1. The import of ethyl alcohol, bottled wine and distillate into the territory of the Republic of Kazakhstan is carried out in the presence of a license for the production of alcoholic beverages and a foreign trade agreement (contract), appendices and (or) supplements thereto.

Alcoholic beverages (except for bottled wine and distillates) are imported into the territory of the Republic of Kazakhstan subject to a license for the storage and wholesale of alcoholic beverages, with the exception of the storage and wholesale of alcoholic beverages in the territory of its production, and a foreign trade agreement (contract), appendices and (or) supplements thereto.

1-1. Alcoholic beverages may be imported according to the types specified in the technical regulations and their names in accordance with the unified commodity nomenclature of foreign economic activity.

The safety of ethyl alcohol and alcoholic beverages imported into the Republic of Kazakhstan must comply with technical regulations.

1-2. Only legal entities that are residents of the Republic of Kazakhstan may import and export ethyl alcohol and alcoholic products to (from) the territory of the Republic of Kazakhstan.

2. The export of ethyl alcohol is allowed only if there is a license for the production of ethyl alcohol.

Having a license to carry out activities for the production of alcoholic beverages or activities for the storage and wholesale of alcoholic beverages, with the exception of activities for the storage and wholesale of alcoholic beverages in the territory of its production, gives the right to export alcoholic beverages.

3. The production and processing of ethyl alcohol, bottled wine and distillate, as well as the production of alcoholic beverages in free warehouses established in accordance with the customs legislation of the Republic of Kazakhstan are prohibited.

4. Temporary bans on the export and import of ethyl alcohol and alcoholic products may be established by the Government of the Republic of Kazakhstan in accordance with the legislation of the Republic of Kazakhstan.

5. It is prohibited to import into the Republic of Kazakhstan alcoholic products, the turnover of which is prohibited by paragraph 2 of Article 9 of this Law, as well as ethyl alcohol and alcoholic products, the sale of which is prohibited by paragraph 1 of Article 9 of this Law.

This Law regulates relations arising in the process of production and turnover of ethyl alcohol and alcoholic products, state regulation and implementation of activities of subjects of production and turnover of ethyl alcohol and alcoholic products.
