Article 1. The basic concepts used in this Law of the Law on Specially Protected Natural Territories
1) biological resources – genetic resources, organisms or parts thereof, populations, or any other biotic components of ecological systems that have actual or potential usefulness or value to humanity;
1-1) biosphere reserve – a state nature reserve, a state national nature park or a state nature reserve and their protected areas included in the World Network of Biosphere Reserves.;
2) roundwood sawing – cutting logs into boards and (or) other sawmilling products performed on sawmilling equipment;
2-1) traditional land use – historically established types of agricultural activities in a given region that do not have a harmful effect on natural complexes, objects of the state nature reserve fund, as well as adapted to this ecological system, which are carried out by land owners or land users.;
3) specially protected natural territory – areas of land, water bodies and airspace above them with natural complexes and objects of the state nature reserve fund, for which a special protection regime is established;
4) the system of specially protected natural territories is a set of specially protected natural territories of various categories and types, providing a representative representation of natural complexes of all geographical zones in them.;
5) protection of specially protected natural territories (hereinafter referred to as protection) – a set of measures that can be carried out in a specially protected natural territory to identify and suppress violations of the legislation of the Republic of Kazakhstan in the field of specially protected natural territories, prevention, detection and elimination of fires;
6) protection of specially protected natural territories (hereinafter referred to as protection) – a set of measures that can be carried out in a specially protected natural area to prevent and eliminate the harmful effects of water, protect plants from pests and diseases, and regulate the number of animals;
7) state control in the field of specially protected natural territories is the activity of the authorized body in the field of specially protected natural territories to verify and monitor the inspected entities for compliance with their activities with the requirements established by the legislation of the Republic of Kazakhstan, during the implementation and as a result of which law–restrictive measures may be applied without prompt response;
7-1) state supervision in the field of specially protected natural territories is the activity of the authorized body in the field of specially protected natural territories to verify and monitor compliance by the audited entities with the requirements of the legislation of the Republic of Kazakhstan, during the implementation and as a result of which law–restrictive measures may be applied, including prompt response;
8) excluded by the Law of the Republic of Kazakhstan dated 05/24/2018 No. 156-VI (effective ten calendar days after the date of its first official publication);
9) the authorized body in the field of specially protected natural territories (hereinafter referred to as the authorized body) is a state body performing the functions of management, control and supervision, protection and protection of specially protected natural territories;
10) a functional zone of a specially protected natural territory is a section of a specially protected natural territory with an established regime for the protection and use of land;
11) functional zoning of a specially protected natural area is the division of a specially protected natural area into functional zones in order to establish an optimal regime for the protection and use of objects of the state nature reserve fund;
12) natural science justification is a scientific assessment of the feasibility of creating or changing the boundaries of a specially protected natural area, carried out by specialized scientific (research) and design (design and survey) organizations.;
13) introduction is the deliberate or accidental transfer of plant species outside their natural habitat and animals outside their habitat;
14) state nature reserve fund – a set of environmental objects taken under state protection that have special ecological, scientific, historical, cultural and recreational value as natural standards, unique items and relics, genetic reserve, subject of scientific research, education, education, tourism and recreation;
15) objects of the state nature reserve fund - geological, hydrogeological, hydrological, zoological, botanical and landscape objects and their complexes, especially valuable plantations of the state forest fund, wetlands, key ornithological territories, unique natural water bodies or their sites, rare and endangered species of plants and animals, unique single objects of the plant world having special ecological, scientific, historical, cultural and recreational significance;
16) recreational load – a one-time number of vacationers per unit area, taking into account the total time of the type of rest for the accounting period or per unit of time;
17) Chronicle of Nature – a set of information from systematic observations carried out by scientific departments of state nature reserves, state national nature parks, state natural reserves and state regional nature parks, for the state of ecological systems and facilities of the state nature reserve fund, conducted according to a single methodology;
18) natural complexes – a set of objects of biological diversity and inanimate nature, subject to special protection;
19) sustainable use of natural complexes is the use of biological resources of natural complexes in a manner and at a pace that does not lead to depletion of biological diversity in the long term.;
20) environmental organizations – state nature reserves, state national natural parks, state natural reserves, state regional natural parks created in the organizational and legal form of a state institution (hereinafter referred to as environmental institutions), and state zoological parks, state botanical gardens, state arboretum parks created in the organizational and legal form of a state enterprise;
21) feasibility study – an economic, environmental and social assessment of the feasibility of creating or changing the boundaries of a specially protected natural area, carried out by specialized scientific (research) and design (design and survey) organizations;
21-1) the coordinating council is an advisory body formed under environmental protection institutions, established to ensure transparency in decision–making on the development of tourism and recreation in specially protected natural areas, as well as to improve the management of environmental institutions;
22) an ecological corridor is a part of an ecological network represented by protected areas of land and water bodies connecting specially protected natural territories with each other and with other types of protected natural territories to ensure the natural migration (distribution) of wildlife and the conservation of biological diversity;
23) ecological network is a complex of specially protected natural territories of various categories and types, connected to each other and to other types of protected natural territories by ecological corridors, organized taking into account the natural, historical, cultural and socio-economic characteristics of the region.

This Law regulates public relations on the creation, expansion, protection, restoration, sustainable use and management of specially protected natural territories and objects of the state nature reserve fund, representing special ecological, scientific, historical, cultural and recreational value, as well as being a component of the national, regional and global ecological network.
