1. Payment services are provided by the following providers:

1) The National Bank of the Republic of Kazakhstan;

2) banks;

3) organizations engaged in certain types of banking operations;

4) the mail operator that carries out postal money transfers;

5) payment organizations;

6) payment agents;

7) payment subagents.

2. For the purposes of this Law, banks and organizations engaged in certain types of banking operations are not considered as payment organizations, payment agents and payment subagents.

This Law regulates public relations arising in the field of organization and functioning of payment systems, regulation of payment systems and supervision (oversight) of them, regulation of the payment services market and control over it, as well as the implementation of payments and (or) money transfers in the Republic of Kazakhstan.
