1. Individuals engaged in scientific and (or) scientific and technical activities are scientific, engineering, technical and other employees who are in employment relations with scientific organizations, organizations of higher and (or) postgraduate education, engaged in scientific and (or) scientific and technical activities, as well as scientists who independently carry out scientific and (or) scientific and technical activities.

2. Individuals have the right to participate in competitions for scientific, scientific and technical projects and programs funded from budgetary funds, in accordance with the rules for financing science and the terms of the competition.

3. To conduct scientific research, members of national and regional teams for national and international Olympiads and competitions of scientific projects (scientific competitions) in general education subjects, professional skills competitions, the list of which is approved by the authorized body in the field of education, have the right to use centers of academic excellence, scientific infrastructure, including digitalization facilities located in organizations of higher and secondary education. (or) postgraduate education, more than fifty percent of the voting shares (stakes in the authorized capital) of which belong to the state."

This Law regulates public relations in the field of science, scientific and (or) scientific and technical activities, commercialization of the results of scientific and (or) scientific and technical activities, defines the basic principles and mechanisms of functioning and development of the national scientific system of the Republic of Kazakhstan.
