1. Religious associations have the right to carry out charity and establish charitable organizations.

2. When carrying out charity, it is not allowed to use the material dependence (needs) of citizens of the Republic of Kazakhstan, foreigners and stateless persons for the purpose of engaging in religious activities.

3. Religious associations applying for voluntary donations are obliged to comply with the requirements established by the legislation of the Republic of Kazakhstan on countering the legalization (laundering) of proceeds from crime, the financing of terrorism and the financing of the proliferation of weapons of mass destruction.

This Law is based on the fact that the Republic of Kazakhstan establishes itself as a democratic, secular state, confirms the right of everyone to freedom of conscience, guarantees equal rights for everyone regardless of their religious beliefs, recognizes the historical role of Hanafi Islam and Orthodox Christianity in the development of culture and spiritual life of the people, respects other religions combined with the spiritual heritage of the people of Kazakhstan, Recognizes the importance of interfaith harmony, religious tolerance and respect for religious beliefs of citizens.
