The authorized body:

1) formulates and implements state policy in the field of road traffic;

2) repealed by Law of the Republic of Kazakhstan dated June 30, 2025, No. 203‑VIII (entered into force ten calendar days after the date of its first official publication);

3) ensures legal education and public awareness on road safety issues.

4) approves the rules for state registration and accounting of certain types of vehicles based on the vehicle identification number, training drivers of motor vehicles, conducting exams and issuing driver’s licenses, and terminating and restoring the right to drive a motor vehicle;

4-1) develops and approves the rules for registering a pledge, amendments, additions, and termination of a registered pledge of vehicles in accordance with the civil legislation of the Republic of Kazakhstan and the Law of the Republic of Kazakhstan “On the Registration of Pledge of Movable Property”;

5) approves the rules of the road, the basic provisions for the admission of vehicles to operation, and the list of operational and special services whose vehicles must be equipped with special light and sound signals and painted in accordance with special colour schemes.

6) organizes and implements state control over road traffic and ensuring its safety, including through the use of technical means that detect or record violations of the legislation of the Republic of Kazakhstan on road traffic and road transport, operating in automatic mode, and installed on roads and vehicles of government bodies, emergency medical services, and carriers engaged in regular road transport of passengers and luggage.

6-2) develops a risk assessment system and checklists for the purposes of state control;

6-3) organizes and carries out state control over the activities of professional associations and educational organizations providing training for vehicle drivers.

8) carries out intersectoral coordination of the activities of state bodies in the field of road traffic and ensuring its safety;

10) organizes scientific research and scientific and technical developments in the field of road traffic and ensuring its safety;

13) develops and approves, in coordination with the authorized body in the field of healthcare, the rules for referring individuals for intoxication testing, conducting intoxication testing, and documenting its results;

14) approves regulatory, design, and technical documentation for the design, construction, repair, maintenance, and management of roads, with regard to ensuring road safety while taking into account the needs of persons with disabilities in order to ensure equal access for them;

15) approves, in accordance with the established procedure, the documentation on territorial and transport planning and road traffic organization;

18) regulates road traffic;

20) determines the procedure for submitting and providing data on the vehicle identification number to banks and organizations engaged in certain types of banking operations, in order for them to fulfill the obligations stipulated by the tax legislation of the Republic of Kazakhstan, in coordination with the National Bank of the Republic of Kazakhstan;

This Law establishes the legal basis and general conditions for the functioning of road traffic and ensuring its safety in the Republic of Kazakhstan.
