1. The biofuel producer and the producer of petroleum products containing biofuels have the right:

1) independently sell manufactured products, including for export;

2) receive government support aimed at developing the biofuel market;

3) have other rights in accordance with the laws of the Republic of Kazakhstan.

2. The biofuel producer is obliged to:

1) submit to the local executive body of the region, the city of republican significance and the capital the reports necessary for monitoring biofuel production;

2) ensure that each batch of biofuels produced meets the requirements established in accordance with the legislation of the Republic of Kazakhstan in the field of technical regulation;

3) dispose of (destroy) biofuels in case of non-compliance with their composition;

4) submit declarations on biofuel turnover to the authorized body in the field of biofuel turnover in accordance with the form, procedure and deadlines established by the authorized body in the field of biofuel turnover;

5) issue and submit to the authorized body in the field of biofuel turnover accompanying invoices for goods in accordance with the procedure established by the Code of the Republic of Kazakhstan "On Taxes and other Mandatory Payments to the Budget" (Tax Code);

6) comply with the general safety requirements for biofuels and their life cycle processes established by Chapter 3 of this Law;

7) develop and approve a production passport in accordance with the procedure established by the authorized body in the field of biofuel production;

8) carry out repair and restoration work in accordance with the deadlines specified in the production data sheet;

9) install control metering devices that provide automated transmission of information on biofuel production volumes to the authorized body in the field of biofuel production, the local executive body of the region, the city of republican significance and the capital in accordance with the procedure determined by the authorized body in the field of biofuel production.

3. The producer of petroleum products containing biofuels in the manner, in the form and within the time limits established by the authorized body in the field of biofuel turnover is obliged to:

1) submit declarations on biofuel turnover;

2) to issue and submit accompanying invoices for goods during the turnover of biofuels.

The Law of the Republic of Kazakhstan dated November 15, 2010 No. 351-IV.

This Law regulates public relations arising in the field of biofuel production and turnover.
