Article 10. Acts of the Government of the Republic of the Constitutional Law On the Government of the Republic of Kazakhstan
1. The Government of the Republic, on the basis of and in pursuance of the Constitution of the Republic, laws, acts of the President, and other normative legal acts, issues normative and individual resolutions.
If bills are submitted to Parliament in order to promptly respond to conditions that threaten the life and health of the population, the constitutional order, the protection of public order, and the economic security of the country, the Government of the Republic has the right to adopt, under its own responsibility, temporary government resolutions with the force of law that are in effect until the laws adopted by Parliament come into force or until the laws are not adopted by Parliament..
2. Government resolutions are adopted by a majority vote of the total number of Government members. Government resolutions are signed by the Prime Minister of the Republic.
Temporary Government resolutions having the force of law are adopted by two thirds of the votes of the total number of Government members.
3. The Prime Minister of the Republic issues orders. The Prime Minister's orders are issued on administrative, operational and individual issues.
4. Temporary Government resolutions having the force of law, Government resolutions and orders of the Prime Minister of the Republic, adopted within their competence, are binding on the entire territory of the Republic.
5. Government resolutions and orders of the Prime Minister of the Republic are developed and adopted in accordance with the procedure determined by the Regulations of the Government of the Republic.
5-1. Temporary Government resolutions having the force of law are developed and adopted in accordance with the procedure determined by the Law of the Republic of Kazakhstan "On Legal Acts", as well as acts of the Government of the Republic.
6. Government resolutions may be revoked by the Government of the Republic.
7. Orders of the Prime Minister may be revoked by the Government and the Prime Minister of the Republic.
