Article 10-2. Anti-terrorist protection of facilities vulnerable to terrorism under the Law on Combating Terrorism
1. Central state bodies, including state bodies directly subordinate and accountable to the President of the Republic of Kazakhstan, on the basis of the requirements for the organization of anti-terrorist protection of facilities vulnerable to terrorism, determined in accordance with subparagraph 4) of paragraph 3 of Article 4 of this Law, develop and approve instructions on the organization of anti-terrorist protection of facilities vulnerable to terrorism.
The basis for the development of instructions on the organization of anti-terrorist protection of facilities vulnerable to terrorism is the availability of facilities that meet the criteria for classifying facilities as vulnerable to terrorism, while facilities:
They are departments, territorial divisions of a state body, bodies, organizations under their jurisdiction and under the jurisdiction of a state body, which are other subordinate organizations, and also serve as organizational and logistical support for a state body.;
They are intended (used) to carry out activities in the sphere (area) implemented by the state policy body.
Instructions on the organization of anti-terrorist protection of facilities vulnerable to terrorism, with the exception of instructions developed for facilities of special state bodies, internal affairs bodies of the Republic of Kazakhstan, as well as military units and institutions of the Armed Forces of the Republic of Kazakhstan, other troops and military formations, are coordinated:
with the National Security Committee of the Republic of Kazakhstan and the Ministry of Internal Affairs of the Republic of Kazakhstan, except for protected facilities;
with the State Security Service of the Republic of Kazakhstan for protected objects;
with subjects of foreign intelligence for foreign institutions of the Republic of Kazakhstan.
2. In order to protect facilities vulnerable to terrorism, information on the state of anti-terrorist security of specific facilities vulnerable to terrorism is information with limited access. The types of information subject to restriction are determined by regulatory legal acts developed on the basis of subparagraph 4) of paragraph 3 of Article 4 of this Law.

This Law establishes the principles, purpose, legal and organizational basis for countering terrorism.
