1. Local representative bodies of cities of republican significance, the capital, districts, cities of regional significance, in accordance with the legislation of the Republic of Kazakhstan, exercise the authority to ensure the rights and legitimate interests of citizens, and also approve the minimum amount of contributions for the management of a condominium facility in the amount of the monthly calculation index established for the relevant financial year by the law on the republican budget.

2. Local executive bodies of cities of republican significance, the capital, districts, cities of regional significance:

1) implement the main directions of state policy in the field of housing relations and housing and communal services;

2) ensure the organization of measures for the preservation and proper operation of the housing stock;

3) organize the work of the housing inspectorate for the implementation of state control over subjects of control within the boundaries of settlements at social infrastructure facilities in the areas of housing management, gas and gas supply;

4) organize the work of the housing inspectorate for the implementation of state control and supervision over subjects of supervision within the boundaries of settlements at social infrastructure facilities in the field of industrial safety for compliance with the requirements for the safe operation of hazardous technical devices;

5) take measures to maintain public lands that are not included in the common property of condominium facilities at the expense of the local budget;

6) ensure that, at the expense of the local budget, a state technical survey of functioning multi-apartment residential buildings is carried out with the preparation of an inventory list of the common property of the condominium object, as well as the production (restoration) of a cadastral passport of the real estate object for an apartment building and an adjacent land plot, including on the basis of receipt of an appropriate request from:

owners of apartments and non-residential premises by decision of the meeting;

Chairman of the association of property owners;

the entity managing the condominium facility;

7) submit documents for state registration of a condominium facility in accordance with the Law of the Republic of Kazakhstan "On State Registration of Rights to Immovable Property";

8) has the right, if there are funds from the local budget, to organize and finance measures for the reconstruction, maintenance or overhaul of the exterior walls and roofs of apartment buildings aimed at giving a unified architectural appearance to the settlement.;

9) has the right, if there are funds from the local budget, to organize and finance the repair and replacement of elevators in multi-apartment residential buildings, subject to ensuring the repayment of funds by the owners of apartments and non-residential premises;

10) has the right, if there are funds from the local budget, to organize and finance capital repairs of multi-apartment residential buildings, subject to ensuring the repayment of funds by the owners of apartments and non-residential premises;

11) develop and approve rules for the organization and conduct of measures for the reconstruction, current or major repairs of exterior walls, roofs of apartment buildings, aimed at giving a unified architectural appearance to the settlement, as well as rules for ensuring the repayment of money by owners of apartments, non-residential premises associated with the repair and replacement of elevators, major repairs of an apartment building;

12) provide housing assistance at the expense of the local budget;

13) provide citizens of the Republic of Kazakhstan with housing from the communal housing stock or housing rented by a local executive body in a private housing stock, in accordance with this Law;

14) privatize dwellings from the state housing stock on the terms and in accordance with the procedure established by this Law;

15) register contracts of participation in a housing and construction cooperative;

16) develop and approve the rules for the provision of public services in accordance with the list of public services and standard rules for the provision of public services;

16-1) ensure that an inventory of the housing stock is carried out and records of functioning multi-apartment residential buildings are kept with the completion of the final information in accordance with the rules for the formation, processing, as well as centralized collection and storage of information in electronic form, including the functioning of informatization facilities in the field of housing relations and housing and communal services;

16-2) monitor the lists of citizens of the Republic of Kazakhstan, residents registered in need of housing in the unified republican electronic database, the electronic database "Housing Provision Center", within the relevant administrative-territorial unit;

16-3) provide information, advisory, and methodological assistance to citizens of the Republic of Kazakhstan and persons in need of housing in order to provide state support measures aimed at improving housing conditions;

17) exercise, in the interests of local government, other powers assigned to local executive bodies by the legislation of the Republic of Kazakhstan.
