Article 10. Licensing of the development, production, repair, trade, collecting, acquisition and display of weapons and ammunition of the Law on State Control over the Turnover of Certain Types of Weapons

1. The development, production, repair, trade, collecting, purchase and display of weapons and ammunition are subject to licensing.
2. Licenses for the development, production, repair, trade, collecting, and display of civilian and service weapons and ammunition are issued by law enforcement agencies.
3. Licenses for the development, production, repair, trade, collecting, and display of weapons and ammunition are general, issued without time limit, and are valid throughout the territory of the Republic of Kazakhstan.
Licenses are issued for several types of activities, taking into account a single technological complex, as well as for individual types.
4. The license is issued on the basis of documents, the list of which is determined by the legislation of the Republic of Kazakhstan on permits and notifications.
5. The grounds for refusal to issue a license are:
1) the applicant's failure to provide the necessary information or to provide incorrect information;
2) the inability to ensure the safety conditions of production, accounting and safety of weapons, or failure to ensure these conditions;
3) other grounds provided for by the Law of the Republic of Kazakhstan "On Permits and Notifications".
In case of refusal to issue a license, these authorities are required to inform the applicant in writing, explaining the reasons for the refusal. Refusal to issue a license or violation of the terms of consideration of the application may be appealed by the applicant in accordance with the procedure established by the laws of the Republic of Kazakhstan.
The Law of the Republic of Kazakhstan dated December 30, 1998 No. 339.
This Law regulates legal relations arising from the turnover of civilian, service, military handguns and cold steel weapons in the territory of the Republic of Kazakhstan, and is aimed at protecting the life and health of citizens, property, ensuring public safety, protecting environmental facilities, resources, and developing international cooperation in combating crime and illegal proliferation of weapons.
The provisions of this Law also apply to the circulation of ammunition (cartridges).
