1. National operator:

1) has the right to provide operator services on the territory of the Republic of Kazakhstan for the main pipeline for the corresponding type of product, fifty or more percent of the voting shares (participation interests) of the owner of which are directly or indirectly owned by the state, a national management holding company or a national company;

2) has the right to provide services for the organization of transportation through pipeline systems of other states of products transported from the territory of the Republic of Kazakhstan through the main pipeline owned by the national operator on the right of ownership or other legal basis (operator activity on a single routing).

2. The exercise of the rights provided for in paragraph 1 of this article by other persons is not permitted, except in cases where the right provided for in subparagraph 1) 1 of this Article, is provided by a decision of the Government of the Republic of Kazakhstan for the purpose of implementing international treaties of the Republic of Kazakhstan to another legal entity, fifty or more percent of the voting shares (participation interests) of which belong to the state, a national management holding company or a national company.

This Law regulates public relations arising during the design, construction, operation, conservation and liquidation of the main pipeline, and is aimed at ensuring efficient, reliable and safe operation of the main pipeline.
