical operations in order to maintain the components of a space system in working order in accordance with design, technological and operational documentation, including their insurance;
5) a space rocket complex is a set of launch vehicles and technical means, structures, technological equipment and communications that ensure the reception, storage, preparation for launch and launch of a launch vehicle with a spacecraft;
6) outer space – the space extending beyond the air space;
7) space activities – activities aimed at the exploration and use of outer space to achieve scientific, economic, environmental, defense, information and commercial purposes;
8) participants in space activities – individuals and (or) legal entities engaged in space activities on the territory of the Republic of Kazakhstan, as well as in outer space in accordance with this Law;
9) a project in the field of space activities is a set of measures for the creation, use and disposal of space equipment and technologies aimed at carrying out space activities;
10) a project in the field of dual–use space activities is a project in the field of space activities implemented both to solve socio-economic problems and for the purposes of ensuring defense and security;
11) the authorized body in the field of space activities is the central executive body responsible for leadership in the field of space activities, as well as, within the limits provided for by the legislation of the Republic of Kazakhstan, intersectoral coordination;
12) space object – a spacecraft and (or) its means of launching into outer space and their components;
13) objects of the space industry – production facilities, buildings, structures and other immovable property of participants in space activities used in the implementation of space activities;
14) space services – services provided using space technology and technology;
15) high–precision satellite navigation system - a set of technical and software tools designed to provide users of the global navigation satellite system with additional information to improve the accuracy of determining time-coordinate parameters, including geographical coordinates and heights, speed and direction of movement, time;
16) global navigation satellite system – a space system designed to determine the coordinate and time parameters (geographical coordinates and heights, speed and direction of movement, time) of land, water and air objects;
17) remote sensing of the Earth from space is the process of obtaining information about the surface and interior of the Earth by observing and measuring from outer space the own and reflected radiation of the elements of the land, ocean and atmosphere;
17-1) Earth remote sensing data from space – primary data obtained directly from the Earth remote sensing spacecraft, as well as materials obtained as a result of their preliminary processing (radiometric and geometric correction);
17-2) spatial data – a set of data about objects, including a description of their location and the most characteristic properties.;
17-3) spatial data infrastructure – a system of digital resources and hardware and software necessary for collecting, processing, storing, distributing and using spatial data based on providing access to them to individuals and legal entities;
18) candidate for cosmonauts of the Republic of Kazakhstan (hereinafter referred to as the candidate for cosmonauts) is a citizen of the Republic of Kazakhstan who has passed the preliminary selection and is being trained to qualify as an astronaut.;
19) cosmonaut of the Republic of Kazakhstan (hereinafter referred to as cosmonaut) is a citizen of the Republic of Kazakhstan who has completed training and received documents on the qualification of an astronaut (test cosmonaut, research cosmonaut, cosmonaut instructor) and the status of an astronaut.;
20) satellite navigation is the process of solving navigation problems using a global navigation satellite system to determine the coordinate and time parameters of objects.;
21) satellite navigation services – activities aimed at meeting the needs for additional (relatively standardly provided by global navigation satellite systems) services for determining the coordinate and time parameters of objects;
22) a launch vehicle is a technical device designed to launch spacecraft into outer space.;
23) the area of impact of separable parts of launch vehicles is a land plot on which spent and separated elements and (or) fragments of launch vehicles fall (land).;
24) spacecraft transponder – a set of radio transmitting devices installed on a spacecraft and designed to relay Earth–space–Earth signals;
25) launch services – a set of measures for the organization and implementation of launches of launch vehicles for the purpose of launching spacecraft into outer space;
26) launch vehicle – a launch vehicle, an upper stage, an aviation rocket and space system designed to launch spacecraft into outer space.

This Law regulates public relations on the implementation of space activities in the Republic of Kazakhstan.
